Introduction

  • There are many words commonly used in Australia which are not included in software such as Microsoft Office/Word. When adding a list of words I've found and then researched, I've often found Microsoft doesn't include 10-15% of the words. Microsoft's spellchecker is one of the best available to Australians, but this research shows there is still room for improvement. Word Check includes many words which aren't found in Microsoft's software, but are well documented in authoritative references such as an Australian dictionary.
  • I've also found quite a few errors in the leading authoritative references. It is rare that we get to crosscheck the authoritative references we all take for granted.
  • The authoritative references don't always agree on the preferred spelling of a word in Australia.
  • There are words in the Australian English dictionary used by Microsoft Office using the American spelling.

These observations are not meant to reduce the value of the existing spelling tools and references we use, as they are very good and generally most people aren't aware and don't know what they don't know. I've used Microsoft Word and Office for decades and it was only in 2006 that I realised the issues existing in the Australian English spellcheck dictionary. To me this is an opportunity for us to have better spellchecking tools. The Kelvin dictionary is an Australian dictionary of words. It is now my preferred way to spell based on thousands of hours of research and resulted in me adjusting how I spelt many words. How you wish to spell is your personal choice. If you want to take advantage of my work, Word Check and the spellcheck dictionary files I produce are available for you to use. With your support I hope to continue my work and providing improved spelling tools for Australians.

The Kelvin dictionary

Australia's first prescriptive spellcheck dictionary

Until the mid 1900s dictionaries guided people on how to spell. They were known as prescriptive dictionaries. Then things changed. The dictionary makers started to document how people spelt which was a far easier option for them.

Modern dictionaries document the words we use and are known as descriptive dictionaries. The dictionaries no longer guide us on how to spell. If you check a word in a modern dictionary you will often see the word spelt in more than one way. The first listed spelling is the spelling which occurs more often in current usage.

In Australia there are thousands of words with this dual spelling, and many with three, or even four spelling variations. The dual spelling of words leads to confusion and inconsistent spelling in documents.

I have found it is not considered wrong in Australia to spell using the preferred spelling of a word, but it is often considered wrong to spell using a secondary spelling. For example it is never considered wrong to use "colour", but "color" is considered wrong by many, if not most Australians.

For decades I was confused with the dual spelling of words. My work with the dictionary files gave me an understanding of how the Australian English language has evolved and I found I had the skills needed to create the first Australian English prescriptive spellcheck dictionary which no one else had created.

The prescriptive spellcheck dictionary (known as the Kelvin dictionary) is what I have always wanted. No more confusion as to when to spell using "ise" or "ize", or any of the thousands of words with multiple spellings.

As I identify and research each additional word, the Kelvin dictionary will become an increasingly valuable resource for all Australians.

The Kelvin version is great for:

  • Every Australian (and I have noticed some other countries such as New Zealand) wishing to spell using the most commonly used spelling variation.
  • Those whose native language is not Australian English, where two ways to spell a word adds complexity.
  • The next generation of spellers who are confused with the dual spelling of a word. (I have on occasion asked my daughters to ask their teachers to spell some words. Different teachers in the same school spell differently, which can only cause confusion for the next generation.)
  • Those who want consistent spelling in a document. (When you cut and paste text to create a document, your readers will pick up words being spelt in two ways, which in general reduces the perceived quality of your document.) Using two different ways to spell a word in the one document is always considered incorrect.
  • Those who are in tertiary education. Some academics incorrectly believe there is only one way to spell a word and enforce their incorrect beliefs on their students.
  • Those who are applying for jobs. The real word is very different from the world of academia. Some people have said to me "schools don't care about spelling". In the real world spelling can affect your chances of getting a job, or your perceived ability. Don't take the chance your resume ends up on the desk of a word snob, affecting your future opportunities.

The Kelvin dictionary provides my preferred way to spell. It should however be kept in mind how you spell is your choice.

The Yacht – The Meaning and the Origin of the Word

In my language there are a few words for a floating object, or a vessel. According to the size and the purpose of the vessel, those words could be translated as “dinghy”, “yacht”, “boat” or “ship”. Some types of vessels have international names, for example “catamaran” or “hovercraft”.

