The Portsmouth Number (PN) list and new National Handicapping Scheme for Cruisers (NHC) will be published tomorrow.

The RYA technical department say while some of the changes to be published will be as expected, others will leave some scratching their heads as to what the RYA are up to.

So in order to put some of the changes into perspective, here’s how the numbers are born:

The data was collected and collated by the RYA from its clubs and amalgamated into a document known as the ‘Digest’.

The Digest contains the recommended performance numbers for all of the classes submitted by each club.

When looking at how a club assess the relative performance of each of its classes, you need to take into account the vast variety of factors that will affect its perceived performances.   Andy Wibroe, RYA technical co-ordinator, said: ‘The data that we get may not necessarily be the championship winning boat or reflect the absolute speed performance of the boat but will be an accumulated average.   ‘If a boat is consistently used as a youth training boat within club sailing then it will never really be sailed to a high consistent level.

‘On the other hand a class which is more actively sailed in open meetings, where sailors get to test their skills more keenly the average club boat may be sailed to a higher level than average.’

This will result in certain classes having a higher than average performance factor and others a lower average, meaning that classes will continually over achieve against the RYA published number and others under.   The method of collecting the data from the clubs has meant that the Portsmouth Number list published this year is closer to the National Average performance factor of each of the classes, but still needs to be tweaked by each club to allow for their own local adjustment factors.

On its own, the PN list aims to give a starting point for club racing.   One thing missing from this years’ number list will be the cruiser numbers. The RYA have not received enough data from clubs to be able to publish a PN list for this area of racing and instead have been working on replacement scheme built on slightly different foundations.   The National Handicapping for Cruisers or NHC, has been built up and developed over the past three months with welcome assistance from a variety of partners.   NHC moves away from the traditional process of collecting club data but instead works on a formula and measurement system to build up a base list. This base list will contain more than 1,200 different boat types.   Bas Edmonds, RYA technical manager, said: ‘The idea behind NHC is not to create a measurement scheme where owners are measuring their own yachts to gain an advantage.

‘It is based around a performance handicapping element where small variations in the boats measurements are effectively smoothed out by looking at how the boat actually performs around the race track with its crew on board.   ‘The difference of having a folding propeller in the past has been treated as a set percentage, however under NHC this is not assumed as a certain performance factor instead looking to see how the boat sails.   ‘Performance handicapping is very successful in developing the sport of golf and we feel it has a strong position in helping the sport of sailing continually develop its sailors through their learning experiences in racing.’

An important part of NHC is the adjustment process and the RYA is grateful to be working with Sailwave and HAL who have developed their programs alongside the RYA and will be releasing new versions of their programs at the same time as the RYA release the base list.   Bas adds: ‘With the increasingly strong data we are getting for the Dinghies from PY Online and the change of scheme for the cruisers, I am confident that the RYA is starting to offer some strong options for clubs in helping develop their racing for their members and to continue motivation within our sport.’   The PN list and the NHC base list will be published on the RYA website tomorrow.

Handicap & Rating Systems: Portsmouth Yardstick, IRC, ORC and ORR

You may be familiar with that one: Having a small chat with your neighbor at pier side, he will at some point of the conversation mention the “low yardstick” of his boat. You give him a nod, try to retain a knowing face but honestly, you haven´t got a clue what the heck his “low 90-ies yardstick” means in the end. Well, don´t bother: It´s as easy as ABC.

Yardstick Handicap-System: The Easy Way

Looking at the Sunday club-regattas might offer a dramatic picture: Boats and yachts of all sizes are bristling around and competing for the best possible times. But here´s the problem: It wouldn´t be fair if the fastest time wins. Because unless you have a one-class-race (like the Swan 42 SC or the New York Yacht Club or as done in the Nord Stream Race – here´s an article on that one ) it is inevitable having different boat-types at the starting line. But how to make a fair judgement you cannot let the fastest yacht win. Here the Yardstick comes into play. Basically Yardstick is an empirical handicap-system which can be used on a great variety of different sailboat types. It can be applied on any race course and is a simple, very basic equation to turn the elapsed time into a corrected time making the different boat types comparable. A skipper might simply evaluate the Yardstick number of his particular boat by referring to the official lists available in the internet: US Sailors turn to the Portsmouth Numbers Committee, UK-based skippers check the RYA, Scandinavians use their Lingdö-Yardstick-System and Australian lads browse the pages of Victoria Yachting. My fellow Germans might find their Yardstick at the DSV Kreuzer-Abteilung.

My King´s Cruiser 33 has – again varying – Yardsticks of 103 to 109. A rule of thumb says. The lower the Yardstick, the faster the boat. My ship is a classy IOR-construction of the mid Seventies, a modern Dehler 35 from 2010 has a Yardstick of 88. In the end, calculating the real flattened time of a race when competing against a Dehler will be easy: Corrected time = elapsed time x 100 / handicap (Yardstick) . So if on an imagined course my King´s Cruiser and the Dehler would cross the finishing line after having made the run in both exactly 60 minutes, the corrected times according to the rule would be 58 minutes for my yacht and 1.08 hours for the Dehler. Where´s my trophy?

