UAE Yacht Code will Boost Emirates’ Global Recognition, says Gulf Craft
DUBAI, February 2015 : The new UAE Yacht Code, announced on Monday by the Federal Transport Authority, plays a pivotal role in boosting the country’s global recognition in the international maritime industry, said Erwin Bamps, CEO of Gulf Craft.
The new regulations, which identify the requirements that yacht builders and owners must meet when designing, producing and operating yachts at or above 24 meters in length, come at a time when recognition of the UAE’s maritime sector is overdue, said Bamps. Developed by the Emirates Classification Society, Tasneef, in cooperation with major industry players, the UAE Yacht Code is the first globally to regulate the manufacturing of private superyachts, further underscoring UAE’s ambitions to become a maritime center of excellence.
“The UAE is already a significant contributor to the global maritime industry, however our biggest challenge has always been that we are not yet seen in an international capacity, not only in terms of our potential, but also in terms of our present-day achievements,” said Bamps.
“However, the new private yacht regulations, a global breakthrough, is a cornerstone for the UAE maritime cluster and has the capacity to change perceptions by setting industry standards. Further to defining build quality and operation, we see the regulations as an instrumental step to establish the UAE as an internationally recognized yacht production hub. The UAE Yacht Code and the existence of Tasneef are essential building blocks for the growth of the country’s maritime cluster, and you cannot build a cluster without credibility,” Bamps said.
Omar Abu Omar, COO of Tasneef, said: “There was a clear absence of a regulatory framework for large private yachts, the cargo ship rules were applied on the large private yachts and as such the number of people on board were limited (max. 12) as well as the Gross Tonnage (max. 3000 tonnes). Further, the absence of clear regulations has led to different practices between flag states and class societies, and as a result, many exemptions were issued to the large private yachts due to non-compliance. By developing dedicated yacht regulations, the UAE took a major step in filling this gap.”
The UAE flag, now addresses the need for statutory requirements and brings to the industry a safer yachting experience by protecting the life, assets, and the environment through the compliance of UAE yacht regulations and international standards. UAE flagged yachts will now be surveyed and maintained to appropriate standards through a proper survey regime.
“The beauty of the UAE yacht regulations is that they bring both innovation and flexibility to the industry. They do not limit the size of the yacht, the tonnage, nor the number of passengers onboard, and allows UAE flagged yachts to sail internationally without such limitations, and at the same time, without compromising on safety and quality. This is truly a global first, and a hallmark achievement for the UAE,” Omar added.

A credible yacht code will also attract international players, further bolstering Dubai as a production hub of world-class yachts, said Bamps.
“We welcome global players from the international maritime industry to come and establish themselves in Dubai. By setting up practice in the UAE, not only will they have access to first-rate facilities, but they will also be right in the center of one of the world’s largest superyacht consumer markets,” he said.
“The UAE Yacht Code is a clear example of how we need to be driven by innovation and continue to raise the bar when it comes to offering customers a unique yachting experience. It means pushing the envelope and doing things that have never been done before, much like what we have achieved by building ships in the desert.”

New yacht code for UAE launched
The code is designed to ensure the safety of all kinds of non-commercial yachts, and regulate the number of passengers and engine-types on the craft.
A new yacht code has been launched by the Federal Authority for Land and Maritime Transport.
The code was launched in cooperation with the emirates Classification Authority, Tasneef and in the presence of Abdullah bin Mohammed Belheif, Minister of Public Works, and chairman of NTA and Salem Ali Al Zaabi, deputy director general of the authority.
“The biggest and most luxurious private yachts are built in the UAE, which gathers a large number of super yachts carrying the UAE flag,” he said.
“The UAE elaborated laws and by-laws specific to private yachts with a span that exceeds 24 meters in view of supporting the development of the sector.”

Positioning the UAE as a Global Superyacht Destination

This article considers the efforts being made to attract superyachts to the UAE. It evaluates the potential advantages of bringing these vessels to UAE waters. It also assesses the current regulatory and legislative environment and potential challenges.
What is a Superyacht?
Although there is no consistent definition, generally a superyacht is considered to be a motor powered luxury yacht, which is professionally crewed, and exceeds 24 meters in length. The owners of superyachts are inevitably wealthy individuals. On the high end of the spectrum, prices for elite newbuilds may cost up to several hundred million US Dollars. Equally, there is an increasingly popular range of more conservatively priced yachts.
“The number of tradeshows, events and conferences catering to superyachts have increased over recent years. The annual Dubai International Boat Show continues to grow in popularity, whilst the Abu Dhabi Grand Prix has become a premier event on the superyacht calendar.”
Would more superyachts benefit the uae.
There are a variety of potential benefits a well established superyacht hub may bring to the UAE. Economically, owners will be required to spend money. As a general rule, the annual expense of maintaining an operational superyacht is approximately 10% of the vessel’s value. Expenses in this regard include, amongst other things; crew costs, berthing, maintenance, repairs, drydocking, servicing, inspections and licensing. In addition to direct vessel expenses, owners are likely to financially contribute to various ancillary sectors, for example; they may wish to purchase property in the area their yacht is located, crew may need to be flown in, onshore food and beverage costs, just to name a few.