What Does Yacht Mean?

However, when you say “ yacht” in my language, everyone know exactly what it is about. The word “yacht”, unlike other terms, has certain connotations. It always links with something classy, fancy, wealthy, elegant, and even glamorous.

For example, if you say that you have spent a week aboard a sailing boat , the recations of people will be more or less neutral. On the other hand, if you say that your week aboard a yacht was excellent, many people will become jealous. They will imagine you in a scene from a James Bond movie : aboard a massive white yacht in Monte Carlo , having a cold martini (shaken, not stirred)…

I wanted to share with you this language introduction because I found an interesting story about the word “yacht” and its origin. The word “yacht” became an English and an international term after an event that happened a long time ago.

How Do You Spell ‘Yacht’?

This word comes from the Dutch word “jacht”, which means “hunt”. Furthermore, “ j achtschepen” was the name for narrow, light and very fast sailing boats that the Dutchmen were using for intercepting larger and slower boats and ships.

One of the ‘hunters’ was given as a present to the British king Charles II . In His Majesty’s free time this vessel was not used for intercepting. Instead, was using it for fun. That is why the word “yacht” eventually became the term for vessels/boats made for pleasure.

I would highly appreciate comments from the native speakers of the  English and Dutch languages. Especially since I am not one of them. No matter whether this story is true or not, it still sounds interesting to me.

I looked up the origin of the word yacht, and it said it is a mid 16th century, Early Modern Dutch word from ‘jaght,’ from ‘jaghtschip’ meaning “fast pirate ship,” from ‘jaght’ which means “hunting” + ‘schip’ meaning “ship”.

I like the story of King Charles. It makes sense that that is why a yacht has the definite aura of wealth and pleasure!

Almost but not 100%. Actually the verb ‘jagen’ to hunt goes back to middle high German,i.e. Deutsch not Dutch, and before that it was ‘jagon’ in lower high German. But it seems that it all started with Greek and travelled North.

I guess that mid 16th century, the Dutch word jaght or jaghtschip was the word that got picked up. Not the earlier middle high German word where it came from.

Today it is jacht in Dutch, meaning hunting and it also the word for a luxury sailing boat.

In German Jagd is the word for hunt. Germans use the Dutch or English Jacht or Yacht for the boat.

Did the Germans design the original schooners? I think not! Since some Netherlanders speak a form of the Deutschland language, this word is shared (jacht/Dutch—jagd/German: meaning to hunt). It was the Dutch (Netherlanders) who designed the “flyut” or flute sailing ships, l-o-n-g before any British ever thought of such a ship—and—any German. The schooner grew out of the basic designs of the Dutch flute sailing ship (known for it’s speed). The Dutch economy relied heavily on trade and shipping, and were, thus, cutting edge innovators in ship building. Their engineering skills, was and is, plainly seen in their dike system, as well.

My father built a beautiful wooden replica of the”yacht” referred by the author (“Yacht Mary”) which was a present from the city of Amsterdam to King Charles II of England in 1660. They wrecked the ship a few years later (already too much partying on yachts, perhaps?)

I noticed the plaque that came with the model ship spelled the name as “Yatch” Mary. First, I thought, maybe, it was old English or Dutch spelling but it looks like it was just an error.

In my head yogurt used to be spelled yoghurt and yacht used to be spelled yaught. Am I completely mis-remembering?

Dear Margaret, you are quite right for the spelling of the word yogurt that used to be, and sometimes still is, spelled with its old spelling yoghurt. However, there are no traces of the word yacht to have ever been spelled as yaught, but it would be best to take an etymology expert’s word for it.

Yachting qualifications essentials

Marine Order 74 (Master and deck officers – yachts) 2015 came into force on 1 January 2016. This marine order allows us to issue certificates of competency for service on yachts.

