The Boat Shop Asia operates out of Republic of Singapore Yacht Club and conducts the Powered Pleasure Craft Driving License Course at the premises. This is a popular location for the course as the practical handling assessment is conducted at the same area as our practical lesson. 

The course consist of 2 days theory lessons and ½ day of practical lesson. Learners are required to complete both theory and practical lesson to obtain the Certificate of Attendance.

What is a PPCDL License?

The Powered Pleasure Craft Driving Licence (PPCDL) is required for driving of engine powered/jet-propelled pleasure craft (with SZ or SZH licence prefixes) below 24 metres within Singapore port limits.

How do I get a license?

You must first undergo training in an approved PPCDL centre . Upon completion, you will receive a PPCDL Attendance Course Certificate. The cost of this varies depending on your centre, usually around $300

You must then study for the PPCDL theory test and sign up for the test at Singapore Polytechnic. You also need to finish an eyesight/handicap test before this. This test costs $21.40

After passing the Theory test, you can sign up for the Practical test. Upon completion, you will then be prompted to create a license. This test costs $53.50 The license costs $20 SP Practical Signup

How do I pass the Theory test?

Your instructer from your PPCDL center should have sufficiently briefed you on most basics. However you should read your course handbooks extensively, and if possible, complete your provided worksheets. This is a course that you have to take before you can apply for your exam to obtain your licence to drive any sort of pleasure craft that has a motor onboard. A PPCDL is required to pilot any powered craft in Singapore waters. Learn all about navigating Singapores labyrinth of flukes and channels in complete safety.   • Applicants must be age 16 and above.
  • International License and Foreign issued License are NOT recognised under Singapore Maritime Port Authority (MPA) regulations.
  • Exams are conducted at Singapore Maritime Academy.  All applicants will be required to take a simple medical test before the exam.

  • What are the Jetski features to consider before buying? Engine power Jet ski engines tend to have between 60-310 horsepower depending on make and model. Naturally aspirated engines that come in stock jet skis typically produce 60-180 horsepower, while supercharged models can provide 250-310 horsepower. Naturally aspirated engines use atmospheric pressure in the intake to push the cumbustion process of the motor. They deliver steady power, whereas turbo charged engines use force induction and can lag–even though they give more power. If you’re just starting out or renting you might want to consider a jet ski that offers lower horsepower in order to minimize the learning curve. Handling Depending on your ability and skill, you will want a different level of handling from your jet ski. If you want to ride a smooth and nimble jet ski, having an ergonomic steering system on your ski will help you react faster and make more precise turns. Capacity An important factor in deciding what jet ski is right for you has to do with the number of passengers. Most jet skis are made so that two adults can ride with comfort, however there is the option in many models of having up to three passenger capacity including the driver. These larger jet skis are often also great for pulling a water-skier or wakeboarder, equipped as some of them are with a ski pylon mount. Storage Storage is another important feature that jet skis can provide. Most jet skis have a dry storage space under the seat or under the handlebar. Additional storage space is available on the back of the jet ski. The amount of storage you need depends on the type of activities you will be doing, but generally speaking, most jet skis offer a suitable amount of storage for valuables and a small waterproof backpack. Trim A jet ski’s trim helps keep the nose of the ski down, up, or even–depending on how it’s adjusted. When the trim is up, it keeps the nose down and helps increase your stability if you are riding in choppy water. For reaching speeds on calm water, you want your trim even so you can glide across the water with the least amount of resistance. Kill cord The kill cord shuts off the engine, so that the jet ski doesn’t continue going when the rider falls off. A kill cord is a red lanyard with a clip at one end that attaches to a button on the console and a clip attached to the rider at the other end. Jet ski riders usually attach the kill cord to their wrist, their life vest or knee.
  • What are the entry requirements to take up a PPCDL? It is suitable for all members of the public who meet the entry requirements as follows: Be at least 16 years of age. Have successfully completed an approved PPCDL course at any of the PPCDL Centres approved by MPA. Produce a valid certificate by a medical practitioner certifying that you have passed an eyesight test and are not physically handicapped. Successfully passed the PPCDL Examinations conducted by the Singapore Maritime Academy, Singapore Polytechnic.
  • Who do I contact for Emergency Assistance? The Port Operations Control Centre (POCC), which is part of the MPA, is the operational headquarters for a maritime search and rescue region (SRR) that covers both the island of Singapore and over 1 million square kilometres of the South China Sea (see Singapore SRR map in Annex III). Operating 24 hours, the POCC operates a shore-based Global Maritime Distress and Safety System (GMDSS) facility to monitor distress alerts and calls from ships, and co-ordinate SAR operations. MSI Broadcast Routine broadcast of navigational warnings, weather bulletin and other information related to safety of navigation is conducted via: VHF Channel 9 Timing of broadcast: Once every two hours commencing from 0100h (UTC) NAVTEX POCC transmitter identification character is “C”. • Timing of broadcast: 0020–0030h; 0420–0430h; 0820–0830h; 1220–1230h; 1620–1630h and 2020–2030h (UTC). • The weather bulletin is broadcast twice daily at 0020h and 1220h (UTC). SafetyNET Broadcast is conducted on an ad hoc basis. For ships that operate beyond the range of the Singapore SRR, relevant contacts for use in emergency should be obtained before proceeding. VHF REPORTING The VHF radiotelephone reporting procedures for SRS registered pleasure craft manoeuvring in port shall apply to: vessels of 300 gross tons and above vessels of 30 metres or more in length vessels of 30 metres or more in height All reports made to the designated control stations must be in English. Timings shall be given in local time following the 24-hour standard format. Vessels need to use the appropriate VHF channels when reporting to the relevant shore stations. The communication channels listed here are for MPA and other agencies.
  • What is the minimum age requirement to ride a Jetski? There is no age limit on a jet ski worldwide except for Singapore as a PPCDL is required to ride the jet ski, the minimum age will be 16 years old. The jet ski manufacturers have recommendations for the minimum height of the passengers for safety reasons. For safety reasons, a jet ski operator’s minimum age is normally considered to be 16 years old.