A superyacht hub may also make a soft contribution to the atmosphere of the UAE and its sea-going leisure activities. The French Riviera is an example of where this contribution is perhaps most prevalent, especially in the coastal towns of Monaco, Nice, Cannes and Saint-Tropez. It is estimated that the French Riviera hosts approximately 50% of the world’s superyacht fleet, with 90% of superyachts visiting it at least once. Also of interest is that the area welcomes over 14 million tourists each year, which in turn supports 75,000 jobs. Clearly the presence of a healthy superyacht industry cannot take full credit for this success, but it does follow that it contributes to the general ambiance and leisurely environment of the region.
Why would Owners bring their Superyachts to the UAE?
Relocating a superyacht can prove a costly and administratively burdensome exercise. So, why the UAE in particular? What would encourage owners to bring their yachts? There are a variety of potential reasons.
One good reason is the weather. Geography favours the UAE in so far as its good weather months (ie; October to April) coincide with the Mediterranean’s bad weather months, where the Mediterranean’s high season runs May to September. Owners may move to follow good weather, with commercially motivated owners possibly seeking to increase their vessel’s annual charters.
Further; there are already a healthy number of superyacht owners who reside in the Middle East. These owners may be (and some already are) minded to keep their yachts within close proximity to where they live and work. This is, however, not always the case, and efforts may be directed at encouraging these owners to bring their yachts to the UAE.
The improvement in infrastructure and dedicated support facilities will generally make the UAE more a more attractive destination. There is already a good selection of competent drydocking and repair facilities, which may also seek to expand their services and facilities in due course.
The number of tradeshows, events and conferences catering to superyachts have increased over recent years. The annual Dubai International Boat Show continues to grow in popularity, whilst the Abu Dhabi Grand Prix has become a premier event on the superyacht calendar.
Considering their size, superyachts are required to be “flagged”, i.e.; entered on a country’s national shipping registry. There are a variety of popular convenience registries for superyachts, for example; the Marshall Islands, the Cayman Islands, the British Virgin Islands, Isle of Man and Malta. Owners will consider a variety of factors when deciding which flag best suits their needs.
The UAE flag remains an available option. Flagging with the UAE permits owners to freely navigate UAE territorial waters without having to obtain a further cruising permit, which foreign flagged yachts are required to do. Further; UAE flagged yachts may engage in commercial activities, such as yacht charters, with fewer obstacles than those faced by foreign flagged vessels. Ownership restrictions do however apply. Article 14 of the UAE Maritime Code (Federal Law 26 of 1981) limits ownership to UAE nationals, or UAE companies (which by extension generally require at least 51% ownership of the company by a UAE national).
Financing UAE Flagged Vessels
An ongoing concern pertaining to registration with the UAE flag is the registration of a mortgage over the yacht, which is generally required where the yacht is subject to financing. During the yacht registration process, no mortgage may be registered during the mandatory two month preliminary yacht registration period. With no mortgage available for this period, financiers are left without this fundamental security, which sometimes results in their refusal to finance yachts intended to be flagged with the UAE.
Commercial Activities
Many owners will charter their superyachts. The length of charter may be short. For example, some owners may only charter their yachts for a week or two a year, simply to contribute to costs. For the remainder of the year the yacht remains at the owner’s disposal. Others may seek to operate a busy chartering operation, aiming to generate profit. The current legislative environment places significant restrictions on foreign flagged vessels engaging in commercial charter activities in UAE waters.
Further, UAE flagged vessels sought for charter for a couple days a year may be required to operate through a stand-alone UAE company, with administrative and cost barriers which may exceed the benefit of this short term charter hire. At the time of this publication we are advised that, in terms of superyachts engaged in commercial activities in the UAE, 29 are foreign flagged and 105 are UAE flagged.
Efficient crewing of a superyacht is paramount to its successful operation. An attractive superyacht hub should seek to offer a legislative and administrative environment which does not hinder the operational requirements concerning the crew. By way of example, the visa conditions of foreign national crew should cater to the unique nature of their employment. We understand that legislative reform in this regard is currently under process, which may include significantly extending the current period of validity of crew visas.
Should the superyacht be subject to an arrest by a UAE Court, there is a reasonable chance that the passports of the crew may be confiscated. As noted elsewhere in this edition of Law Update, Al Tamimi & Company was instructed in a high profile arrest of a superyacht this year, which saw the confiscation of the passports of the foreign national crew. On application, the Judge granted release of the crew’s passports, and noted that confiscation in this instance was in fact not ordered by the court but was a standard practice of the executing authority.
Regulatory and Legislative Environment
Laws and regulations affecting superyachts should offer certainty and be supportive of a strategy to grow and improve the sector. Notable developments over the last several years in this regard include the introduction in 2015 of the UAE Yachts Regulations for Yachts Above 24 Meters (“the Yacht Code”). The Yacht Code covers a variety of subjects which were previously not adequately addressed by legislation which was intended to govern either small boats, or ocean going merchant ships. The Yacht Code addressees, amongst other things: navigation and control, manning, required technical specifications, pollution prevention and surveys.
Another positive development is the recent extension of the validity of cruising permits. Foreign flagged yachts, which are not engaged in commercial activity, seeking to sail between marinas and ports in the UAE are currently required to obtain a cruising permit. The permit’s period has recently been increased to six months (Circular No (13) of 2018 Federal Transport Authority – Land & Maritime).