Under  Marine Order 74 (Master and deck officers – yachts) 2015   we can  issue four new certificates of competency:

  • Watchkeeper deck less than 3000 GT (yachts)
  • Chief mate less than 3000 GT (yachts)
  • Master less than 500 GT (yachts)
  • Master less than 3000 GT (yachts)

The marine order defines yacht as a vessel that:

  • is less than 3000 GT
  • is for commercial use for sport or pleasure
  • does not carry cargo
  • does not carry more than 12 passengers.

A yacht does not need to be designed to carry sail and may be a training vessel, sail training vessel or a short range yacht. The full definition provides additional information on training vessels, sail training vessels, sailing vessels and short range yacht. Marine Order 74 should be consulted if further clarification is needed.

Certificates of Recognition

Marine Order 70 – Seafarer Certification (2014) allows us to issue certificates of recognition to holders of an equivalent certificate of competency issued by a national marine administration that we have a formal agreement with. A Certificate of recognition for an equivalent yacht will only be valid for service on Australian registered vessels that meet the definition of yacht contained in Marine Order 74.

For issue of a certificate of recognition the applicant must demonstrate that they meet the same sea service requirements for issue of an equivalent AMSA certificate of competency.

Sea service

Sea service must be valid and appropriate, and meet the requirements of schedule 3 in Marine Order 74.

We do not accept evidence of sea service based on discharge certificates or letters originating from vessels without supporting letters from employers or owners confirming the sea service.

We consider sea service (work experience) very important and part of the training program for issue of a seafarer qualification or license. Service on vessels that spend considerable time in port will not be accepted.

We spend considerable time confirming and validating sea service and must be satisfied the service claimed, meets the requirements in schedule 3 of Marine Order 74.

Our training requirements

We believe your career progression is very important. If you have already undertaken training, this should be recognised. All units of competency for the approved course of study for a yacht certificate of competency come from the AMSA approved diploma course (see Appendix 1—Pathway diagrams ).

If you want to gain a certificate of competency for yachts issued in compliance with Marine Order 74, you have the opportunity to complete the diploma course in two or more blocks of study.

Holders of a certificate of competency—yachts issued by a national administration we recognise, who wish to obtain an AMSA certificate of competency, will need to complete the full diploma course. Any prior learning granted by an AMSA approved training provider will be recognised.

Service on sailing vessels

We issue two sailing vessel endorsements one valid for sailing vessels—fore and aft and the other for sailing vessels—square rigged (see schedule 2 of Marine Order 70).

Holders of any AMSA certificate of competency or certificate of recognition for Master cannot sail as a:

  • Master on a sailing vessel unless they hold a current sailing vessel endorsement .
  • Officer in charge of a navigation watch on a sailing vessel unless they have completed training required by the vessel’s safety management policies and procedures and have been considered competent by the Master.

Final assessment

For issue of an AMSA certificate of competency (yacht) or AMSA certificate of recognition applicants will need to undertake an oral examination .

Comparison between Marine Order 71 and Marine Order 74

Holders of an AMSA certificate of competency that were issued under Marine Order 71 meet the following requirements for issue of a Marine Order 74 certificate as listed in the table:

Certificate of competency as master less than 500 GT (yachts)

Prerequisite—Hold certificate of competency as deck watchkeeper less than 3000 GT (yachts) plus meet all the additional training requirements for issue of a Certificate of competency as chief mate less than 3000 GT (yachts).

Yacht Mark Twain being refurbished in bid to compete in Sydney to Hobart race once more

For the better part of five decades, one yacht returned to the starting line of the Sydney to Hobart race more than any other.

The timber and fibreglass hulled Mark Twain was built in 1971 and has competed in the race a record-breaking 26 times.

But since its last effort in 2018, it has languished at port.

The yacht's new owner, Rob Payne, who refers to himself as the boat's custodian, has grand plans to refurbish the vessel, a Sparkman and Stephens 39, and return the Mark Twain to its former glory.

Although he hopes to return the boat to the starting line of the Sydney to Hobart, he also believes the yacht can be used for a greater good.

Along with Beaconsfield mine disaster survivor Brant Webb , Mr Payne has plans to establish a group called Old Saltys, which will aim to use sailing as a vessel to empower youth through sharing knowledge.