  • What to do when there is a fire onboard? In the event of a fire occurring onboard, ensure that everyone is wearing a life jacket and use extinguishers to control the fire. If the fire is small, use an appropriate type of fire extinguisher and aim it at the base of the flames. Sweep the discharge nozzle from side to side until the fire is put out. Keep monitoring the situation and ensure that there is no chance of re-ignition. If your pleasure craft is moving when the fire starts, position the craft downwind so that the wind will blow the fire over the side. This will prevent the fire from spreading to other parts of the craft. TIPS: Good fire prevention practices require a clean interior that is free from waste, particularly oily waste. They also require well-serviced extinguishers to be placed at appropriate positions and a crew that knows how to use the fire extinguishers and that understands the principles of firefighting.
  • What is a Pleasure Craft? A Pleasure Craft is basically any craft which is intended for use within the port exclusively for sport or pleasure purposes, but does not include any craft which is used to carry passengers on sightseeing tours within the port for which each such passenger is charged a separate and distinct fare. All pleasure craft to be used in Singapore port waters must be licensed. Pleasure craft licensed with MPA shall be prefixed with the following letters: SZ – in the case of a pleasure craft for private use; and SZH – in the case of a pleasure craft for commercial use
  • What is an Urgency Call? Urgency call is made when in need of help but not in immediate danger.   • How much does it cost to berth my boat? Wet berthing costs are generally in the $480 to $1,500 per month range, depending on location and the size of your boat.
  • Where to go boating in Singapore? The most visited amongst all of Southern Islands by boaters in Singapore is surely Pulau Seringit (Lazarus & St John) as well as Pulau Hantu, Sister Island. These are beautiful islands and offer quiet lagoons that boaters can come to shore and have a great picnic along the shorelines. Just a short distance beyond Pula Hantu is a group of islands like Pulau Sudong, Pawai, Salu & Senang which when the military does not have training like during the weekends, are accessible to boaters because of their locations and restrictions, fishing and diving are actually great here and dolphins are sighted commonly in this vicinity during certain period of the months.
  • What to do when there is a "man overboard" situation?" Person overboard is a distress situation. Should this occur, do not hesitate to call for help through your VHF radio or other forms of communication if you are unable to rescue the person in the water immediately. To decrease the risk of the propeller inflicting an injury, turn the stern away from the person by i mmediately putting the helm over to the side on which the person has fallen. Throw a lifebuoy over the side to assist the person. This lifebuoy will also serve as a marker. Approach the person slowly and from the downwind making sure you do not run or drift into him. When close enough, you may throw a line or the person may swim to you. TIPS: Agree on and practice your man overboard drill with all those on your boat, so that everyone is aware of what to do in an emergency situation.
  • What happens when my PPCDL/APPCDL expires? If you are holding an expired PPCDL/APPCDL, please note the procedure to renew the PPCDL/APPCDL as follows. You are required to retake the PPCDL/APPCDL course conducted by any of the recognised PPCDL/APPCDL centres or retake the PPCDL/APPCDL examinations. The licence will only be renewed with the Certificate of Attendance issued by the PPCDL/APPCDL centre or the PPCDL/APPCDL Examination Result. All licence holders are required to pass a medical examination, commencing from age 65, and once every three years thereafter, that is 65, 68, 71, 74, 77, 80 and so on.
  • What is a Jetski? Jetski is the brand name of a personal watercraft manufactured by Kawasaki, a Japanese company. The term is often used generically to refer to any type of personal watercraft used mainly for recreation, and it is also used as a verb to describe the use of any type of PWC. A runabout style PWC typically carries 1–3 people seated in a configuration like a typical bicycle or motorcycle.
  • How do I register my Pleasure Craft? Pleasure craft plying in international waters are required to be flagged with a Flag Registry. Registration will accord the craft a nationality. Craft owners may choose to register their craft with the Singapore Registry of Ships (SRS) or any other Flag Registry that offers the service. Craft registered with the SRS are to be used exclusively by the owner or his guests for sport or pleasure purposes only, and not for commercial use. Registrations with the SRS can be made at MPA Registry Department at 460 Alexandra Road, PSA Building Level 21, Singapore 119963. The SRS can be contacted at: [email protected] or TEL: 6375 1932.
  • Where can I store my Pleasure Craft? Owners of pleasure craft are required to store their craft at established boatels, yacht clubs, marinas or designated pleasure craft mooring sites. Confirmation letter of mooring from such boatel, yacht club or marina is to be submitted at the time of application. Owners whose craft are found moored illegally will be prosecuted.
  • Should I take a PPCDL or APPCDL? PPCDL is the course you have to take before you can apply for your exams to obtain your licence (issued by the Port Master) to drive any sort of pleasure craft that has a motor onboard (with SZ or SZH licence prefixes) within Singapore Port limits. PPCDL is a pre-requisite to taking the APPCDL. APPCDL is required to drive any pleasure craft on length more than 24metres.
  • Application of a new APPCDL In order to qualify for the issuance of a APPCDL by MPA, the applicant must: a) be at least 18 years of age; b) have successfully completed an approved course in the handling of an Advanced Powered pleasure craft, conducted at Singapore Maritime Academy (SMA)5 ; c) produce a valid certificate issued by a medical practitioner certifying that he/she has passed a sight test and is not physically handicapped; d) successfully completed the APPCDL Examinations conducted by the Singapore Maritime Academy For application of a new APPCDL, submit the following via MARINET at https://marinet.mpa.gov.sg. For SingPass holders, please choose ‘Individual’ and enter SingPass to logon and perform the application. If you do not have SingPass, please choose ‘Online Forms’ to perform the application. Alternatively, you can make the application at MPA's One-Stop Document Centre (OSDC): a) copy of result slip of the APPCDL Examination from the Singapore Maritime Academy (SMA); b) Identity Card (for Singapore citizens and permanent residents) and Passport/ FIN (for foreigners). c) 1 recent passport-sized photograph; Application for a new APPCDL must be made within 1 year of passing the examination, if not, the applicant will have to retake the examination. After you have submitted the online application, it will be processed within the next working day. Thereafter you will receive an email alert to make a payment of by NETS, debit or credit cards online. The receipt will serve as a temporary licence while the driving licence card is being manufactured and then posted to your residential address within a further 2 weeks. Foreign pleasure craft driving licences are not convertible to our local licences due to the need for MPA to ensure adequate knowledge of local waters which is done via the PPCDL and APPCDL exams.
  • Is a license required to ride a Jetski? Yes, a PPCDL is required to ride a jet ski in Singapore waters. One can obtain a PPCDL with one of the training centres in Singapore.
  • Does a boat require insurance coverage? The answer is YES. Your boat insurance premiums will depend on factors such as boat model and size, as well as what your boat is being insured for. Most insurers will offer hull coverage, which protects the hull as well as the items attached to or kept and used on the boat, such as marine electronics. Other features that might or might not be included are cleanup coverage in case of fuel spills, and removal of wrecks. You should also check the limits of the territory in which your boat is insured. Be prepared to pay at least $1,200 a year for the most basic insurance plans.
  • How much is the maintenance & repair of a boat per month? Your maintenance costs will obviously depend on how frequently and intensively you use your boat. If you use your boat every weekend, you should budget at least $500 to $1,500 per month. This cost includes the cost of fuel and any repairs or replacements that must be made. Other than mechanical checkups and maintenance, you should also take into account costs such as marina memberships fees, cleaning services and the price of getting your boating license if you do not already have one.