In terms of commercial activities, yacht owners looking to engage in any form of commercial chartering operations will generally need to do so through a UAE company permitted to do so. As alluded to above, the cost and administration of establishing and maintaining such a company may exceed the benefit of short term charters. Guidance for reform in this regard may be sought from certain Mediterranean countries which specifically seek to provide an straightforward licensing system for owners looking to engage in short term charters, often utilising a foreign jurisdiction special purpose vehicle which owns the yacht.
The UAE appears well placed to be a global superyacht destination. Exciting new infrastructure projects and an improved regulatory environment stand to attract tonnage. There appears to be a commitment from industry stakeholders to address issues which may deter owners, in particular; restrictions on flagging, commercial activities, crewing and cruising permits.

Dubai International Boat Show
With 2015 hailed as the year of innovation for the UAE, new waterfront developments, creative design solutions, and investment in waterside living and tourism are going to shape the nation’s leisure marine industry, according to industry experts.
The conference is being held on 2 March 2015 at the Westin Mina Seyahi Hotel and addresses topics including Waterfront Developments, Innovation through Design and Intelligence, Law and Best Practice in Yachting Purchases, the Importance of the Middle East for Superyacht Builders. Leading speakers and eminent group leaders who be providing key industry insights include Amer Ali, Executive Director of Dubai Maritime City Authority, Matthew Chatt-Collins, Head of Yacht Design at UK firm Andrew Winch Design , expert in marina design and architecture in the region Emmanuel Delarue, CEO of NDA Group in China, and a panel session moderated by Nabil Farhat from World of Yachts and Boats.
Boasting year round sunshine and luxurious lifestyles – with some of the world’s highest concentration of millionaires – the region is well positioned as a preferred yachting destination. Growing investment in waterfront developments and world class marina facilities will continue to drive demand for a leisure marine lifestyle especially in the small to mid-size boat market, industry experts say.
Gulf Boating Conference
Nawfal Al Jourani, Director of Communications at the Dubai Maritime City Authority said, “With waterfront attractions coming to fruition, yacht sales expected to boom over the next five years, and as the region begins to rival existing boating destinations worldwide, we are likely to witness a boost in sales of small to medium water crafts as more people take up a boating lifestyle” Mr Al Jourani will be speaking about ‘Dubai Strategic Maritime Directions’ at the Middle East Yachting Conference.
Work on several developments in the UAE are already underway including, the expansion of marinas, waterfront facilities and yachting support services – providing ample opportunity for growth in the leisure marine market.
The three kilometre Dubai Canal project which is expected to be completed in the next two years will run through the heart of Dubai, connecting the already extended creek at Business Bay with the Arabian Gulf at Jumeirah beach. Adding an extra six kilometres to Dubai’s existing waterfront, the canal is expected to attract 20 – 22 million visitors per year as its banks will be lined with over 450 new restaurants, public spaces, world class hotels, and number of jetties for yachts on either side of the water.
Further defining Dubai as a waterside living and tourist destination, the Deira Island project at the Palm Deira will create 40km of additional waterfront, including a creek marina for large yachts and additional marina facilities directly outside residences.
Recognized expert in marina design and architecture, Emmanuel Delarue, CEO of NDA Group, agreed that there is tremendous opportunity for the leisure marine lifestyle to continue to grow as more waterfront developments and marina projects are completed.
“Dubai has a long standing boating tradition and the region is really embracing its passion for yachting and watersports. With millions of people flocking to enjoy the UAE’s waterfront lifestyle, and a high number of high net worth individuals looking to spend millions on superyachts, by investing in marinas with real lifestyle and expanding existing waterways, the region will continue to develop as one of the world’s most desirable destinations for tourism and outdoor living,” Delarue said.
Delarue will deliver a presentation on ‘ Realising the true potential of marinas: lifestyle and value at their best ’ at the Middle East Yachting Conference, which focuses on waterfront developments in the GCC.
The recently announced UAE Yacht Code is also set to play a key role in boosting the country’s global recognition in the international maritime industry. A global first, the new code identifies the requirements that yacht builders and owners must meet when designing, producing and operating superyachts 24 meters or more in length, intended for private use.
With larger yachts increasingly being custom built based on individual designs, current codes and regulations for the larger yachts are based on conventional steel ship technology which impose strong limitations on the innovative yachting industry.
Demonstrating the importance on innovative and flexible design, Head of Yacht Design and Director at Andrew Winch Designs, Matthew Chatt-Collins said, “With innovative design always at the forefront of every project, we create unique designs for individual clients by taking their dreams and turning them into a reality.” An expert in exclusive yacht building and Winner of the World Superyacht Award for Best Yacht of the Year Over 82m with mega yacht Equanimity , Chatt-Collins, will be speaking about Innovation through Design and Intelligence at the Middle East Yachting Conference.
The new UAE Yacht Code is free of restrictions in terms of number of passengers on board and allows yachts to be made of any construction material, e.g. steel, aluminum, composites or wood. Manufactures are also given greater flexibility in the formation of the yacht’s hull using a single or a multi-structure hull, and the regulations do not govern a maximum length for the yacht with using sails and engines of different kinds. The required level of safety remains the same as legislated in current international regulations.
“As the UAE continues to embrace innovation, this will drive development in so many areas, including the yachting industry. With first-rate waterfront projects and yachting facilities, and now less restrictive superyacht manufacturing regulations, we are likely to see more international shipbuilders entering the UAE market which will be decisive in securing the region as a global manufacturing hub and yachting destination,” said Nabil Farhat, Publisher of World of Yachts and Boat . Farhat will be moderating the panel discussion about ‘Why is the Middle East important for Superyacht builders’ at the conference.