"Sailing is a metaphor for life. You've got to trim your sails and set your course and you're gonna get buffeted around," he said.

The Old Salty's motto will be 'well-weathered wisdom', and the men believe they have a lot of life experience they can share with young people anywhere Mark Twain can sail.

Mine collapse survivor finds solace on the sea

Brant Webb, who was one of two miners rescued after spending 14 days trapped almost a kilometre underground when a Tasmanian mine collapsed in 2006, says sailing helped him after the ordeal.

"After Beaconsfield, if I was having a bad day I'd call up the GP and he'd say 'get the boat ready, we're going sailing'.

"I've been sailing since I was eight years old. All my life. That's the great thing about it, you can turn your phone off out there and no-one can find you."

Mr Webb said the Old Saltys group was intended for "sailors who are too old to race and too young to cruise".

"It gives us old folk a new lease on life. The whole thing is to connect people, to put the unity in community, which we lost during COVID."

Mr Payne, a recent transplant from New Zealand, said he was heartbroken by the condition of the Mark Twain when he first found it in 2020.

"When I saw it, it broke my heart," he said, adding that he had the opportunity to "do something about" refurbishing the "old girl".

"We're only ever the custodians of these extraordinary vessels."

Once a fine racing yacht, the Mark Twain had fallen into disrepair in port at George Town in recent years.

From its first entry in the Sydney to Hobart in 1971, the boat long held the steadily increasing record for the greatest number of entries in the iconic race, even managing to clinch podium finishes for its class on several occasions.

Throughout the latter half of the 20th century, it competed in more than 20 Sydney to Hobart races, and in 2002 became the first-ever boat to have sailed in 25.

"Thousands of men and women have sailed on this beautiful vessel," Mr Payne said.

It was bought and refurbished for its 26th entry by veteran Sydney to Hobart skipper Michael Spies in 2018, but that was the last time it took part.

Mr Payne spent several months last year refurbishing the boat's hull himself and on Wednesday, March 27, the mast and boom were removed to be restored by a Beauty Point shipwright.

Along with Mr Webb, he hopes to take the Mark Twain around Tasmania, Australia and New Zealand and share their knowledge of the seas.

"My encouragement to youth is to get into sailing and you know, become part of the community within those sailing clubs," Mr Payne said.

"You don't necessarily have to own a huge boat … you can be in a little sabot [dinghy] and have that experience on the water. It's life changing and transformational."

He is keen to share the refurbishment project with anyone who wants to be involved and hopes the Mark Twain will sail again in the next two to three years.

Here's what you should know about the Key Bridge collapse

Officials recovered the bodies of two construction workers who were on Baltimore's Francis Scott Key Bridge when it collapsed early Tuesday morning after a 984-foot-long cargo ship collided into a pillar.

Maryland Gov. Wes Moore called the collapse Wednesday " a global crisis ."

"The national economy and the world's economy depends on the Port of Baltimore. The port handles more cars and more farm equipment than any other port in the country," Moore said.

Here's what you should know:

  • The victims: The six people who are presumed dead were from Mexico Guatemala, El Salvador and Honduras, according to Col. Roland L. Butler Jr, the superintendent of Maryland State Police. Two bodies were recovered and have been identified as Alejandro Hernandez Fuentes from Mexico and Dorlian Ronial Castillo Cabrera from Guatemala. The two workers were filling potholes on the bridge and were later found trapped in a red pickup truck in about 25 feet of water, Butler said. The FBI is handling notifying the victims' families, Butler said.
  • Recovery efforts: Authorities are pausing search efforts for the four other workers who are presumed dead, because additional vehicles are encased in concrete and other debris, making it unsafe for divers, Butler said. Once salvage operations clear the debris, divers will search for more remains, he said.
  • The investigation: The National Transportation Safety Board is leading the investigation into the fatal incident, according to the agency's chair Jennifer Homendy. During a Wednesday news conference, Homendy said there were 21 crew members and two pilots on board the Dali cargo ship when it crashed into the bridge. She also said a senior NTSB hazmat investigator identified 56 containers of hazardous material, and that some containers are in the water. The agency received six hours of voyage data from the ship and the investigation could take 12 to 24 months to complete, Homendy said. She emphasized that NTSB will not analyze information collected or provide conclusions while on scene of the collapse.
  • Looking forward: Department of Transportation Secretary Pete Buttigieg said rebuilding the bridge will not be "quick or easy" but that it will get done. He said there are four main focus points ahead: reopening the port, dealing with supply chain issues until its reopening, rebuilding the bridge and dealing with traffic issues until the bridge is rebuilt. Biden  pledged the full support  of the federal government in the response and recovery efforts. His administration has already conveyed a sense of urgency to open up federal funding to remove debris and ultimately rebuild the bridge. Maryland has submitted a request to the Biden administration for emergency relief funds "to assist in our work going forward," Moore said Wednesday.