  • Can I give my Pleasure Craft any name that I like? Undesirable names that are likely to cause confusion in an emergency will not be accepted for registration. In addition, owners must be prepared to change a chosen name for their pleasure craft should the name already exist in the registry. No two craft under the Singapore registry shall bear the same name. Obligations The owner shall ensure that within one month from the date of registration, the pleasure craft is properly marked as follows: The name of the craft is clearly painted on or affixed on the exterior of the hull which is above the waterline of the pleasure craft, and its lifebuoys The word “Singapore” is clearly painted on or affixed on the stern, and its lifebuoys The markings must be effectively maintained All Singapore Registered Craft shall hoist the national colours of Singapore known as the Red Ensign at the stern of craft. The symbol is that of a circle enclosing a crescent surmounted by five stars in a circle, all in white. The ratio of the width to the length of the ensign is one to two. The colours, crescent and stars are from the Singapore flag.
  • What do I do when my Pleasure Craft arrives at foreign ports? When calling foreign ports, kindly adhere to the respective local port regulations. On arrival at a foreign port, all crafts are to report to the Harbour-master’s office to report inwards and to the immigration and customs offices with copies of crew list. Before departure, all crafts are to report to the above offices with their crew list for outward clearance. A copy of the outward crew list duly endorsed by the immigration office to be kept and presented on return to Singapore or at the next port.
  • How much does a Jetski cost? Jet skis can cost anywhere from $5,000 on the affordable end of the spectrum, to $20,000 on the higher end. The most expensive is the Kawasaki Ultra 310LX and the cheapest jet ski currently on the market in 2021 is the Sea-Doo Spark.
  • What is the validity of my Port Clearance Certificate (PCC)? The PCC issued by MPA is valid for 48 hours from the time of its issuance. The owners, agents or masters must cancel the PCC and obtain a new PCC if the vessel fails to depart during the validity period.
  • What is the validity of a PPCDL & APPCDL? From 1 Oct 2005, PPCDL & APPCDL are issued with a lifetime validity and are printed on plastic. Besides being more durable, they have improved security features to prevent tampering and forgery. Replacement of the PPCDL/APPCDL is not required unless it is damaged or lost. The fee payable is $20.00. Licensee who prefers a PPCDL with a shorter duration can opt for a 5-year validity at a fee of $10.00. The non-lifetime PPCDL must be renewed before its expiry. If the licence is renewed after expiry, the holder is required to retake the PPCDL course conducted by any of the recognised PPCDL centres listed or retake the PPCDL examination.
  • What are visiting Yachts? Any foreign or Singapore yacht cruising within the Singapore port waters without a pleasure craft licence, is considered as visiting yacht. Owners of visiting yatchts cruising within the Singapore port limits must apply for a cruising permit through the MARINET system using the online application, “e-Permits – Application for Visiting Yacht Cruising Permit”. Additionally, craft owners who do not have a valid PPCDL/APPCDL, are required to complete an On-line Assessment Test using the MARINET system before they can pilot their yachts in Singapore port waters. Alternatively, they can engage the services of a steersman with a valid PPCDL/APPCDL.   • What type of Jetski should I buy? The type of jet ski you need will depend on the features and specifications you want the jet ski to have. There are various types of jet ski models available ranging from recreational to performance, each having its own advantages and disadvantages for riders. Recreational-light jet ski The recreational light jet ski is the most affordable type of jet ski on the market. With a top speed of around 40-50 miles per hour, these models have a 50 to 100 horsepower engine and are used for leisure. For this reason, they are small and lightweight with a capacity of two adults. These jet skis aren’t suitable for waves or bad weather as their lightweight and small hull makes it difficult to ride them in rough conditions. Recreational jet ski The recreational jet ski models are the most popular mid-range jet ski models available. They are bigger and faster than recreational light jet ski models and have better specifications and features such as speed control options and performance options. With an engine of between 100 and 200 horsepower, recreational jet skis have a top speed of between 50-65 miles per hour. Depending on the horsepower of the jet ski, recreational models can be used for leisure, wakeboarding, work (such as towing) and recreational racing. Luxury jet ski Luxury jet skis are the most feature-rich jet ski models. They have powerful engines that have over 300 horsepower and boast a top speed of more than 65 miles per hour. Luxury jet skis are built to be big, with more storage and fuel capacity than other models. They are designed to offer the highest level of comfort available while providing a stable and enjoyable ride in almost any condition. All the premium features are included with luxury jet skis, so you won’t have to worry about missing out on anything. Touch screen displays, security systems and even eco-friendly performance modes are all standard features in luxury jet skis. Performance jet ski Performance jet skis are elite versions of recreational jet ski models. They are made for competition and are easily the fastest jet skis on the market. With increased acceleration, torque, and handling, performance they can reach top speeds of 70-80 miles per hour, powered by extremely powerful engines. These models require a high level of skill to ride effectively and are best suited for experienced jet ski riders. Stand-up jet ski Originally, all jet ski’s were narrow stand-up models with long handlebars that can move up and down with the driver’s stance. However, they’ve gone out of fashion due to how difficult they are to use and are now mainly used in competitions. There are still a few stand-up models, but if you’re serious about a stand-up jet ski, your best bet is to buy one second hand.
  • How much is a boat in Singapore? Boats come in all shapes and sizes, and the prices can vary wildly. As with cars, a second hand boat costs significantly less than a brand new one. Generally, prices cost from about $50,000 onwards for a second hand boat. On the other end of the scale, some of the biggest, fanciest yachts with spacious onboard living space can cost over a million bucks.
  • How can I buy a boat in Singapore? The easiest way is to approach a boat dealer. Dealers usually have a mixture of brand new and second hand boats for sale. If you are not paying the full cost in cash, some boat dealers will offer their own loans if you are buying one of their boats. Alternatively, you can seek financing by taking out a personal loan.