ORR, ORC and IRC Rating Systems: Computer-based Rating

Another approach to have different classes of boats competing against each other in races with an equalizing system is the ORR. This abbreviation stands for Offshore Racing Rule and is governed by the so called ORA, the Offshore Racing Association formed by the Chicago Yacht Club, the Cruising Club of America and the Transpacific Club. The idea was to provide for a more accurate and thus fair rating system. Utilizing latest VPP-Software models (Velocity Prediction Program – here´s an interesting article on VPPs ) it was possible to calculate a handicap not just for a certain type of boat but for a specific boat with a specific set up, rig and mast. In order to feed the VPPs a thorough measurement was needed. And this is where the trouble begins. Taking these measurements includes a very accurate weighing of the ship and a certified measurer who was and still is to be paid by each owner of a yacht to get the data needed to feed the Prediction Programs. To make the buzz perfect, there´s the ORC and the IRC, official bodies who sanction the Olympics, the Volvo Ocean Race and the majority of the big regattas worldwide. ORC is the preferred system of rating a vessel in Northern Europe and Germany , the rivaling system is the IRC-formula which has its fans in the UK, US and the Mediterranean . This can sometimes cause a lot of trouble.

It is not so long ago since according to IRC-ruling constructions which strengthen the keel-sections have been penalized by the formula: Causing the yards to build not so strong yachts in order to get better handicaps. Which was ridiculous. The ORC-formula is a publicly known setup of rules whereas the IRC is a “black box”. There is a trend of both bodies to try to converge, not least because under ISAF-rules only ORC-rated vessels can compete in the official World Championship which is sanctioned by ISAF. Nevertheless: Common thing of all is: You have to spend a lot of money to get the ships rated and certified for competition. Nothing at all for my King´s Cruiser 33: Even if I´d had the money, my boat is far away from running up against modern-day racers.

Useful and practical or expensive and obstructive?

Racers like the thoroughbred speed machine Pogo 12.50 (of which I had the pleasure of taking a look at here ). I am writing an email to the boatbuilder Structures in Brittany, asking for the official rating of this yacht. He sends me an IRC rating of a Pogo 12.50 dating 2013 and issued by the RORC. Charly Fernbach replies in his E-Mail: “Our Pogo 12.50 is designed without any regards to the IRC-matters whis is – we believe – fostering narrow, heavy, unstable and slow boats.” Gulp. “Some boatbuilders and designers have dedicated their boat design to the handicap races, which is perfectly fine, but at Structures we think the IRC-rules lead to old school-design . Maybe because these rules are made to protect the existing fleet to a certain level. We do believe in rules box, such as Classe Mini (see this interview with Lizzy Foreman on her MiniTransatRace on a Pogo 2 ), Class 40, TP52 or Open 60 for racing boats as well in modern cruising design to provide easiness, speed and at last: fun.”

So I see: Again this is a sport where millions of millions of bucks are spent, huge corporations, bodies and different and interests are involved and partially working against each other. Not unlike modern day Football-Leagues, Formula 1 or other high-profile sports. Anyway: I now know that “my” handicap is 103, pretty okay for an old IOR-boat and I am supposedly never ever going to be in a situation to tell the IRC TCC of my yacht to a pier side chatting neighbor.

Since its introduction in the 1950s, the RYA has resisted publishing the Portsmouth Numbers without, in the same document, publishing details of how the Numbers should be used and how clubs should assist the RYA in determining meaningful Numbers for publication. This is still the case and is why this website includes recommendations on the Schemes use, including methods of number adjustment and the current Portsmouth Numbers. In the interests of correctness, readers and users of the Numbers should read the text before applying Numbers.

Portsmouth Yardstick Documentation

The RYA has now published the revised Portsmouth Yardstick Documentation. These documents have been designed for both sailors and clubs to gain a better understanding of how the scheme should be best used and getting the fairest results when allocating Portsmouth Numbers.

The documentation is formed of six documents:

·       Introduction:  This is a brief introduction to the  scheme as a whole, its  objective and who can use the scheme.

·       Number adjustment & Club list:  Gives guidance to clubs on methods of calculating number adjustments and how these should be applied to a clubs "club list".

·       Using the Scheme:  Includes a variety of standard definitions used within the other documentation along with some other key principles.

·       Running Races:  Provides details for race officers as to how races can be run, the types of races that can be run and the advantages of each type.

·       Pursuit Race:  Is an excel spreadsheet used by a club to calculate the starting times for holding a pursuit race with the Portsmouth Yardstick scheme.

·       Specimen Race:  Is one of the methods that a club can use to calculate any number adjustments required to give fairer handicaps. This worksheet takes the club through the steps in carrying out such a calculation.

·       Notice of Race & Sailing Instructions Advice:  A standard template and details on writing Event and Race instructions using Portsmouth Yardstick.

To the right there is also a link to the RYA's Race analysis website which is mentioned within the documentation. This website offers a facility for Clubs to easily upload race result data and send it to RYA, as well as allowing a Club to run an individual PY Summary to produce a meaningful 'local' club list of Portsmouth Numbers. The RYA strongly recommend that all clubs adopt the use of this website if they have not already.