It's almost impossible to place people on the bow of ship due to the unstable structure, fire official says

Baltimore City Fire Chief James Wallace said Wednesday that the cargo ship's bridge structure and containers at the bow remain unstable.

"It's going to be very difficult, if not impossible, and very dangerous, to place people on the bow of that boat right now," Wallace told CNN's Kaitlan Collins.

"Naturally, we're still very cognizant of the fact that there are hazardous materials on board the vessel itself," Wallace said, alluding to the National Transportation Safety Board saying earlier that 56 containers were carrying hazardous materials.

Wallace said his team is relying heavily on aerial recognizance, including drones. "That's the only way we're able to see in," he said.  

He added that the aerial surveillance has "been able to really assure us right now we have no [chemical] reactions on board." 

"It's just utter devastation," NTSB chief says of the bridge collapse site

Jennifer Homendy, chair of the National Transportation Safety Board, called the site of the Key Bridge collapse "devastating."

"It's pretty devastating, certainly, seeing not just what's going on with the cargo containers, but just looking at what was a bridge span — three bridge spans that is pretty much gone. It's just utter devastation," she said at Wednesday evening's news briefing.

She added that she is thinking of families who lost loved ones and those who are waiting to reunite with their lived ones.

NTSB interviewed the Dali's captain and some other crew members today, agency chief says

The National Transportation Safety Board has interviewed the ship's captain, his mate, the chief engineer and one other engineer today, according to Chair Jennifer Homendy.

The two pilots on board the Dali at the time of collision will be interviewed tomorrow, she added.

Cargo ship's voyage data recorder is basic when compared to an airplane's, NTSB chair says

The voyage data recorder on the cargo ship Dali was a "newer model" but is considered basic when compared to that on an airplane, according to National Transportation Safety Board Chair Jennifer Homendy.

"But it is very basic compared to say, a flight data recorder, where we would have 1,000 parameters," she said at a news conference on Wednesday.

The NTSB chief investigator Marcel Muise added:

"It's not a ship-wide system recorder, so most of the sensors that are being recorded are from the bridge. So things like GPS, the audio, rudder feedback, rudder commands are recorded on there. But not engineering, the temperature of each cylinder, power distribution sensors."

There were no tug boats with Dali at the time of the collision. That's normal, NTSB chief says

There were no tugs with Dali when the cargo vessel collided with Baltimore's Key Bridge, which is normal protocol, according to National Transportation Safety Board Chair Jennifer Homendy.

Remember: At 01:26:39 on Tuesday, Dali's pilot made a general very high frequency (VHF) radio call for tugs in the vicinity to assist, the NTSB investigator Marcel Muise had said.

"The tugs help the vessel leave the dock, leave the port and get into the main ship channel. And then they leave. Once it's on its way, it's a straight shot through the channel. So there are no tugs with the vessel at the time. So they were calling for tugs," she said.

National Transportation Safety Board Chair Jennifer Homendy said she did see some of the 56 containers that were carrying hazardous materials in the water.

When asked how many

When asked how many containers of hazardous materials were in the water, Homendy said:

"I did see some containers in the water, and some breached significantly on the vessel itself," she said. "I don't have an exact number, but it's something that we can provide in an update."

Homendy said that a preliminary report should be out in two to four weeks.