UAE STRENGTHENS POSITION AS YACHT MANUFACTURING HUB AS COUNTRY’S USD 61 BILLION MARITIME INDUSTRY EXPANDS The UAE is set to build on its position as one of the world’s leading international yacht manufacturing hubs as local manufacturers expand their operations, international developers relocate and the maritime industry expands with coastline developments, according to industry experts. The UAE currently ranks ninth in the world for superyacht manufacturing, with 15 projects under development, according to the 2015 ShowBoats International Global Order Book. Local and international manufacturers are set to announce a slew of new projects for the UAE at the 23rd Dubai International Boat Show. The region’s leading leisure marine event, taking place from 3-7 March of 2015, will have boats on display worth AED 1 billion according to the organisers, Dubai World Trade Centre (DWTC). Dr. Khalid Al Zahed, Vice Chairman, Dubai International Marine Club Board, said: “This year’s Dubai International Boat Show will reaffirm Dubai’s status as a leisure marine hub. As the water-based lifestyle becomes increasingly popular in Dubai, we will see this sector continue to expand and grow in the future. Dubai’s commitment to excellence in everything it does will drive the marine industry to achieve new heights and bring more visitors to the city.” According to the Dubai Council for Marine and Maritime Industries (DCMMI), the total UAE maritime industry is worth more than USD 61 billion, with 386 boats above 24m built in 2014, up 8% on 2013. The fleet of yachts in Dubai has doubled since 2009 and the DCMMI predicts the creation of a national classification society – Tasneef – and the introduction of the world’s first code governing private yachts, the UAE Yacht Code, will boost the industry’s future development. Boat builders expand manufacturing activities in UAE Boosting Dubai’s position as a global maritime hub, Comar Yachts, which has produced more than 6,200 yachts to date, will relocate some of its production facilities from Italy to the UAE. The company aims to manufacture locally around 100 catamarans and powerboats per annum in the 26-46 foot range, as it looks to penetrate the wider GCC market and beyond. Comar Yachts will also announce a major global launch at this year’s Dubai International Boat Show, with the world premiere of its Comet Power Cat line of power catamarans. “The UAE has the advantage of being a major geographical hub, allowing us to extend our reach not only across the GCC but to India and south-east Asia as well. By moving production facilities here we are able to build boats, reach new markets and attract new customers more economically,” said Marco Liello, Partner, Comar Yachts. “If you look at the success of the regional yachting industry then a lot more shipyards should come to this part of the world, it’s just a question of finding the right place.” Local manufacturers are also expanding activities in line with the growth in Dubai’s maritime industry, which also aligns with Dubai’s National Innovation Strategy aiming to make the UAE one of the world’s most innovative nations within the next seven years. The UAE’s Gulf Craft is investing USD 100 million over the next five years to develop a state-of-the-art facility to build a shipyard for the manufacture of mega and super yachts within the marine district of Dubai Maritime City, a world-class maritime cluster in the heart of Dubai. Named one of the top ten superyacht shipyards in the world, Gulf Craft has played a significant role in cementing the UAE’s position as a yacht production hub, and continues to support developments that build the country’s credibility on the international marine scene. “Dubai has everything in place to become a global maritime industry hub and to be a centre of excellence for the yachting industry – there is a high degree of wealth, a commitment to the water-based lifestyle and the allure of Dubai as a brand that stands for excellence,” said Erwin Bamps, CEO of Gulf Craft. “Regulation and integration of the industry are key to establishing international credibility, and the recent announcement of the UAE Yacht Code is a prime example. With these new regulations in place, which is a first-time globally for private superyachts, the UAE is put on the map when it comes to the production of world-class vessels.” ART Marine, the Middle East’s largest 360 degree leisure yachting enterprise and one of the show’s largest annual exhibitors, is also consolidating its presence in the region with its Oman launch and reopening in Egypt. “We are focused on continuing to forge strategic partnerships and cementing our presence in the countries of the region we believe in, not only for the superyacht market but also for people who want to enter this lifestyle with a smaller, affordable boat. The company will also be signing a Memorandum of Understanding with Kleindienst Group – developer of the Heart of Europe at The World Islands, on an exciting yet-to-be-announced cooperation of the two companies at several levels for the unique archipelago, on the second day of the show. Another UAE-based luxury yacht manufacturer, Al Shaali Marine, will unveil its new USD 5.45 million AS100 model superyacht at the Dubai International Boat Show, which it describes as the first of its kind designed and manufactured in the Middle East. “The UAE’s embrace of innovation and best-in-class technology, which has seen it develop in so many other areas, will help it to become the global market leader in the yachting industry,” said Sultan Al Shaali, CEO of Al Shaali Group. “The Dubai International Boat Show will allow us to showcase our offerings to a wider market and help to continue to develop Dubai’s maritime industry.” With potential first-time boat owners set to make up a large number of the expected visitor turnout, the Dubai International Boat Show has ensured a wide range small to medium sized builders will be participating to showcase a range of crafts that also include speed boats, jet skis, quad skis and other marine leisure products. On display are pleasure craft from return exhibitors Delma Marine, Macky Marine and Ocean Boats, as well as boats in the same range from new show entrants Brodie Boats, Dar Al Tawasel Services, Mercan Yachts, Revolver