Project summary
The key vision for this foreshore area is to develop community infrastructure that enhances the recreation and tourism opportunities possible through the celebration of The Pond as both a natural feature and a regional tourism destination point.
The Safety Bay Foreshore Community Facility Development (SBFCFD) project is as a result of the Safety Bay Shoalwater Foreshore Master Plan completed in 2019. The project area of the SBFCFD aligns with the area identified in the master plan between Carlisle and Bent Streets known as ‘the Pond Activity Node’.
The key vision for this area is to develop community infrastructure that enhances the recreation and tourism opportunities possible through the celebration of The Pond as a natural feature and the foreshore area as a regional tourism destination point.
Some of the key features of the master plan include:
- new commercial/community facility building;
- improved pedestrian access;
- improved car parking; and
- large grassed sections of foreshore providing suitable space for a wide array of activities.
Indicative Plan
The Safety Bay Shoalwater Master Plan (SBSMP) was completed and endorsed by Council in December 2019.
The SBSMP project will plan for the development and enhancement of the 5.3 km long sector of the Safety Bay/Shoalwater foreshore reserve, in order to best meet current and future community needs and adapt to a changing coastal environment.
The master plan guides the evolution of the foreshore over the next 20 - 30 years.
The Council adopted purpose of the master plan is to develop a strategic vision for the Safety Bay and Shoalwater Foreshore, that gives direction to:
- realising its tourism potential, including ‘marine-based tourism’, with a focus on the emerging wind and kite surfing industry;
- coordinating the existing and future commercial activity within the foreshore;
- maximising community use by enhancing the existing recreational experiences; and
- protecting key environmental and built assets.
The Safety Bay and Shoalwater Foreshore is an important asset to the local and wider community who recreate within the reserve, at the beach and at the Shoalwater Islands. As a result, understanding the community’s desires and vision for the area was fundamental to creating a master plan that integrates the needs of the community.

Why is the project being undertaken?
The Safety Bay Shoalwater Master Plan (SBSMP) was finalised and endorsed by Council in December 2019. The master plan divided the foreshore into four separate sectors, with the Safety Bay Foreshore Community Facility being included within Sector Three, Carlisle Street to Bent Street (the Pond Activity Node).
The key vision for this area is to develop community infrastructure that enhances the recreation and tourism opportunities possible through the celebration of The Pond and Tern Island as both a natural feature and a regional destination point.
What are the key elements of the project?
Sector Three will include a mix of community infrastructure including;
- replacement of the current Safety Bay Yacht Club with new community and commercial buildings
- addition of external recreation spaces with reserve improvements such as car parking, footpaths and landscaping.
Will the community be involved in the design?
Yes, there will be consultation with the local community as well as user groups of the site during the design process.
How can I be kept up to date with the project?

Will the current Safety Bay Yacht Club be removed?
Yes, the Safety Bay Yacht Club facility is nearing the end of life as an asset. This facility will be replaced with a modernised community facility offering spaces for the key user groups of the current facility and will have the ability to accommodate new users.
Will works be undertaken on the beach and within the water (including works to ‘the Pond’)?
No, all works are focussed on the grassed foreshore area surrounding the existing yacht club facility and the areas stretching from Bent to Carlisle Street. Works towards the beach as identified in the master plan focus on revegetation planting and the possibility of boardwalk access to the beach and potential lookouts.
How will local residents benefit?
Local residents will benefit directly from improved beach access and a precinct that is more pedestrian-friendly and accessible with better amenities. Additionally, residents will have a world-class, vibrant, and family-oriented recreation precinct on their doorstep.
How long will the redevelopment take?
The project design will start in mid-2024. Construction timeframes will be confirmed following Council endorsement of the design.
Will I still be able to use the beach during the project?
Yes, the beach will remain accessible to the public during the project. Areas of the foreshore will be required to be fenced during construction activities, signage will be in place at this time to direct the public around the construction site.

One thing is certain about living on the coast in Western Australia, especially in Rockingham, it can be very windy a lot of the time! That famous ‘Fremantle Doctor’ aka afternoon sea breeze can be quite annoying if you’re trying to enjoy a nice picnic down the beach, but for the kiteboarders and other wind sport lovers, it’s a dream! Learning a wind favourable activity in Rockingham is a great idea, not only is it thrilling, during the summer months it’s pretty much guaranteed that the breeze will kick in providing a consistent activity. Most afternoon’s in Summer, the Safety Bay coastline comes alive with colourful, eye-catching kites and sails.

Located on Safety Bay Road, underneath the Safety Bay Yacht Club, you’ll find Rockingham’s very own local kite shop/school, ‘WA Surf’. WA Surf is the “go to” place for everything kite and foil related. They sell a range of kiteboarding, hydro foiling and wing foiling gear and lesson packages to suit everyone, some of the popular brands stocked include Duotone, Ozone, Core, Reedin, Armstrong & Konrad. Owner and foiling enthusiast himself, Mark Slater is stoked to be doing something he is passionate about, he loves seeing his kite students progressing and says being able to live and work in an area that has so much to offer is pretty amazing. Mark is in the shop most days and will be happy to answer any questions or help people find the right gear for them.