Clubs that have an active multihull fleet within their club racing may use the SHCRS system for rating multihulls. If a club also races mixed fleets where Dinghies, Keelboats and Multihulls race together an agreed conversion rate is used between the RYA and the SCHRS to convert SCHRS to PN "look alike" number. A link to the SCHRS page on converting their numbers is seen on the right of this page.

Any club that uses PN's for Multihulls or PN "look alike" numbers based on SCHRS number is strongly encouraged to use the  PYOnline analysis website to further adjust PN's to ensure they are as statistically as accurate as possible.

Processes and Policies for Allocation of Yardstick Numbers

‘Yardstick’ numbers are utilised to establish a common basis for allocating time correction factors to determine results in races conducted by GLYC based on performance of the boat design. All boats of the same class/design iteration will sail off the same Yardstick.

The basic listing for Yardstick numbers is from the Yachting Victoria Yardsticks, which have been primarily compiled for OTB boats but with some keelboat types added. YV also list a conversion factor to calculate a Yardstick number from a Trailable boat CBH.

There remains however a significant group of boats sailing, or likely to sail, at GLYC for which neither of the above sources is applicable and/or valid. For these boats the GLYC Yardstick Committee will establish a GLYC Yardstick number.

The concept of the Yardstick is to represent a well sailed and equipped boat and determine the ‘best’ sailors. This is distinct from the ‘personal’ handicap system which measures the improvement of each sailor/boat combination against averaged previous performance and each boat of a class/design has a different handicap number.

Note: As some YV Yardstick numbers were established many years ago and as some designs/classes may have made significant speed improvements due to changes in construction, weight and/or sail configuration it may be that the published numbers may no longer be valid and a new GLYC Yardstick needs to be established.

The task of the Handicap Sub-committee each year is to review ALL existing Yardsticks used in club racing and decide if any adjustments or additions are required for the next season with a view to achieving an even spread of results over a seasons racing (after allowance for crew capability).

The Handicap Sub-committee is further responsible to review requests from owners of boats new to the club for which an existing class/design Yardstick does not exist or from owners of boats that have been modified such that the existing class/design Yardstick may not be valid eg: changes to keel, rig, sailplan and/or configuration and significant variation in crew numbers against that for which a previous yardstick or CBH was issued.

Owners have a responsibility to respect the class/design parameters and to notify the Handicap Sub-committee of any changes that might require a revision of the Yardstick number. Such advice or request shall be submitted to the GLYC Sailing Captain.

Whilst Yardstick numbers utilised by GLYC will normally remain fixed for the duration of a season, the Handicap Sub-committee shall be empowered to make adjustments during the process of the season if a class/design Yardstick is shown to be incorrect. In so doing the Sub-committee shall take careful cognisance of the crew capability of the boat/s from which data is being taken.

Any change to a Yardstick during the process of a season will be applicable only from the date of issue of the change forward and shall not be a basis for recalculation of already conducted races.

CBH ratings shall be taken from the list issued by the Yachting Victoria Trailable Yacht Committee as applicable for Victoria. CBH ratings from States other than Victoria shall be evaluated by the Handicap Sub-committee before being utilised.

Changes to a boat that are not advised to GLYC and evaluated by the Handicap Sub-committee shall be grounds for protest and exclusion from race results.

Australian Sailing Yardsticks update

Thanks to Brian Chapman, there are new Australian Sailing Yardsticks available in the Rating library.  I’ve attached a copy of his email below as this gives a good update on the naming used.  I haven’t currently changed the internals of Sailwave so you can still use these with the Sailwave version you are using – but please lookout for changes in the future. Oh and thanks Brian for the compliment!

The yardsticks table was originally known as the Victorian Yachting Council (VYC) yardsticks table and more recently as Yachting Victoria Yardsticks.

You may or may not be aware that Sailing administration in Australia has undergone an extensive re-structuring over the past few years, with individual State Associations (such as the Victorian Yachting Council – more recently known as Yachting Victoria) having now been incorporated under the Sailing Australia banner (previously known as Yachting Australia).

Consequently, the long standing VYC yardsticks table has had 2 recent name changes – firstly to “Yachting Victoria yardsticks” and now, for the past 2 years,  “Australian Sailing yardsticks”.

I’ve been responsible for several years now for maintaining and updating the AS otb Catamaran yardstick table and before that the YV and VYC Catamaran yardstick tables. I’m also the Australian Sailing representative on the SCHRS World Council.

The purpose of this email is to provide Sailwave users (primarily in Australia and New Zealand) an easy to source and download up to date “ratings file” for AS yardsticks for otb Dinghies and Catamarans + selected keelboats.

I have no objections should you wish to “hardwire” Sailwave for an “AS” ratings file in lieu of “VY”. However, many (if not most) Aussie sailors/clubs still refer to the yardsticks table as VYC, so if you wish to leave “VY” in place that is fine too.

CBH Rating System

Australian class based handicap (cbh) rating system, for trailable yachts and sports boats.