Yachts and Rio Yachts. With over 800 companies and brands from 54 countries exhibiting at this year’s Dubai International Boat Show, tens of thousands of visitors, from more than 120 countries are expected to attend. New country participants in 2015 include Djibouti, Indonesia and Luxembourg, while Italy and the USA return as top participating countries, and the event will see 45 global and regional launches over the five days of the show. New and returning show features draw range of leisure marine enthusiasts New show features include dedicated sections for DIBS Sailing, DIBS Fishing, and DIBS Water Sports – industry areas supporting strong sales growth over the last several years as Gulf states increasingly develop planned communities around an active, on-water lifestyle. The DIBS Sailing section is designed as an interactive zone, where enthusiasts – from experienced sailors to first-timers – can see boats, brands, equipment and suppliers from across the globe in a relaxed environment. The DIBS Fishing sector will meet the needs of even the most expert fisherman, allowing them to get specialist technical advice from experts and see the latest technologies and products. DIBS Water Sports is an exciting new show zone dedicated to all related things, from kayaking, canoeing, jet skiing, and paddle boarding to surfing, kite surfing, and wind surfing, with a dedicated testing pool for water sports enthusiasts Show sectors for this year include Marina Display, Superyacht Life Area, Outdoor Display, Marine Luxury and Lifestyle, Equipment Services and Supplies (ESS), with popular show features including the Supercar Promenade and the Retail Village returning to the show. The Middle East Yachting Conference – the region’s largest maritime networking session – will bring together some of the leading industry experts, region’s top boat manufacturers, marina operators, in a collaborative knowledge platform. In addition, Marine Talks will offer leisure marine enthusiasts the chance to glean the latest tips, trends and tricks from experts in fishing, diving, sailing and watersports. The UAE has a strong maritime heritage of dhow construction, ocean commerce, fishing and pearl diving and this tradition has continued with the manufacture of contemporary, state-of-the-art leisure crafts for today’s boating market. The UAE Inspired Pavilion is back again with a range of local small to medium boat builders exhibiting this year. The unique pavilion provides an ideal platform for small-to-medium UAE boat builders to increase market exposure. Dive Middle East Exhibition (DMEX), held in association with Emirates Diving Association, returns with a 42% increase in exhibiting companies and brands. “As the region’s maritime industry expands, and as the UAE consolidates itself as a hub for boating and manufacturing, it is important that the Boat Show evolves and develops alongside it,” said Trixie LohMirmand, Senior Vice President of DWTC. “By expanding the reach of the Dubai International Boat Show into wider areas of the marine leisure lifestyle we can better serve the needs of exhibitors and the desires of our visitors,” she said. The boat industry in the United Arab Emirates (UAE) is a significant sector due to the country's extensive coastline. The stretch of coast along the Arabian Gulf and Gulf of Oman creates many opportunities for commercial boating ventures in fishing, marine tourism, oil & gas, logistics and transportation. Boating and yachting are also popular recreational activities among residents and tourists.
There are two licensing authorities responsible for marine craft registration and maritime services in the United Arab Emirates (UAE). The Dubai Maritime City Authority (DMCA) is responsible for boat registration in Dubai. The Ministry of Energy & Infrastructure (MoEI) is responsible for boar registration in Abu Dhabi and the other Emirates.
This article looks are registration for two types of marine crafts in the UAE:
- Pleasure marine crafts
- Commercial marine crafts
Document requirements for boat and yacht registrations in Dubai and Abu Dhabi, regardless of ‘type’ will require the following documents to prove where the marine craft has originated and whether is it new, previously registered, or imported marine craft.
New boat registration : Copy of marine craft builder manual and documents and proof of ownership.
Previously registered boat : Registration cancellation certificate and sales deed agreement.
Imported boat registration : Customs clearance certificate, copy of environmental specification certificate issued by Emirates Authority for Standardization and Metrology (ESMA) and mortgage deed agreement.
Pleasure Marine Craft Registration
Pleasure marine crafts such as boats, yachts, rowing or sailing for personal use.
Document requirements for pleasure boat registration:
- Use UAE Pass or submit a copy of your Emirates ID and passport. Applicant must be older than 18 years.
- Proof of AED20,000 monthly income, a Commercial trade licence issued in Dubai or a title deed for freehold property owners.
- Certificate of very high frequency (VHF) installation from an approved supplier (marine crafts above 35 feet)
- Emirates Authority for Standardization and Metrology (ESMA) Environment Specification certificate (for new patrol outboard marine engines).
- Stability booklet (licensed to carry more than 12 passengers).
- The mortgage deed for marine craft (if applicable).
- Copy of UAE yacht code certificate.
A technical inspection will take place after you submit all the documents and pay the applicable fees. After the technical inspection process is complete, then you move on to the next stage which requires the following documents:
- Installation of safety and security transponders for the marine craft by Critical Infrastructure and Coastal Protection Authority (CICPA) Coast Guard and deliver of original installation certificate from CICPA to DCMA or MoEI.
- Copy of 12-13 months for insurance certificate.
- Copy of valid annual berth contract issued by marine club or marina in the Emirate.
Commercial Marine Craft Registration
Commercial Marine Crafts are broken down into three categories:
- Commercial Marine Crafts – Training, Patrolling and Rescuing, Towing and Pilotage and Cargo Transportation.