  • What is the required procedure for a Pleasure Craft to leave Singapore? Pleasure craft, recreational fishing vessels and yachts, must obtain a Port Clearance Certificate (PCC) before departing the Port of Singapore. A departure declaration, together with the relevant documents, must be made to the MPA to obtain the PCC. The declaration can be made online at http://marinet.mpa.gov.sg and requires the submission of these documents: Certificate of Registry; Safety Equipment Certificate as the case may be, reflecting the number of persons that the craft is permitted to carry and the life-saving devices she must be equipped with as prescribed by the flag state; Declaration of voyage information (including destination, estimated date/time of departure from and return to Singapore) and the planned route of the trip to be drawn onto the chartlet. Leave a copy of this information with a reliable relative, friend or your marina club. This is so that if you are overdue, a report can be made to the appropriate authorities to initiate search and rescue.   • Do Canoes and Kayaks need to be licensed? Since 2 June 2003, canoes and kayaks owned by individuals and organisations (except commercial operators) do not need to be licensed by the MPA. “Organisations” here refers to either: An organisation not operated or conducted primarily for profit, which is engaged in or connected with the promotion of sports; or An education institution not operated or conducted for profit, which is engaged with or connected with the advancement of education; or A public authority or society not operated or conducted for profit, which is engaged with or connected with charitable activities that benefit the community as a whole.
  • What do I need to do if my Pleasure Craft is no longer in use? When a craft is no longer in use, the pleasure craft licence must be surrendered to the MPA Marine Licensing and Permits department (MLP) and approval must be obtained from the Port Master to dispose of or store the craft on land. To delicense a craft, please fill up the delicensed form and submit to [email protected]. Once approved, you will receive an email confirmation of cancellation.
  • How to winterize a Jetski? Remove all gear from storage spaces under seats and thoroughly wash the hull to remove any grime or algae. If you ride in salt water, take special care to ensure no salt residue is left behind. Wipe down and dry the seat, handles, and hull to limit any degradation of the material.
  • What is the Powered Pleasure Craft Driving License (PPCDL)/ Advanced Powered Pleasure Craft Driving Licence (APPCDL)? This is a course that you have to take before you can apply for your exam to obtain your licence (issued by the Port Master) to drive any sort of pleasure craft that has a motor onboard (with SZ or SZH licence prefixes) within Singapore port limits.   • Is a boat/yacht a liability of an investment in Singapore? Like a car, a boat is a depreciating asset. You will be paying significant costs in order to operate and maintain it, and you are unlikely to be able to sell it at a much higher price than you got it for, unless you are undertaking major restoration or renovation works. That being said, it is still possible to monetise your boat or yacht by renting it out. For instance, there is quite a bit of demand for weekend yacht parties in Singapore. This does take extra work though, as many yacht rental businesses provide not only a crew but also perks like champagne buckets.
  • What are the collision prevention practices? 1. Lookout Every vessel shall at all times maintain a proper lookout by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and assess the risk of any collision. It is the responsibility of the master of the craft to maintain a proper all round lookout that extends to the back of the craft. 2. Safe speed Every vessel shall at all times proceed at a safe speed so that proper and effective action can be taken to avoid collision and so that the vessel can be stopped within a distance appropriate to the prevailing circumstances and conditions. There is no definite safe speed that can be defined in knots as it is subjected to different conditions such as: Weather Visibility Manoeuvrability of craft Master’s experience Density of traffic 3. Risk of collision Every vessel shall use all available means appropriate to the prevailing circumstances and conditions to determine if there is a risk of collision. If there is any doubt, such risk shall be deemed to exist. Proper use shall be made of radar equipment if fitted and operational, including long-range scanning to obtain early warning of any risk of a collision. Assumptions should not be made on the basis of scanty information, especially scanty radar information. In determining if a risk of collision exists, the following considerations shall be taken into account: Such risk shall be deemed to exist if the compass bearing of an approaching vessel does not appreciably change. Such risk may sometimes exist even when an appreciable bearing change is evident. This is particularly so when approaching a very large vessel or a tow, or when approaching a vessel at close range. 4. Action to avoid collision Any action taken to avoid collision shall be taken in accordance with the Rules in this section and shall, if the circumstances of the case allow, be positive, made in ample time and observance of good seamanship. Valuable time can be wasted whilst mariners on vessels approaching each other try to make contact on VHF radio instead of complying with the COLREG. Any alteration of course or speed to avoid a collision should, if the circumstances of the case allow, be large enough to be readily apparent to another vessel observing visually or by radar. It is best to avoid a succession of small alterations of course and/or speed. If there is sufficient sea room, alteration of course alone may be the most effective action to avoid a close-quarter situation provided that the action is taken in good time, is substantial and does not result in another close-quarters situation. Action taken to avoid collision with another vessel should be such as to result in the ability for the other vessel to pass at a safe distance. The effectiveness of the action must be carefully monitored until the other vessel is finally past and clear. If necessary to avoid collision or to allow more time to assess the situation, a vessel may slacken her speed or take all way off by stopping or reversing her propulsion system. A vessel cannot impede the passage – and safe passage - of another vessel. It is also obliged, when the circumstances of the case dictate, to take early action to allow sufficient sea room for the safe passage of the other vessel. required A vessel’s obligation to not impede the passage or safe passage of another vessel persists when approaching another vessel. To uphold this obligation, it must take action to avoid a risk of collision. A vesse l must also full uphold the rules of conduct as set down in this section even when passage of another vessel is not impeded when approaching another vessel. 5. Overtaking A vessel overtaking any other vessel must stay out of the way of the vessel being overtaken. A vessel can be overtaken on either of its sides provided the overtaking vessel stay well clear of the other vessel. Continue to monitor the other vessel that you have overtaken and ensure that you do not cut in front of its bow. 6. Head-on situations When two power-driven vessels are meeting on reciprocal or nearly reciprocal courses so as to involve risk of collision, both vessels must alter their course to starboard so that each shall pass on the port side of the other. Such a situation shall be deemed to exist when a vessel sees the other ahead or nearly ahead and by night she could see the masthead lights of the other in a line or nearly in a line and/or both sidelights and by day she observes the corresponding aspect of the other vessel. When a vessel is in any doubt as to whether such a situation exists she shall assume that it does exist and act accordingly. When there is doubt about whether two vessels are approaching head-on or nearly head-on, it should be assumed that this is the case and both vessels must alter course to starboard. Any alteration should be large enough so that it is apparent to the other vessel. 