Bridge did not have any redundancy, unlike the preferred method for building bridges today, NTSB chair says

Baltimore's Key Bridge did not have any redundancy, which is included in the preferred method of building bridges in the present day, according to National Transportation Safety Board Chair Jennifer Homendy.

"The bridge is a fracture critical," she explained. "What that means is if a member fails that would likely cause a portion of, or the entire bridge, to collapse, there's no redundancy. The preferred method for building bridges today is that there is redundancy built in, whether that's transmitting loads to another member or some sort of structural redundancy. This bridge did not have redundancy," Homendy said.

There are 17,468 fracture critical bridges in the United States out of 615,000 bridges total, she said, citing the Federal Highway Administration.

The large container ship that collided with the Key Bridge in Baltimore, leading to its near-total collapse, appeared to strike a critical component, known as a pylon or pier, according to several engineers who have reviewed footage of the incident.

Without the pier, they said, it was impossible for other components of the bridge to assume the load and keep the bridge standing.

The piers on a bridge act as a kind of leg and are what is known as “nonredundant” parts of a bridge’s structure. If a pier is somehow taken out, there is nothing to compensate for the missing structural support, and a collapse of the bridge is all but inevitable, most of the analysts said.

How Fenders Might Have Protected Against Bridge Collapse

The Francis Scott Key Bridge did not have an obvious fender system, or protective barriers, to redirect or prevent a ship from crashing into the bridge piers.

Yet the collapse in Baltimore on Tuesday might have been avoided, some of the engineers said, if the piers had been better able to block, deflect or withstand such a collision. And some of the engineers questioned whether the bridge’s piers had adequate blocking devices that are known with a self-explanatory name: fenders.

In bridge engineering, fenders can be anything from simple pyramids of rocks piled around the pylons to major concrete rings padded with slats of wood, designed to shield the bridge’s supports from damage by water or collisions.

It was not clear whether any such protection built around the bridge’s piers was sufficient to guard against even a glancing hit from a 95,000-gross-ton container vessel.

And the U.S. secretary of transportation, Pete Buttigieg, expressed doubt on Tuesday that any bridge could have withstood such a serious collision.

“This is a unique circumstance. I do not know of a bridge that has been constructed to withstand a direct impact from a vessel of this size,” he told reporters.

Yet a different perspective emerged in initial comments by the investigators who will be sorting out what happened in the collapse.

Jennifer Homendy, the chair of the National Transportation Safety Board, said protective structures would be a part of the investigation into the collapse. “There’s some questions about the structure of the bridge — protective structure around the bridge or around the piers to make sure there isn’t a collapse,” she said, responding to a reporter’s question.

“We are aware of what a structure should have. Part of our investigation will be how was this bridge constructed? It will look at the structure itself. Should there be any sort of safety improvements? All of that will be part of our investigation.”

The Maryland Transportation Authority did not immediately respond to a request for comment on the design of the piers in Baltimore, and did not say whether any fenders were installed to protect them.

Between 1960 and 2015, there were 35 major bridge collapses worldwide because of ship or barge collisions, resulting in the deaths of 342 people, according to a 2018 report from the World Association for Waterborne Transport Infrastructure, a scientific and technical organization.

The deadliest crash took place in 1983, when a passenger ship collided with a railroad bridge on the Volga River in Russia, killing 176 people, according to the report.

It was only after “a marked increase in the frequency and severity of vessel collisions with bridges” that attempts to study and address the risks were initiated in the 1980s, said the report’s authors, Michael Knott and Mikele Winters.

A widely circulated video of the Key Bridge failure drew attention to the disastrous collapse of the upper bridge structure. But engineers who reviewed the footage said that did not appear to be the culprit in the disaster. Instead, they said, the superstructure failure was most likely a secondary effect of the pier crumbling beneath it after the collision.

Engineers who reviewed images of the bridge both before and after the collapse said no significant fender structures were visible. Only fairly small structures were visible in photos taken at the foot of the pier, and they did not appear to be substantial enough to be able to stop a large ship, some of them said. They said the structures may have served another purpose entirely — like preventing water from scouring and undermining the pier’s foundation.