Australian Sailing undertook a review of the role of the National Trailable Yacht & Sports Boat Committee in 2020

As part of this process, a survey of stakeholders was conducted which attracted over 470 responses. The feedback from this survey resulted in some small changes to the handicapping model, as well as the procedures for managing ratings applications. 

The Class Based Handicap (CBH) formula has now been updated to align it with World Sailing’s Equipment Rules definitions and remedy some other previously identified issues. This change will ensure the rating is more inclusive, allowing a wider range of Trailable Yacht and Sports Boat Classes access to a CBH rating. 

As a result of the changes to the model and definitions the Trailable Yacht & Sports Boat Rule has been amended to reflect these changes and has now become the CBH Rating System. 

In addition, the National Committee has been disbanded and the CBH ratings function will be administered internally by Australian Sailing staff. Australian Sailing will also coordinate the hosting of the National Championships, in line with the way other Australian Sailing events are managed.

The Rating System is intended to: 

• Provide a National System for even and fair racing on handicap in a mixed fleet of Trailable Yachts and / or Sports Boats • Ensure transparency across the rating system  • Allow Trailable Yacht and Sports Boat owners to gain a new CBH at any time of the year • Support Australian Sailing in its work to promote Trailable Yacht and Sports Boat racing activities within the states and territories and at national level. 

Key Points:

• The Rating System only requires boat measurements, not performance data. • The CBH rating list will be published online and updated regularly and new boats are added. • The CBH formula will be reviewed annually and any amendments will be posted from time to time.

CBH RATING LIST:

The CBH rating list will be updated on a day to day basis with new measurements and new Classes as they come to hand. The CBH formula will be reviewed once a year on the 1st of July. The ratings are presented as a PDF any boat with a rating of 1 has insufficient date at the time of publishing this report.

The rating formula is reviewed once a year and a new list is issued each year on the 1st of August.

The CBH rating needs to be measured by an Australian Sailing Accredited Measurer. You will find the list of Measurers in Australia here .

• Can I use both the old and the new rating system in one event? No, the new rating is a different formula than the old one. 
•     My boat/class is not in the new CBH rating list, how can I add it? To add a boat or a Class to the CBH list you need to contact the Ratings Office ( [email protected] ) or follow the steps found in the “NEW APPLICATION” paragraph at the top of the web page.
• Why is the CBH rating formula not published? The CBH rating formula is not published to prevent the optimisation of a boat to “beat” the rating. The aim of the CBH is to be a simple rating system, cheap and easy to use. The aim of this rating is not to encourage boat modification outside of Class Rules.
• What does it cost to add a boat or a Class to the CBH list? There is a charge of $100.00 to add a boat or a Class to the list.
• I modified my boat, it doesn’t comply with the Class Rules anymore, what should I do? If a boat doesn’t comply with its Class Rules because it has been modified, then the owner will have to provide the new measurements for the boat and apply for an  OAK (One of A Kind) CBH rating

YACHTING VICTORIA YARDSTICKS – 2016-17

INTRODUCTION These yardsticks are prepared to provide the fairest possible calculation of results for mixed fleet racing. New and modified classes appear every year and it is important to gather information and review results as quickly as possible.

For dinghy classes there have been a few changes to the previous Yardsticks published for the 2016/17 season. In the absence of race results data for dinghy classes and new internationally sourced classes, where there is yardstick data from overseas available, a comparison is made with other international classes to derive an equivalent Yachting Victoria yardstick value. This is explained further down in this document.

Fortunately for catamaran classes, there has been significant work done by the Kurnell Catamaran Club in reviewing various catamaran ratings, as well as validating the ratings against the international SCHRS system. This work has now been incorporated into the YV yardsticks for catamaran classes. Much appreciation goes to KCC for this good work.

Catamaran yardsticks are now contained in a separate document: “YV - Cat Yardsticks16_17 v1.0”

USE OF THE YV YARDSTICKS A club which intends to run a race or event under the Yachting Victoria Yardstick system should include in the Notice of Race and in the Sailing Instructions clauses based on the following:

1 The version of the YV Yardstick System that is to be used in calculating the mixed class fleet racing results.

2 The YV Yardstick numbers to be used for each class, adjusted as necessary for variations from Base Rig. - or

2 The YV Yardstick numbers will be those published by the Race Committee ‘n’ minutes prior to the start of the first*/each* race. - or

2 YV Yardstick numbers will be those listed hereunder:-

3 Boats without YV Yardstick numbers published in the current listing will be allocated an estimated Trial Number - or

3 Boats without YV Yardstick numbers published in the current listing will be allocated numbers

4 Whether or not YV Yardstick numbers will be adjusted during the series.

When deciding upon which of the Sailing Instructions listed at 2 above a club should use, the club should remember that the listed YV Yardstick numbers are derived from Yardstick Returns of racing on all kinds of water: sea, estuary, river and lake. The YV Yardstick numbers are therefore an average and thus, particularly with dinghies, may not necessarily be applicable to any one club. Accordingly, if after racing, a listed YV Yardstick numbers appears to be inequitable, a club may consider a change to the YV Yardstick numbers. All such changed YV Yardstick numbers rank as Trial or Club Numbers.