7. Crossing situations This situation would frequently arise and it is always better to avoid a close-quarter situation and go right around the stern of the other vessel rather than cross ahead of the other vessel. Going around the stern may not be practical at all times but if the situation permits, it should be implemented. Any alteration should be large enough so that it is apparent to the other vessel. 8. Action by give-way vessel A vessel that has been directed to keep out of the way of another vessel must, as far as possible, take early and substantial action to keep well clear. Do not wait till the last minute to take action! 9. Action by stand-on vessel When one of two vessels has been designated to keep out of the way, the other vessel shall maintain her course and speed. The stand-on vessel may however take action to avoid collision by manoeuvring as soon as it becomes apparent to her that the vessel required to keep out of the way is not taking appropriate action in compliance with the rules set down here. 10. Sailing vessels In order to avoid the risk of a collision, when two sailing vessels are approaching one another, one of them must keep out of the way of the other as follows: When each has the wind on a different side, the vessel that has the wind on the port side shall keep out of the way of the other; When both have the wind on the same side, the vessel that is to windward shall keep out of the way of the vessel that is to leeward;
  • How does the PPCDL & APPCDL look like?
  • Do I need to obtain an insurance for my Jetski? Yes, it is must to cover your jet ski with an insurance. In fact, any powered watercrafts required an insurance coverage. The average cost of jet ski insurance can cost anywhere from $300 to $500 per year. The cost of jet ski insurance depends on factors such as the year, the make, and the jet ski model.
  • Why do I need to register my Pleasure Craft? The purpose of Registration will accord the craft a nationality. The Registry does not provide evidence of title nor does it accommodate the registration of mortgages. Owners who wish to sail their craft beyond Singapore port limits must register their craft with a Flag Registry. Owners who qualify can choose to register their craft with the SRS or any other Flag Registry for which they are eligible.
  • Do I need to flag my Pleasure Craft within Singapore port limits? Pleasure craft that ply solely within the port limits of Singapore waters are not required to be flagged, but would require a pleasure craft licence. Applications for a pleasure craft licence can be submitted electronically through MPA's MARINET system.   • What is the process of getting a PPCDL/APPCDL? PPCDL Course is split into 3 parts. They are: PPCDL Course - This is a 2 day course conducted at one of the appointed PPCDL & APPCDL Training Centers in Singapore. The course is split into elearning, theory (Virtual or Classroom) and practical sessions. A PPCDL certificate will be issued to trainees who have completed the course. You will need the PPCDL certificate to apply for your theory test. Theory test - This is a test conducted at the Singapore Martitime Academy located in Singapore Polytechnic's premises. You need to get at least 26 or more out of 30 questions correct to pass the test. The pre-requisite for this test is the completion certificate from the PPCDL course and also an eye sight test. Practical exam - This is a practical examination conducted at Poly Marina. The pre-requisite for this exam is the certificate of passing of the theory test.   • What to do when my vessel is sinking? If your pleasure craft starts taking in water, the first thing to do is ensure that everyone puts on a life jacket. Try to locate the source of the leak and reduce the leak if possible. Call for help through your VHF radio or other forms of communication. Try to bail the water out to the best of your ability. Stay together in a group and with the craft should it submerge or turn over as you will have a greater chance of being found. Do not attempt to swim for shore unless absolutely certain that you will be able to make the distance.
  • Is my mobile phone a good communication tool when it comes to an emergency? A mobile phone may be a useful communication equipment but it is not a substitute for marine radio due to the following reasons. Mobile phones may lose reception at certain locations. It is rarely waterproof and may get damaged easily. In an emergency, its communications cannot be heard by nearby vessels, which may be the parties available to provide assistance.
  • Application of a new PPCDL In order to qualify for the issuance of a PPCDL by MPA, the applicant must: a) be at least 16 years of age; b) have successfully completed an approved course in the handling of a powered pleasure craft, conducted at any of the PPCDL Centres2 approved by MPA; c) produce a valid certificate issued by a medical practitioner certifying that he/she has passed a sight test and is not physically handicapped; d) successfully completed the PPCDL Examinations conducted by the Singapore Maritime Academy For application of a new PPCDL, submit the following via MARINET at https://marinet.mpa.gov.sg For SingPass holders, please choose ‘Individual’ and enter SingPass to logon and perform the application. If you do not have SingPass, please choose ‘Online Forms’ to perform the application. a) copy of result slip of the PPCDL Examination from the Singapore Maritime Academy (SMA); b) Identity Card (for Singapore citizens and permanent residents) and Passport/ FIN (for foreigners). c) 1 recent passport-sized photograph; Application for a new PPCDL must be made within 1 year of passing the examination. Thereafter, applicant has to retake the examination.
  • Who do I contact to report an incident? In the event of any incidents, such as collisions, damages to craft, any injuries or any loss of life, the owner, master or the person in charge of the craft must report such incidents to the Port Master within 48 hours of the incident.   • Does a Jetski require alot of maintenance? Generally, jet skis require little maintenance other than getting serviced. Simply winterizing a jet ski every year can significantly increase its lifespan and limit the overall maintenance required. If you rinse the jet ski with fresh water after usage and keep the oil and fluids topped up, you shouldn’t have any issues.
  • What are the Southern islands in Singapore? There isn’t any official definition or boundaries of the Southern Islands, but it is a common consensus that the Southern Islands consists of these 8 main islands: ▪ Sentosa Island ▪ Saint John’s Island ▪ Lazarus Island ▪ Seringat Island ▪ Kusu Island ▪ Sisters’ Islands (Big Sister’s and Small Sister’s) ▪ Tekukor Island However, when locals say “Southern Islands,” they are usually referring to only St. John’s and Kusu islands. This is probably because the public ferries that bring visitors to the southern islands only have 2 drop-offs, namely St. John’s and Kusu.