Benjamin W. Schafer, a professor of engineering at Johns Hopkins University, said, after looking at images of the bridge taken before the disaster, “If you zoom further out, you can see these large cylinders that sort of define the shipping channel. They are to direct the ships and they are part of the bridge structure. Some would say those are protective structures. But I haven’t seen any evidence of fenders myself.”

In some bridges, engineers may elect, instead of fendering, “the alternative of making the pier exceptionally strong,” said Shankar Nair, a structural engineer with over half a century of experience who is a member of the National Academy of Engineering. But the visual evidence so far, he and others said, suggested that the pier was simply not strong enough to survive the collision.

The structure’s apparent vulnerability left some engineers dumbfounded.

“This is a huge shock,” Dr. Nair said. “A bridge of that size and importance should not collapse when hit by an errant vessel.”

The importance of sturdy fenders on bridge piers was backed up by a similar accident that occurred in 2013 when a 752-foot-long tanker collided with a support of the San Francisco-Oakland Bay Bridge. According to a National Transportation Safety Board report on the incident, the support stood — although $1.4 million in damage was done to the fendering system, which cushioned the impact.

In other cases when collisions lead to full or partial collapses, shortcomings in the fendering system are usually involved, said Matthys Levy, a longtime structural engineer and co-author of “Why Buildings Fall Down.”

“It’s usually an issue of fendering,” Mr. Levy said. “The fendering is not strong enough.”

According to a description of the Key Bridge by an American Society of Civil Engineers manual, the 8,636-foot-long structure in Baltimore was opened to traffic in 1977. The steel span above it, a design known as a truss, can be vulnerable to failure itself — damage to individual elements of the truss can theoretically cascade into a wider collapse. But that did not appear to be the case in Baltimore, engineers who reviewed the footage said: The truss, they said, was simply unable to remain intact when the pier was taken out beneath it.

Tuesday’s collapse raises the question “of how vulnerable are the piers and what is done or should have been done to protect them in the event of something like this,” said Donald O. Dusenberry, a consulting engineer who has investigated many bridge failures.

Mr. Dusenberry, in pointing to the issue of fender protection, said that it was impossible to make a full determination of what was installed without reviewing structural drawings of the bridge.

But images taken before the disaster, he said, suggested that small barriers that could be seen rising around the bridge’s piers, roughly at water level, would be unlikely to be able to stop a large ship. Effective fenders, he said, had to be far enough from the pier to keep the bow of a large ship from striking the pier, and large enough to absorb the energy of a collision. Assuming nothing had changed since the prior pictures were taken, he said, the visible structures did not seem up to that task.

“Maybe it would stop a ferry or something like that,” he said. “Not a massive, oceangoing cargo ship.”

One of the catastrophes prompting scrutiny of the issue of bridge collisions was the collapse of the Sunshine Skyway Bridge in Tampa, Fla., in 1980.

The structure collapsed when a cargo ship hit a pier, bringing down part of the main span and killing 35 people. Seven years later, a shrimp boat hit a bumper erected on the bridge built to replace it.

While catastrophic collisions garner the most attention, vessel collision accidents with bridges are not uncommon and regularly cause damage that, according to the 2018 report, “varies from minor to significant but does not necessarily result in collapse of the structure or loss of life.”

Mr. Schafer, the professor of engineering at Johns Hopkins, said fenders were undeniably important to preventing catastrophic collisions but that the size of the vessel that hits a bridge plays a critical role.

“When people think about fenders, they’re thinking about something that is similar in scale, in size, to the supporting concrete structure itself,” Mr. Schafer said. “So, you know, if that is 30-feet across, you might think of a fender which is like 30 feet as well. Right?”

The problem, he said, comes with trying to design protection against something so large as a container ship. “Could we design something that’s big enough to divert a runaway cargo ship? Yes. Would it be of a scale that’s practical? Probably not.”

Rather than build bigger fenders, Mr. Schafer said, the key is to divert ships before they get dangerously close to the piers and fenders. “That would be the physical answer,” he said. “The better answer is to have the people and the processes in place, so it never happens .”