ONGOING VALADITY OF YARDSTICKS In order to assure the continued validity of yardsticks, mixed fleet race result returns must be received. Electronic submission of results containing the information set out below is encouraged as it enables processing of the information in a timely manner.

Yachting administrators are encouraged to ensure that results are submitted as soon as possible.

Event organisers are reminded that it is their responsibility to ensure that sufficient data is provided to YACHTING VICTORIA to validate the yardsticks of the classes. To ensure the ongoing reliability of YACHTING VICTORIA yardsticks for all forms of interclass racing at club and regatta level a consistent and steady supply of results are necessary.

Data for each heat of an event needs to include the following:-

Date and location of the event.

Contact details of results officers.

Event grade:  State based or open interclass championships.  Whether sailors have achieved National, State or Club champion status.

Conditions:  Wind strength, wind state (gusty, shift, etc.)  Sea state: wave height, effects of current  Local conditions, such as land effects, currents

Course sailed by each division. This needs to include:  leg length (this is desirable but not mandatory),  course angles (desirable - relative to wind direction or compass bearing)  course configuration (desirable: W-L; Triangle, W-L; etc.)  number of legs sailed (desirable)  overall distance for each division (required).

Race results for each boat, including:  Class  Sail number, skipper’s name

 Elapsed times for competitors (or start time and finish times).

Other information:  Suggested review of ratings for specific classes.

The above race result data needs to be submitted in an electronic format, such as spreadsheet or CSV extract from your race software. A sample submission spreadsheet is included below.

REVISION OF RATINGS Class Associations wishing to question their ratings must ensure that YACHTING VICTORIA receives sufficient data to conduct that review. This involves ensuring that clubs that are organising multi class events (in particular Regattas and Class titles), where several classes sail the same course, forward the results to the YACHTING VICTORIA Yardstick Co- Ordinator in the required format.

Where a rapid review is required the Class Association should forward sufficient data to allow that review to be conducted.

USE OF THE YARDSTICK The aim of the yardstick is to provide a basis for yachts of different ratings to compete fairly when sailed well. The yardstick is not intended to compensate for differences in skills or competence of individual sailors (that is a handicap). The yardstick is calculated and maintained on a statistical basis and within broad limits remains valid for a variety of wind strengths and courses sailed. Comparison of yachts of different classes sailing different courses is outside the scope of the current rating system.

Yardsticks are based on the current design of a class unless otherwise noted. It normally takes 12 months for a major change in class rules to be incorporated into the yardstick, as results have to be gathered and assessed. For example the current yardsticks for Cherubs and Javelins are for boats with an asymmetric kite not for the previously standard symmetrical kite. Where major changes are occurring within class designs the associations should inform the yardstick co-ordinator of these changes and try and ensure that results submitted indicate the boats sailing under the changed design.

DEFINITIONS Elapsed Time (ET) is the time taken (in minutes and decimal minutes, or in seconds) for a boat to sail a proper course.

Corrected Time (CT) is the elapsed time divided by the boat's class yardstick (YS) and multiplied by 100

Standard Boat Time (SBT) is the corrected time for the first boat on corrected times to sail a proper course. Alternatively, a consistently sailed boat finishing in the top five of the fleet, on corrected time, can be taken as the standard boat

Back Calculated Yardstick (BCYS) is the corrected time divided by the standard boat time and multiplied by its own yardstick.

Performance Factor (PF) is the BCYS divided by the boat's class yardstick. This is used to rate the class yardstick

TRAILABLE YACHT CONVERSION FACTOR The Class Basic Handicap system (CBH) is recommended for trailable yachts. For occasions when trailable yachts compete with off-the-beach yachts, it is possible to convert CBH to Tentative Yardstick by the formula:

Yardstick = K CBH

For 2016/17 season K = 80.25

When using K to create tentative yardsticks for trailable yachts the result should be rounded down to the nearest 0.1 to preserve the differential between trailables given by their CBH’s

MIXED CLASS RACING The best racing occurs when the fleet consists of only one Class, as in State Titles. So, whenever possible, clubs should arrange for a Class to race separately if there are sufficient numbers. For other yachts, divisions should be formed by grouping yachts as shown below: First preference Monohulls Catamarans Trailable yachts Sailboards

This may be subdivided into fast and slow divisions related to yardsticks or if sufficient yachts of a class are present they may form a separate division.

Second preference Monohulls / trailable yachts Catamarans Sailboards In this case it will be necessary to apply the Trailable Yacht conversion factor to obtain tentative yardsticks.

Third preference Fast monohulls and sailboards Slow monohulls and trailable yachts Catamarans

Where fewer than four sailboards compete in an event, they may be grouped with the monohulls. Owing to the many types of sailboards, whose performance varies with sail area and wind strength, their yardsticks should be treated as tentative.