Powered Pleasure craft driving licence(ppcdl)

Discover Sailing Asia provides the Powered Pleasure Craft Driving Licence (PPCDL) Course, which is comprehensive course that provides you with the freedom to pilot your own craft upon course completion and the passing of the required examinations. The Powered Pleasure Craft Driving Licence (PPCDL) is required for driving a pleasure craft/ powered yacht that are less than 24 meters in length within Singapore Port Limits.

Please note that we are only providing the PPCDL course, but not the theory examinations and practicals. Examination costs will be covered by students themselves, at their own time and availability for the tests.

The vessel that hit Baltimore's Francis Scott Key Bridge was a container ship, the DALI, according to public affairs officer Kimberly Reaves of the US Coast Guard's 5th District.

A container ship named DALI "hit the Francis Scott Key bridge" at 1:27 a.m. ET "and it subsequently collapsed," Reaves said in a statement.

Maritime tracking website MarineTraffic showed that the Singapore-flagged ship stopped in Baltimore, where it was departing with a destination of Colombo, Sri Lanka. The website showed the ship stopped around 1:30 a.m. ET and was surrounded by first response boats.

At about 1:30 a.m., local agencies reported receiving 911 calls that a large ship traveling outbound from Baltimore had struck a column on the bridge, Kevin Cartwright, spokesperson for the Baltimore Fire Department told AP. 

The ship is around 300 meters (984 feet) long with a width of around 48 meters (157 feet), according to MarineTraffic data.

CNN is attempting to contact the owner and managers of the ship.

Condition of collapsed bridge to be investigated, Baltimore Fire Department says

Officials will begin assessing the condition of the Francis Scott Key Bridge after it collapsed early Tuesday, Kevin Cartwright, director of communications of the Baltimore City Fire Department told CNN.

"This bridge has been in place for quite some time and has served many, many commuters in the Baltimore metropolitan area. So as the investigation ensues, there will be structural engineers involved to try and assess what the condition of the bridge is," Cartwright said.

Currently, conditions are "unsafe" but investigators will also assess the condition of the bridge before its collapse, according to Cartwright.

"This is a very devastating incident in which these individuals have encountered so our hearts go out to each and every one of them, and we will be working valiantly throughout the early morning to address this," he said.

Freezing temperatures "pose concern" as search efforts expand after Baltimore bridge collapse

Freezing conditions and limited visibility at the site of the Francis Scott Key Bridge collapse in Baltimore could "pose a concern" as rescue crews search for at least 20 people believed to have fallen into the water.

Kevin Cartwright, director of communications of the Baltimore City Fire Department, t old CNN they are working with the US Coast Guard and a team of divers are in the river for search and rescue operations, with temperatures around the port at around 30 °F (-1°C).

"This happened at 01:30 a.m. with limited visibility so we are working aggressively, considering the environmental temperatures as well as the water temperatures to try and rescue and perhaps recover individuals," Cartwright said. "It feels like at least about 30 degrees (-1°C) where I am. It could be slightly lower than that. And I'm sure that the water temperature is even colder... And that can pose a concern and risk for our divers."

Cartwright said the teams were working "methodically and safely" to ensure "everyone operating here on the scene is safe and that we're able to make progress without causing adverse harm to anyone else."

Baltimore is facing a "mass casualty multi agency incident," with response teams working to rescue around 20 people who may have fallen into the river when the Francis Scott Key Bridge collapsed.

"We are in the midst of managing a mass casualty multi agency incident here," said Kevin Cartwright, director of communications of the Baltimore City Fire Department. "Unfortunately, we understand that there are up to 20 individuals who may be in the Patapsco river as well as multiple vehicles," he told CNN.

Cartwright said they are working with the US Coast Guard and a team of divers are in the river for search and rescue operations, with temperatures around the port at around 30 °F (-1°C).

There could have been a vehicle "as large as a tractor trailer" on the bridge at the time of collapse, Cartwright said.

"Very significant crash" raises many questions, CNN correspondent says

The collapse of the Francis Scott Key Bridge after it was struck by a large ship is a "very significant crash" and will raise many questions, CNN correspondent Gabe Cohen said.

"This is a very important bridge. This is along 695 and the videos that are emerging are surreal — to see this container ship collide with the bridge and very quickly that bridge crumbles into several pieces down into the water," said Cohen, who is traveling to the scene in Baltimore.

Rescue crews are searching for at least seven people in the Patapsco River after multiple vehicles fell into the water when the bridge collapsed, a Baltimore City Fire Department spokesperson earlier told the Associated Press.

Kevin Cartwright, director of communications for the Baltimore Fire Department, told the AP the bridge collapse was a "developing mass casualty event."  

The interstate is used by a lot of commuters alongside a high volume of cargo shipping, CNN's Cohen said.

"[It] is not just around the Baltimore area, but for those who travel between Washington and New York, it is highly trafficked," he said. "I've taken that bridge dozens of times across the mid-Atlantic northeast region as you’re trying to cross between cities."

Rescue crews are searching for at least seven people in the Patapsco River after multiple vehicles fell into the water when the Francis Scott Key Bridge collapsed overnight, a Baltimore City Fire Department spokesperson  told the Associated Press.

Local agencies received 911 calls at around 1:30 a.m. ET reporting that a ship, traveling outbound from Baltimore, had struck a column on the bridge, Kevin Cartwright, director of communications for the Baltimore Fire Department told AP. 

“Our focus right now is trying to rescue and recover these people,” Cartwright told the outlet.

Cartwright said it appeared there are “some cargo or retainers hanging from the bridge,” making conditions unsafe and unstable for emergency responders operating at the scene.

CNN has reached out to Baltimore City Fire Department, Maryland Department of Transportation and US Coast Guard for additional information.  

What to know about the Francis Scott Key Bridge

The 1.6-mile-long Francis Scott Key Bridge extends over the Patapsco River into the Port of Baltimore, according to the Maryland Transport Authority (MTA).

The bridge, which opened in 1977, is named after the author of "The Star-Spangled Banner," the MTA says on its website. Francis Scott Key is  believed to have sat  near the site of the bridge as he witnessed the bombardment of Fort McHenry in 1814, inspiring him to write the words of the US national anthem.

The Port of Baltimore handled more than 52 million tons of international cargo worth over $80 billion last year — the ninth-highest total among US ports, according to the Maryland government's website .

The port supports 15,330 direct jobs and 139,180 jobs in Maryland, according to the site.

Baltimore mayor says he is "aware" of bridge collapse and en route to site

"I have been in contact with @BaltimoreFire Chief Wallace, @GovWesMoore @JohnnyOJr, and @AACoExec. Emergency personnel are on scene, and efforts are underway," he posted on X  Tuesday.

Video footage shows the moment the Francis Scott Key Bridge in Baltimore collapsed after it was struck by a large ship.

The footage shows a towering boat headed directly toward one of the bridge’s support columns before colliding with it, sending a massive stretch of the bridge crashing into the water below in mere seconds.

The crash sent large plumes of smoke and fire into the air and part of the bridge appeared to collapse over the front of the boat, the footage showed.

Dark smoke continued to rise into the air for several minutes.