In addition to standard kiteboarding lessons, there’s a new kid on the block, a different sort of wind sport called wing foiling or wing dinging. Wing foiling involves handling a two handled wing (sort of like a very small kite with handles) while riding a shorter SUP board with a foil. The idea is to generate enough speed using the wing to get the board up and out of the water so that you are gliding along. This sport has really taken off in the last couple of years and now there’s always someone out there on a wing foil having a ball.

Last week, I was lucky enough to be given the opportunity to try my hand at wing foiling. I met Mark and my instructor Sam at WA surf, I was pretty nervous but they made me feel at ease straight away by talking me through the process and explaining what I would be doing. My lesson started with handling the wing on the grassed area to get the feel for it and figuring out where to place it in the wind window and how to get from a crouched position to standing while holding it. It was then time to hop in the beach buggy and head down to the beach behind the pond, the beach buggy tows the boat which acts as the rescue vessel. Sam followed me in the boat while I was winging to make sure I was ok, assisting me with my technique and taking me back upwind to have another go. I had multiple tries attempting to hold the wing and stand on the board, it wasn’t super easy and but I was having a fun time trying something new and it was a great feeling being towed along by the power in the wing. I managed to have a few small rides standing on the board before losing my balance, I didn’t manage to get up and ride on the foil, but I’m definitely keen to have another lesson or two to see if I can master it. Sam was a great instructor and super patient with me as I looked at him confused about what I was doing many times.

My wing foiling lesson was held directly behind the pond, this is a perfect and safe learning spot with flat water and plenty of space. This is where WA Surf hold most of their kiting and winging lessons. Lessons run for approximately two hours. In terms of equipment, the lesson includes a vest, helmet, board, wing and use of the boat. I wore my own wetsuit but if you don’t have one, WA surf will provide you with one.
At the end of the lesson, if you decide you liked it enough to buy your own wing, WA Surf will refund 50% of the lesson cost. There is also a money-back deal for kiteboarding lessons. Your instructor will help you choose the right gear for you to ensure you have a positive experience going forward. Using a reputable kite school to learn is definitely recommended over learning from someone you know. Even if family members or friends happen to be great kiteboarders, they are likely not qualified instructors and may not know the safest way to teach the sport. WA surf has plenty of exciting events on the go this season. On the 15 th – 16 th January 2022 the ‘King of the Pond’ competition is being held in Safety Bay. Hosted by Kiteboarding WA, ‘King of the Pond’ is a big air competition in which invited competitors will put on a show by executing their biggest and most spectacular jumps in an attempt to take the prestigious ‘King of the Pond’ tittle. This will be absolutely incredible to watch and a chance to see the pro’s in action.

There are also some events running in conjunction with the Safety Bay Yacht club, like the twin tip and windsurf slalom racing which happens on selected weekends throughout the season. The yacht club bar is open after the racing providing a perfect opportunity to enjoy the ocean views, have a cold drink and connect with other wind sport enthusiasts in the area. WA Surf hope to encourage more people to get out on the water regardless of age or athletic ability. In a word where our technical devices often demand our attention, getting out on the water is a good way to take a break, be present and do something fun for yourself. Statement of Significance
The site has social value for the members of the community who have attended functions and activities at the club since 1947.
Physical Description
Single storey to Safety Bay Road and double storey to the beach to provide for boat access. The Yacht Club is of brick construction with shallow pitched gable roof clad in colorbond. A steel frame and colorbond observation tower is located at the south west corner of the roof. Whilst the street facing façade is quite blank in its presentation incorporating timber and glazed doors and a number of high level windows, the southern ocean facing elevation is activated demonstrating the use of the building with roller shutter doors along the ground level and expansive windows across the upper level. The current Yacht Club is not the original building but continues the use of the site.
The Safety Bay Yacht Club has been operating from this site since 1947. The club rooms were originally with a Nissan Hut built closer to the water’s edge which regularly flooded. The Safety Bay School used these premises as a class room when the numbers of students increased in the post war period. The Safety Bay School was completed in 1954 and students no longer needed to use the Safety Bay Yacht Club rooms. Fundraising from the community led to the construction of the current clubrooms in the early 1960s on a peppercorn agreement with the former Shire of Rockingham. Since that time the building has been used for the Yacht Club functions and a variety of community events and regular activities. The Safety Bay Yacht Club has hosted Regattas and State Titles with in excess of 120 boats on the water at any given time. Since establishment of the club water levels have shifted dramatically. From a deep channel between the mainland and a manufactured island (now known as Tern Island), the land has now merged and an inlet formed on the southern side which is now used for kite and wind surfing beginners. In the 1970s the waterline was within metres of the club but has now receded some 100m offshore. The beachline continues to be a challenge getting boats in and out of the water and the club now uses a vintage Ferguson tractor for this purpose.