Mixed Class Correction Factor The Mixed Class Correction Factor (MCCF) applies to fleets containing multihulls and monohulls or sailboards and monohulls. The MCCF is derived by dividing the sum of the 5 lowest corrected times for monohulls by the sum of the 5 lowest corrected times for the multihulls or sailboards. The corrected time for each multihull or sailboard is now further corrected by multiplying it by the MCCF

Notes: 1. Where the fleet contains multihulls, monohulls and sailboards 2 separate MCCF’s must be calculated 2. MCCF's will give extraneous results with very small groups. They should not be used where there is less than 5 of either of the groups under consideration.

NEW INTERNATIONAL CLASS PROVISIONAL RATINGS For new classes that do not have a current YV yardstick but have a yardstick under either the UK Portsmouth (RYA) or US Portsmouth systems, a yardstick comparison is made with a base set of international classes.

The comparison classes are 470, 505, Contender , Fireball , Laser Radial , OK dinghy and Tasar . This mix was chosen as it represents a good cross mix of international classes sailed under the YV system and has a consistent comparison between the three systems. Other classes have not been chosen as they are not in both the RYA and US systems or the variances were too great to be considered.

Amadeus Description

Built by the famous Dynamique Yachts shipyard, and having undergone a total refit in 2018, S/Y Amadeus was designed to please the most demanding of yachtsmen. Built for smooth sailing, this elegant cutter rigged sloop has a sleek hull design, comfortably reaching top speeds of 12 knots and ensuring excellent sailing performance. S/Y Amadeus has just undergone this past winter (2018) a major refit such as total repaint top to bottom, new rigging (BSI Denmark), Novourania with new Evinrude 75hp outboard, Splash pool, new Bimini/Sprayhood/Awnings, new exterior fabrics and many other enhancements. In 2016 new “North Sails” were placed onboard. The yacht is maintained in excellent condition with a five-star crew year round. Her generous uncluttered teak deck offers plenty of space for sunbathing. The spacious and unique outdoor saloon has two tables seating upto 12 guests and is a perfect setting for outdoor dining and entertainment. Thanks to a special canopy and roll-up windows, the deck saloon has the added attraction that it can be fully enclosed, making it ideal for all weather conditions. Her forward area includes a splash pool and sun bathing area which can also be shaded with a removable awning. From the cockpit, a stairway leads to the light-filled spacious saloon offering ample seating, ideal for relaxing or enjoying a drink from the bar, and offers a formal dining area. This area also includes a LCD TV, entertainment center, ipod dock station, playstation, and is ideal for indoor activities. She can accommodate 10-12 guests in one full width master stateroom, two double bedded cabins each having one extra single bed and two twin bedded cabins which can be easily converted to double beds (upon request), thus, making her the only 5 double bedded sailboat in the Greek market. She also has a nice selection of toys which include water ski (adult and children), tubes, inflatable canoes, wakeboard, fishing rod and snorkeling gear.

CAPTAIN - Harry Fotopoulos Captain Harry is a graduate of the Merchant Marine Academy and holds a Captain Class A’ Diploma. He also holds a Canadian Commercial Pilot license class B, sailing and speedboat license. He has over 15 years of experience onboard many types of Charter Yachts. He holds Certificates in GMDSS, Fire Fighting & First Aid, Personal Safety, Life Saving, and Ship Security. He has a great knowledge of the Greek islands and will navigate guests to remarkable destinations. During his one season on board he showed great leadership skills and received positive feedback from all guests. He is calm yet very outgoing and speaks very good English. DECKHAND - Konstantinos Santas CHIEF STEWARDESS - Mirella Davint Mirella has 8+ years of experience as a stewardess onboard charter and private yachts. She has a very pleasant personality and she aims to accommodate her guests to the fullest. Comments received from previous guests are memorable. This will be Mirella’s eighth season onboard. Mirella speaks English and she is 38 years old. ENGINEER - Stelios Mandos Stelios holds an Engineer Class B’ Diploma from the Greek Merchant Marine Academy as well as a Sailor’s License. He has over 15 years of experience onboard Ocean-Going Vessels and Charter Yachts. His hobbies include spearfishing and sailing. He speaks good English. Stelios is 45 years old, married with two children. CHEF - Thanasis Kiritsis Thanasis is 39 years old and has worked as a chef for more than 20 years in numerous hotels restaurants, yachts and resorts including owning his own pastry shop / bakery for 5 years. Thanasis looks forward to welcoming his guests on board and introducing them to his culinary world. He speaks good English and Greek. He is a young chef full of energy, skills and passion towards his job. We are confident that he will serve his guests unforgettable flavors. ASSISTANT STEWARDESS - Anastasia Yurash Anastasia is 31 years old and has been in the yachting industry since 2021. Her working experience includes 7 years as a housekeeper and assistant stewardess. Anastasia speaks very good English. One of Anastasia’s strongest attributes is her appetite for work. She is also very sociable, welcoming and looks forward to having guests on board S/Y Amadeus. Her hobbies include Latin dancing, snowboard and yoga.

This sailing yacht's generous uncluttered teak deck with a foredeck pool, offers plenty of space for sunbathing. The spacious and unique outdoor saloon has two tables, a bar and barbeque, a perfect setting for outdoor dining and entertainment. Thanks to a special canopy and roll-up windows, the deck saloon has the added attraction that it can be fully enclosed, making it ideal for all weather conditions. From the cockpit, a stairway leads to the light-filled spacious saloon offering ample seating, ideal for relaxing or enjoying a drink from the bar, and a formal dining area with seating for up to 12 guests.