Federal probe into why a cargo ship hit a Baltimore bridge is in its early stages

The National Transportation Safety Board is continuing its investigation into why a massive cargo ship collided with the Francis Scott Key Bridge in Baltimore.

DEBBIE ELLIOTT, HOST:

We now have an initial timeline, minute by minute, of how a massive cargo ship came to crash into Baltimore's Francis Scott Key Bridge.

LEILA FADEL, HOST:

Now, this is just the early stages of federal investigators' probe into the collapse of that bridge that crumbled into the Patapsco River. And authorities say they've recovered the bodies of two construction workers. Four more are likely still underwater.

ELLIOTT: NPR's Joel Rose has been following the story and joins us. Good morning.

JOEL ROSE, BYLINE: Good morning, Debbie.

ELLIOTT: Federal investigators briefed the media last night. What did they say?

ROSE: Yeah, investigators say they were able to get onto the ship yesterday. The Dali is still stuck in the river, tangled up in the wreckage of the bridge. And the chair of the National Transportation Safety Board, Jennifer Homendy, says it is a huge investigation scene, and it is a mess.

JENNIFER HOMENDY: It's just utter devastation. And when I look at something like that, I am thinking not about the container ships that are coming through, not about traffic getting back up and running on the bridge. I'm thinking about the families who've lost loved ones and what they must be going through.

ROSE: Homendy said there is a visible sheen on the waterway, but that it's being addressed.

We also learned yesterday that some of the containers on the ship have hazardous materials in them - 764 tons, to be precise. These are mostly things like corrosives and flammables, Homendy said - also, lithium-ion batteries. Homendy said some of these containers had been breached in the ship. But I also want to note Coast Guard officials addressed this earlier in the day, and they said they are not aware of any release of hazardous materials and that there is currently no threat to the public.

ELLIOTT: That's good. Now, investigators were able to share a timeline of what happened after the ship left port. What led up to the collision?

ROSE: Yeah. Investigators said that at about 1:24 a.m., there were numerous audible alarms on the ship. About two minutes later, at 1:26, the ship's pilot asked for help for the first time, requesting tugboat assistance. A minute after that, the pilot called for the ship to drop one of its anchors, the port anchor, in an attempt to slow down, but it was just too late. The ship struck the bridge around 1:29 a.m., so, you know, all of this happening in a matter of just a few minutes - about five minutes.

ELLIOTT: Joel, did investigators say anything about the ship's voyage data recorder, which tracks the sensors and systems on board?

ROSE: Yeah, they say they have it and that so far they've reviewed about six hours of audio and data from the night of the incident. But investigators said that this recorder is not as sophisticated as you would find in the black box on a plane, for example. It does not capture as much data as they would like, so investigators are going to have to rely on other sources of information, including interviews with the crew. Those have already begun. And interviews with the pilots, whose job it is to guide the ship out of port, are set for today. So, you know, bottom line is it's very early. It could be weeks or months before investigators can determine what happened and why the ship seemed to lose power.

ELLIOTT: Finally, authorities in Maryland say they found the bodies of two men who had been missing since the accident. Do you have any more information about them?

ROSE: Yeah. These are the bodies of two of the six construction workers who were fixing potholes on the bridge when it collapsed. Police in Maryland say that the men were found inside a red pickup truck submerged in about 25 feet of water. Authorities believe that there are other vehicles with victims inside that are still trapped under wreckage from the collapsed bridge. All of the deceased were construction workers, and all of them hailed from Mexico or Central America.

A container ship crashed into a major bridge in Baltimore early Tuesday, causing its collapse into the Patapsco River.

A livestream showed vehicles traveling on the Francis Scott Key Bridge just moments before the impact at 1:28 a.m. ET.

Baltimore first responders called the situation a "developing mass casualty event" and a "dire emergency," per The Associated Press.

James Wallace, chief of the Baltimore Fire Department, said in a press conference that two people had been recovered from the water.

One was uninjured, but the other was transported to a local trauma center in a "very serious condition."

Wallace said up to 20 people were thought to have fallen into the river and some six people were still missing.

Richard Worley, Baltimore's police chief, said there was "no indication" the collision was purposeful or an act of terrorism.

Wes Moore, the governor of Maryland, declared a state of emergency around 6 a.m. ET. He said his office was in close communication with Pete Buttigieg, the transportation secretary.

"We are working with an interagency team to quickly deploy federal resources from the Biden Administration," Moore added.

Understanding why the bridge collapsed could have implications for safety, in both the shipping and civil engineering sectors.

The container ship is the Singapore-flagged Dali, which is about 984 feet long, and 157 feet wide, per a listing on VesselFinder.

An unclassified Cybersecurity and Infrastructure Security Agency report said that the ship "lost propulsion" as it was leaving port, ABC News reported.

The crew notified officials that they had lost control and warned of a possible collision, the report said, per the outlet.

The Dali's owner is listed as Grace Ocean, a Singapore-based firm, and its manager is listed as Synergy Marine, which is also headquartered in Singapore.

Shipping news outlet TradeWinds reported that Grace Ocean confirmed the Dali was involved in the collapse, but is still determining what caused the crash.

Staff for Grace Ocean declined to comment on the collision when contacted by Business Insider.

"All crew members, including the two pilots have been accounted for and there are no reports of any injuries. There has also been no pollution," Synergy Marine said in a statement.

The company did not respond to a request for further comment from BI.

'Horrified'

Maersk chartered the Dali, with a schedule for the ship on its website.

"We are horrified by what has happened in Baltimore, and our thoughts are with all of those affected," the Danish shipping company said in a statement.

Maersk added: "We are closely following the investigations conducted by authorities and Synergy, and we will do our utmost to keep our customers informed."

Per ship tracking data, the Dali left Baltimore on its way to Colombo, the capital of Sri Lanka, at around 1 a.m., about half an hour before the crash.

The Port of Baltimore is thought to be the largest in the US for roll-on/roll-off ships carrying trucks and trailers.

Barbara Rossi, associate professor of engineering science at the University of Oxford, told BI the force of the impact on one of the bridge's supporting structures "must have been immense" to lead to the collapse.

Dr Salvatore Mercogliano, a shipping analyst and maritime historian at Campbell University, told BI: "It appears Dali left the channel while outbound. She would have been under the control of the ship's master with a Chesapeake Bay pilot onboard to advise the master.

"The deviation out of the channel is probably due to a mechanical issue as the ship had just departed the port, but you cannot rule out human error as that was the cause of the Ever Forward in 2022 just outside of Baltimore."