- Tourist Marine Crafts – Water Sports, Tourist Marine Craft, Non-Wooden & Wooden Floating Restaurants and Wooden Tourist Yachts.
- Public Water Transport – Water Taxis, waterbus, Ferry or Abras.
Document requirements for commercial boat registration:
- A valid Dubai-issued trade licence
- Submit copies of Emirates IDs and passports of the company shareholder(s)
- All other document requirements outlined in pleasure marine craft registration process steps 3-7.
Additional documents required for registration if used for public transportation:
- No objection certificate (NOC) and a statement of marine craft route, dates of service and rated speed from the Road and Transportation Authority (RTA).
- GCC code certificate (for all non-wooden commercial marine transports of length above 12 meters).
- Copy of classification or GCC certificate (for commercial marine transports that are 24 meters or above).
Applicants need to present GCC certificates to the inspector at the time of technical inspection. Once this inspection is complete further documentation is required to be submitted:
A boat licence is valid for one year and can be renewed. The renewal application should be completed one month before the licence expiry date, as late renewal can result in penalties and fines.

Yacht industry is very innovative and future oriented. Many existing conventions are applied to regulate the existing industry. UAE national Transport authority has come up with a similar code (i.e. for yacht above 24 meters in length & not intended for commercial use).
The UAE yacht regulations are adpplicable for new & existing private yachts of all types with length greater than 24m. (Type of hull – Mono hull/Catamarans, Built-in material – Steel/Aluminium/Wood/Co-mposites, Propulsion type – Motor/Sail/Pods/Waterjet).
The compliance to UAE yacht regulations for new private yachts can be taken care in the design stage itself. For existing private yatchs, these regulations will become applicable at the time of renewal. Recently we developed an approach to verify the compliance of the existing private yachts against the UAE yacht regulations & also executed projects successfully for the yacht owners, thereby helping them for timely renewal of certificates for their yachts.
It has been seen that most of the existing private yachts don’t have the mandatory documentation on board which includes main design drawings, Stability booklets and various manuals.
The compliance with the UAE code starts with the verification of the existing documents. A survey is undertaken by an experienced team of Naval architects & Engineers and shortfall in way of documentation is identified. Based on the gap study, various design drawing/document packages as required by the UAE yacht regulations are prepared and required class approval are taken.
With our experience of UAE yacth compliance in place, we can say with certainty that the compliance can be achieved in a timely manner if planned properly.

Service description.
Registering and licensing marine crafts sailing or operating in the Emirate’s water.

To license and register marine crafts, in order to implement maritime rules and regulations, ensuring that marine crafts are constructed and manned to the acceptable standards with adequate safety requirements that will comply with the safety of the marine craft, its passengers and crew, and ensure that the marine crafts operate in an environmentally responsible manner that does not cause pollution.
Service Target Customers
Individuals: marine craft owners and operators including UAE nationals and expatriates residing in UAE.
Companies: companies and establishments with Marine activities in the emirates of Dubai.
Service Provision Channels and Provision Timing
- Marine craft License is valid for one year and can be renewed for a similar period. Yet the customer can select to validity of the marine craft license to be for two years and pay the required fees for the pleasure water sport marine craft.
- The Safe manning certificate will be issued annually for the commercial, tourist marine crafts and the pleasure marine craft that length 24 m and above.
Service Procedures and Required Documents

Stages of Issuing Marine Craft Registration and License.
Marine craft registration and licensing will be processed through two stages:
First Stage: Online Registration & Inspection Process
- Marine craft owner shall use UAE pass to login to DMCA online services or register through DMCA portal or smart applications and obtain a user name and password.
- Initiate an online request attaching all the required documents for the first stage.
- Once the request is approved by DMCA, customer shall select the inspection appointment and pay the applicable fees.
- Prepare technical requirements for the marine craft inspection as per the inspection check list.
Required Documents of First Stage:
Customer shall assure attaching clear copy of the following required documents.
- In case of not using UAE Pass, customer should upload a copy of valid Emirates ID card and passport copy for UAE citizens, or copy of Emirates ID card, passport and UAE residence visa for expatriates considering that the customer age should not be less than 18 years old.
- Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details.
- Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
- Copy of the marine craft cancellation certificate.
- Copy of sale agreement attested by the authorized entity.
- For new marine craft: Copy of proof of ownership document, or marine craft purchase invoice attested by the authorized entity.
- For previously registered marine craft: Copy of the marine craft cancellation certificate, and Copy of sale agreement attested by the authorized entity.
- Cpy of customs clearance certificate issued by the competent authorities.
- Copy of environment specifications certificate issued by Emirates Authority for Standardization and Metrology (ESMA), for the new Petrol Outboard marine engines.
- Copy of mortgaged marine craft deed.
Second Stage: Issuing Marine craft registration & license certificate.
After passing the technical inspection, the customer shall:
- Update the insurance details in DMCA portal or smart application.
- Attach the required documents of the second stage and pay the applicable fees.
Note: In case of failure to pass the inspection.
Required Documents of second stage:
- Valid technical inspection pass certificate for the marine craft issued by DMCA or any certified entity by the Authority (for New brand water sport marine crafts).
- Copy of insurance policy valid for (13) months or (26) months in case the license validity is for (2) years issued by an insurance firm licensed to operate in the Emirate.