Accomodation is offered for up to 12 guests in 5 spacious cabins: the bow master cabin on AMADEUS features a double bed, vanity unit and generous storage facilities, as well as audio/visual entertainment. A General Description of Sailing Yacht AMADEUS

AMADEUS was previously registered as project/yacht name Amadeus 1er. This 33 metre (109 ft) luxury yacht was built by Dynamique Yachts in 1991. Sailing Yacht AMADEUS is a well proportioned superyacht. The yacht is a modern sloop with a cutter rig. The naval architecture office whom authored the design work on this ship was Philippe Briand. Luxury yacht AMADEUS is a quality yacht that is able to accommodate as many as 12 guests on board and has a total of 5 crew members.

Sailing yacht AMADEUS was built by the famous Dynamique Yachts shipyard .The yacht features superb sailing characteristics which are complimented by her spacious interior and abundant deck space. Sailing sloop AMADEUS can accommodate 10 passengers in five cabins. With one large master stateroom and four additional cabins which are all air conditioned and have en suite bathrooms. She also has two separate salons and a full dining room. The aft deck is fully covered with seating. The fore deck has an unique pool on deck and swimming in the sea is made accessible by a large swim aft platform.

The Construction & Naval Architecture relating to Luxury Yacht AMADEUS

Philippe Briand was the naval architect firm involved in the formal nautical design work for AMADEUS. Also the company Philippe Briand skillfully collaborated on this undertaking. In 1991 she was actually launched to triumph in Marans and following sea trials and final completion was afterwards passed on to the yacht owner. Dynamique Yachts completed their new build sailing yacht in France. A reasonable proportion is brought about with a maximum beam (width) of 7.5 metres / 24.6 feet. With a 3.6m (11.8ft) draught (maximum depth) she is reasonably deep. The material composite was used in the building of the hull of the sailing yacht. Her superstructure above deck is built with the use of composite. Over the deck of AMADEUS she is 32.7 (107.3 ft) in length. In 2004 extra refitting and modernisation was also finished.

Engines & Speed For S/Y AMADEUS:

She is driven by twin screw propellers. The main engine of the ship gives 375 horse power (or 276 kilowatts). She is equiped with 2 engines. The combined thrust for the boat is therefore 750 HP / 552 KW.

Bestowing bedding for a maximum of 12 yacht guests sleeping aboard, the AMADEUS accommodates them in style. Normally the vessel requires approximately 5 professional crewmembers to run.

Her master cabin features a walk around king bed, desk/vanity, and en-suite bathroom. Additionally, there are two guest cabins each with a queen bed convertible to two twins, and two guest cabins each with a queen bed and twin bed. Each guest cabin has an en-suite.

Her main salon has a spacious, contoured conversational area, along with a large, flatscreen T.V. The aft deck features al fresco dining with Bimini top. Up on deck there are sun pads and a splash pool for you and your guests to enjoy.

Watersports offered include a 15 foot tender with 75hp engine, water skis for adults and children, tube, wakeboard, kayak, fishing gear, snorkeling gear, and rendezvous diving.

Sailing yacht AMADEUS is a stunning 110 ft yacht available for charter in Greece. With a clean, spacious teak deck and a unique outdoor saloon that can seat up to 12 guests across two tables, it’s the perfect place for outdoor dining and entertainment. The deck saloon can also be enclosed with a special canopy and roll-up windows, making it suitable for use in all weather conditions. At the front of the boat, there’s a splash pool and sunbathing area with a removable awning for shade.

Inside the boat, a staircase from the cockpit leads to a well-lit and roomy saloon area with plenty of seating, including a formal dining area, bar, LCD TV, entertainment center, iPod dock station, and Playstation. Sailing Yacht AMADEUS can accommodate 10-12 guests in five large cabins, including a full-width master stateroom and two double cabins, each with an extra single bed. The two twin cabins can also be converted to doubles upon request, making her the only sailboat on the Greek market with five double beds.

To add to the fun, sailing yacht AMADEUS also comes with a range of water toys, including adult and children’s water skis, tubes, inflatable canoes, wakeboard, fishing rod, and snorkeling gear. She was built by Dynamique Yachts in 1996 and underwent a refit in 2014/2018.

Charter the AMADEUS

AMADEUS is a 110-foot sailing yacht that can accommodate ten to twelve passengers in five staterooms as follows: a spacious Owner’s stateroom with a double bed, a vanity and an entertainment unit including TV, DVD and music system; two cabins with a double bed and an additional single bed; two cabins with two twin beds each. All staterooms have en suite bathrooms, a TV, DVD and CD player. There are two separate salons onboard as well as a full dining room. The aft deck is fully covered and has seating for all guests to dine in the open air. Forward of the cockpit is a lovely cushioned area for sunning and an unusual pool is found in the fore of the yacht. Swimming in the sea is made accessible by the large swim aft platform.

Built in 2008, Amadeus offers guest accommodation for up to 6 guests in 3 suites comprising a master suite, one VIP cabin and one twin cabin. There are 4 beds in total, including 1 queen, 1 double and 2 singles. She is also capable of carrying up to 2 crew onboard to ensure a relaxed luxury yacht charter experience.

‘Total Disgrace’: Anger, Frustration as Mass Heating Failures Across Russia Leave Thousands in the Cold

P ODOLSK, Moscow region – Residents throughout Russia affected by unprecedented winter heating outages in recent days have expressed their frustration and urged local authorities to restore heating in their homes.

In Podolsk, a town some 30 kilometers south of the capital Moscow, at least 149,000 residents — nearly half of its population — were left without heating when a heating main burst at a nearby private ammunition plant.

“It’s a total disgrace. There is no heating and no hot water. We have to sleep in sleeping bags,” Yuri, a local resident, told The Moscow Times.

“I have no words to describe how bad the situation is," said Yuri, who declined to provide his surname. "We have had no heating for almost six days."

Heating issues have affected residents in the Moscow region, where temperatures have plunged to as low as minus 20 degrees Celsius in the past week, as well as people in the Far East Primorye region , the cities of Moscow and St. Petersburg , Penza , the southern Voronezh and Volgograd regions and more.

In the Tver region, a group of residents filmed an appeal to President Vladimir Putin, saying that they “are freezing from the cold” in the village of Novozavidovsky.

“We're literally being killed by the cold,” a woman in the video said, adding that they have been sending requests to local authorities since September after their houses were connected to a boiler room whose power was reportedly insufficient.

“This is some kind of torture and extermination of the population 100 kilometers from Moscow,” she added.

Residents of the Moscow region town of Elektrostal lit a fire in the street to draw the authorities’ attention to the heating problem.

“It’s impossible to stay in our houses. We're freezing!” a group of women in the video said.

Suffering from subzero temperatures, residents are placing the blame on local authorities and utility services for failing to take necessary precautions and not taking action to resolve the situation.

“We are sending complaints everywhere but no one listens to us. We have portable heaters working in every room, but the temperature inside is still 10 degrees Celsius,” Yelena from Podolsk said.

“There is a clinic and a hospital, as well as kindergartens, where there is no heating. And we have no answers, no assistance, no explanation,” Yelena added.

Podolsk authorities opened temporary heating centers and declared a state of emergency.

Local authorities linked the heating problems to the fact that the town is heated by a boiler plant owned by the Klimovsk Specialized Ammunition Plant, a private ammunition factory and one of the largest weapon cartridge production enterprises in the country.

“The facility is under tight security conditions, which limits our ability to oversee winter preparations,” the Moscow region’s Vice Governor Yevgeny Khromushin said last week. “We were unaware of the problem for nearly a day.”

An unidentified Moscow region official and two senior executives at the plant were arrested on suspicion of providing unsafe services, Russia’s Investigative Committee, which probes major crimes, said in a statement Tuesday.

Investigators said that Podolsk’s deputy mayor was accused of misusing authority by issuing a readiness certificate for the boiler house at the plant.

In the neighboring Tver region, the authorities opened a criminal case over the laundering of over 84 million rubles ($938,993) in heating bills paid by residents, the Astra Telegram channel reported this week, citing unidentified sources. According to investigators, the heads of the local water intake and boiler house misappropriated the heating payments for personal use.

Reacting to the heating failures, Putin on Tuesday asked Emergency Situations Minister Alexander Kurenkov to provide heat and electricity to the affected residents.

The outages appear to be the latest effect of several decades of crumbling infrastructure in Russia which have been linked to endemic corruption and mismanagement.

The overall decay of Russia's municipal infrastructure surpassed 70% in 2022, the pro-Kremlin newspaper Izvestia reported .

According to Sergei Pakhomov, head of the State Duma’s Construction, Housing and Utilities Committee, water pipes that were 90 years old or even older were still in use as recently as two years ago in some cases.

Housing, utilities and communal services are a common source of problems for Russians during the winter.

In St. Petersburg, residents regularly complain about extensive ice coverage on city streets and sidewalks, with many people ending up in the hospital over the years due to slipping and falling accidents.

In the Siberian republic of Khakassia, two villages were left without electricity last month due to apparent issues with outdated communication systems.

In the winter of 2020, five people in the Perm region were killed after a pipe burst.

When asked about the latest heating outages, Kremlin spokesman Dmitry Peskov acknowledged the problems and linked them to poor municipal infrastructure, saying that people “had to endure a lot of inconvenience in the cold and without electricity.”

"Despite all the titanic efforts to update all housing and communal services systems, there's still a certain part that remains considerably deteriorated. These programs will continue, but it is impossible to update all pipes and all housing and communal services systems in 10-15 years,” Peskov said.

As for now, residents affected by heating issues appear to lack optimism that the problems will be solved efficiently.

"It's been a week since we've had heating, and the temperature in my apartment is around 11 degrees Celsius,” Podolsk resident Lidiya told The Moscow Times.

“Unfortunately, no one knows when it will be repaired,” she added.