- Copy of valid trailer registration or copy of valid annual berth contract issued by marine club or marina in the Emirate.
After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost.
License application validity:
Marine craft license application shall be cancelled automatically in case of failing to fulfil all requirements within three months as of application submission date considering that paid fees will not be refunded.
Pleasure Marine Crafts
Including the pleasure power marine crafts, rowing marine craft and sailing marine craft
Stages of issuing Marine Craft Registration and License.
Issuing a marine craft registration and licensing will be processed through two stages:
First Stage: Online Registration & Inspection Process.
- Use UAE pass to login to DMCA online services or register through DMCA portal or smart applications and obtain a user name and password.
- Prepare technical requirements for the marine craft inspection as per the inspection check list
- Proof of total income 20,000 AED and above.
- Copy of partnership in commercial Dubai issued trade license.
- Copy of title deed for free hold property owners to whom the residence law is not applicable.
- For new marine craft: Copy of marine craft builder certificate or any document from the manufacturer or supplier listing the marine craft details or copy of marine craft purchase invoice attested by the authorized entity.
- For previously registered marine craft: Copy of the marine craft cancellation certificate, and copy of sale agreement attested by the authorized entity.
- Copy of customs clearance certificate issued by the competent authorities.
- Copy of confirmation certificate from approved supplier to license radio communication devices (VHF) applicable for pleasure marine crafts more than (35) feet (10.67 meter).
- Copy of mortgaged marine craft deed between the mortgagor and the mortgagee if applicable.
- Copy of stability booklet for all marine crafts, licensed to carry more than 12 passengers, regardless of type or structure material.
- Copy of UAE yacht code certificates if the Load Line Length of the marine craft.
Note: The copy of the stability booklet should be presented to the inspector during the technical inspection. (if applicable)
Second Stage: Issuing Marine Craft Licensing & Registration Certificate.
- Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install a safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMCA.
- Update the insurance details in DMCA portal or smart applications.
- Attach the required documents for second stage and pay the applicable fees.
Note: In case of failure to pass the inspection
- Valid technical inspection pass certificate for the marine craft issued by DMCA (For new Brand Pleasure Marine Craft less than 24 M and up to 12 passengers)
- Copy of insurance policy valid for (13) months, issued by an insurance firm licensed to operate in the Emirate.
After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable.
Commercial Marine Craft
Commercial marine crafts allocated for:
- Training purposes
- Patrolling and rescuing
- Towing and pilotage
- Cargo transportation
Tourist Marine Craft:
- Tourist water sport marine craft
- Tourist marine craft
- Non- Wooden floating restaurant
- Wooden floating restaurant
- Wooden tourist yachts
Public Water Transport:
- Marine crafts allocated for public water transport including water taxi, waterbus, Abra and ferry boat.
- Marine craft owner shall register through DMCA portal or smart applications and obtain a user name and password
Customer shall assure attaching clear copy of the following required documents. Yet there are original documents should be submitted to the Customer Happiness center for verification.
- Copy of valid Dubai issued trade license, in addition to the Emirates ID card, passport and residence visa copy of the company’s shareholder or authorized manager.
- No-objection certificate from Roads and Transport Authority to operate the marine craft.
- A statement of marine craft route, dates of service and rated speed, issued by the Roads and Transport Authority
- Copy of stability booklet for all marine crafts, for those licensed to carry more than (12) passengers regardless of type or structure material. For Commercial marine craft (24) meters and above, regardless number of passengers.
- Copy of GCC code certificates for all Non- Wooden Commercial and Touring marine crafts above (12) meters Length Over All(LOA)
- Copy of classification certificate or GCC code certificates for commercial marine crafts, (24) meters and above, and (150) GT and above, from any certified classification body in the country.
Note: The copy of the stability booklet & classification certificate should be presented to the inspector during the technical inspection.
Second Stage: Issuing Marine craft licensing & registration certificate.
- Visit Critical Infrastructure and Coastal Protection Authority (Coast Guard) office to install safety and security transponder for the marine craft in accordance with the requirements of the (Coast Guard) and deliver the original installation certificate to DMCA.
- Copy of insurance policy valid for (13) months issued by an insurance firm licensed to operate in the Emirate.
- Copy of valid annual berth contract issued by marine club or marina in the Emirate.
After completing all the procedures, an electronic copy of the marine craft license and certificate will be available in the customer account at DMCA portal. Yet the customer can contact the contact center to request to print and deliver the original license & Marine craft Certificate with additional cost. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF) if applicable. Once the customer receives the license, he shall proceed to install the telecommunication device (VHF).
DMCA Technical Inspection Procedures
- Customer shall book the technical inspection appointment at the specified locations by DMCA ensuring that all the technical requirements are prepared as per the inspection check list
- In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMCA.
- Customer shall ensure that the marine craft is presented at the allocated inspection time. Failure to do so will result in “vessel not found” and customer shall request a new inspection appointment and pay the moving fees if applicable.
- The marine craft shall be inspected in berth (in water), excluding Jet Ski and small marine crafts less than 4 m long which can be towed to the inspection location.
- The marine craft plate number must be fixed as per the approved UAE standards before the technical inspection is carried out, check plate number specifications here .
- Upon passing the technical inspection, DMCA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. In case of Failure to submit all the required documents within the specified period, the customer shall submit a new technical inspection request and pay the applicable fees.
- If the marine craft fails to pass the technical inspection at the first attempt or is not presented for any reason other than bad weather conditions, the client shall schedule a second technical inspection appointment within (60) days and pay only the transportation fees if applicable.
- If the marine craft fails to pass the technical inspection at the second attempt or is not presented for a reason other than bad weather conditions, the customer shall submit a new technical inspection appointment request and pay all the applicable fees.
- In case the marine craft fails to pass the technical inspection at the first attempt, the client will be required to rectify all deficiencies before booking a second technical inspection appointment.
- The customer can request to change the inspection appointment for a maximum of three times only, provided that he notifies DMCA call center at least 24 hours before the inspection appointment. Failing to notify DMCA before the determined period, the marine craft shall be considered as failed, and customer shall request for a new appointment within (5) working days from the inspection date and pay the transportation fees if applicable . Contact methods
- DMCA has the right to cancel the marine craft registration number if the technical inspection certificate has expired or licensing procedures were not completed.
- DMCA has the right to reschedule the technical inspection appointment due to adverse environmental and weather conditions with a notification to the customer.
External Technical Inspection Procedures
The customer has the option to proceed with the inspection procedure for brand new marine crafts through certified marine craft dealers for the following categories:
- Pleasure Watersport -Jet Skis allocated for individuals
- Pleasure marine crafts- less than 8m
As per the inspection process, the customer must submit, for DMCA inspection review, the dealer’s declaration form (signed and stamped by the dealer in DMCA Template) and the required following pictures:
- Photo of the marine craft plate numbers.
- Photo of the Hull Identification Number.
- Photo of the engine’s serial number(s).
- Photo of the complete marine craft showing its shape and color.
- Photo of the firefighting equipment with their service sticker.
- Photo of the lifesaving equipment with their service sticker.
Upon reviewing the submitted documents, DMCA Inspector will issue an Inspection Report, which will be valid for (30) days from inspection date. During this period, the customer shall proceed with the marine craft registration process.
Authorities participating in rendering the service
Critical Infrastructure and Coastal Protection Authority.
Service Fees
Note: The Federal fees will be implemented based on the marine craft type & craft GT. >
The Registration fees will be collected for the period of Two years in case the client select the license validity to be Two years (Applicable for Pleasure Water Sport Crafts)
In addition to the technical inspection fees, inspection moving fees will be added in case the selected inspection location was other than the specified areas by DMCA. The fees will be as follow:
Methods Of Payment
Customer shall pay the applicable fees through online payment Gate-way available at DMCA smart applications.

Talk about a bizarre scene that could’ve been pulled straight from a movie.
The owner of a $3.4 million Lamborghini yacht threatened a private dock employee after he was informed that he couldn’t be there, CBS8 reported back on March 11.
The story begins with Joseph Holt, a 21-year-old employee at Marriot Marina in San Diego, where he told CBS8 that he saw the yacht sailing into the private dock Sunday afternoon. Apparently, the owner, identified as Ajay Thakore, attempted to pick up another person at the dock.
“I told him respectfully that he couldn’t be there, and I honestly was hoping to have a conversation with him about his cool boat,” Holt said to the news outlet.
“But yeah, it completely went the other way,” Holt added.
Captured on a video that was posted to YouTube by @SM-wc9eq on March 10 was an embarrassing verbal confrontation between Holt and Thakore, in front of a host of onlookers.
A dark blue Tecnomar for Lamborghini 63 can be seen sailing out of a dock. Standing on the end of the yacht was a man sporting a gray shirt, jeans, and a cap.
The man seen in the video footage was seemingly the local business owner and philanthropist, screaming at the young man as the yacht sailed away.
Thakore was seen threatening his life, shouting at Holt, saying, “I will kill you, you know I will kill you!” He can be heard repeating himself multiple times in the video.
Thakore can be seen pounding his fists on his palm and pointing his thumb down, and telling Holt, “To your face!”
This caused Holt, who is standing on the dock, to respond with hoisting his middle finger in the air, directed at Thakore. Thakore’s screams can be heard echoing through the arena.
“It escalated immediately. It was 0 to 100 immediately,” he said to the outlet.
“I really was trying to restrain myself from getting fired from my job or stepping out of line. The only thing I did was give him the bird,” he added.
Holt said Thakore went as far as to take $100 bills from his wallet and throw the money at him, which landed in the water, and even dropped his pants and mooned him.
“[He] started to make gestures to everybody watching and me. You can’t act that way in public. It’s just not ok. Especially threatening my life, at the very least. There were women and children there. That’s the most important part,” Holt told the news outlet.
Unfortunately, the lewd act wasn’t caught on video.
“I’m a minimum wage worker, he was commenting on that, on my status just because of my job. He was saying I’m nobody, I’m nothing, I work a silly job. He said that he knows people, he has connections, he can change my life and ruin it,” Holt said.
The San Diego Harbor Police reported to the scene 10 minutes later.
Thakore, who goes by the name Ace Rogers on Instagram and TikTok and has a LinkedIn page stating that he’s the CEO of Doctor Multimedia, a healthcare marketing firm based in San Diego, had his public relations team provide a statement to CBS8, saying that he regrets the altercation.
“What started as a minor misunderstanding escalated into an argument, and I apologize for my actions and to those who witnessed the unfortunate exchange,” the statement said.