He was referring to the incident two years ago when the container ship became grounded for a month in Chesapeake Bay after loading up cargo at the Port of Baltimore.

The US Coast Guard found the incident was caused by pilot error, cellphone use, and "inadequate bridge resource management."

Claudia Norrgren, from the maritime research firm Veson Nautical, told BI: "The industry bodies who are here to protect against incidents like this, such as the vessel's flag state, classification society, and regulatory bodies, will step in and conduct a formal investigation into the incident. Until then, it'll be very hard for anyone to truly know what happened on board."

This may not have been the first time the Dali hit a structure.

In 2016, maritime blogs such as Shipwreck Log and ship-tracking site VesselFinder posted videos of what appears to be the stern of the same, blue-hulled container vessel scraping against a quay in Antwerp.

A representative for the Port of Antwerp told BI the Dali did collide with a quay there eight years ago but couldn't "give any information about the cause of the accident."

The Dali is listed as being built in 2015 by Hyundai Heavy Industries in South Korea.

Crew member on DALI said everyone on board was safe hours after bridge collapse, official says

A crew member on the DALI cargo ship sent a message hours after the Francis Scott Key Bridge collapsed Tuesday saying everybody on board was safe, according to Apostleship of the Sea director Andy Middleton.

Middleton, who spent time with the captain of the DALI Monday, told CNN’s Laura Coates he reached out to a crew member after hearing about the incident Tuesday morning. 

He said there were 22 members aboard the ship from India who were setting sail earlier Tuesday morning and were heading toward Sri Lanka.

“I was able to reach out to a crew member very early this morning around 5:30 (a.m. ET) or 6 (a.m. ET) and get a message to them asking if they were OK,” he said. “That crew member responded within just a few minutes advising that the crew was safe, and everybody that [was] on board was safe.”

Middleton was told by the ship's captain Monday that the vessel was going to take a longer route to avoid risks along the Yemen coast.

“When I was out with the captain yesterday, we were talking while we were driving, and he advised that they were sailing down and around the tip of South Africa in order to avoid the incidents that are going on off the Yemen coast, and it was a safer way to go,” he said.

Middleton said the  Apostleship of the Sea  is a ministry to seafarers with members that spend time in the port and on the vessels as a friendly face to the seafarers that visit the Port of Baltimore, “taking care of their needs to make sure that they're reminded of their God-given human dignity when they're here in Baltimore.”

Six people, who were believed to be part of a road construction crew, are presumed dead after Baltimore's Francis Scott Key Bridge collapsed early Tuesday morning. The collapse came after a 984-foot cargo ship hit the bridge's pillar.

Maryland Gov. Wes Moore told reporters Tuesday evening it's a "really heartbreaking conclusion to a challenging day."

Late Tuesday, it was discovered that two of the construction workers who went missing after the bridge collapsed were from Guatemala , the country's Ministry of Foreign Affairs said late Tuesday.

Here's what you should know to get up to speed:

  • The victims: Eight people were on the bridge  when it fell, according to officials. At least two people were rescued — one was taken to the hospital and was later  discharged , fire official and the medical center said.
  • The incident: Video shows the moment the entire bridge structure falls into the water, as the ship hits one of the bridge's pillars. CNN analysis shows that the  ships lights flickered  and it veered off course before it hit the bridge. Maryland Gov. Wes Moore said the crew on the ship were able to issue a "mayday" before colliding into the bridge, which allowed the authorities to stop incoming traffic from going onto the bridge.
  • Response efforts: Earlier, dive teams from various state and local agencies were brought in to assist in search-and-rescue operations, according to Maryland State Police Secretary Col. Roland L. Butler Jr.. The mission started with 50 personnel and continued to grow before the Coast Guard announced Tuesday evening that it was suspending its active search-and-rescue operation and transitioning to a "different phase."
  • The investigation: Authorities are still working to establish exactly how the crash occurred. The National Transportation Safety Board will look into  how the bridge was built  and investigate the structure itself. It will "take time to dig through" whether the bridge had ever been  flagged for any safety deficiencies , NTSB Chair Jennifer Homendy said.
  • Rebuilding the bridge: US Sen. Chris Van Hollen said the path to rebuilding the bridge will be "long and expensive." Senior White House adviser Tom Perez told reporters Tuesday “it’s too early” to tell how long it will take to rebuild the bridge. President Joe Biden said Tuesday he wants the federal government to bear the full cost of rebuilding the collapsed bridge, noting that it will not wait for the company who owns the container ship DALI to shoulder the costs. Funding could come from the Federal Highway Administration as well as the Bipartisan Infrastructure Law, but it may require additional funding from Congress.

2 of the missing construction workers from bridge collapse were from Guatemala, foreign ministry says

Two of the construction workers missing from the bridge collapse in Baltimore were from Guatemala, the country's Ministry of Foreign Affairs said in a statement late Tuesday.

Those missing included a 26-year-old originally from San Luis, Petén. The other is a 35-year-old from Camotán, Chiquimula, the statement said.

The ministry said both were part of a work team “repairing the asphalt on the bridge at the time of the accident.”

The statement did not name the two people missing, but it said the country’s consul general in Maryland “went to the area where the families of those affected are located,” where he hopes to be able to meet with the brothers of both missing people.

The consulate   also issued a statement Tuesday saying its consul general in Maryland "remains in contact with local authorities," and also confirmed that two of those missing "were of Guatemalan origin.”

State and federal officials have not released information about the identities of any of the six missing workers.

Underwater mapping of bridge collapse area to begin Wednesday, Baltimore fire chief says

Search operations near the Key Bridge collapse have shut down for the night due to dangerous conditions, but the process of underwater mapping with many local, state and federal dive teams will begin Wednesday, Baltimore City Fire Chief James Wallace told CNN’s Anderson Cooper Tuesday night.

Wallace said the portion of the Patapsco River is “tidal influenced, so it goes through tide cycles just like the open waters of the Chesapeake Bay does.”

The water depths in the area under the bridge vary from 40 feet to more than 60 feet, Wallace said. The deeper the divers go, the colder the temperatures they encounter, and the visibility is zero, he added.

 Wallace said when crews arrived Tuesday morning, the surface water temperatures of the Patapsco River were about 47 degrees with an air temperature of 44-45 degrees.

The Francis Scott Key Bridge collapsed early Tuesday after a massive container ship lost power and crashed into the iconic Baltimore bridge, sending people and vehicles into the frigid Patapsco River.

Six people, believed to be part of a road construction crew, are presumed dead and the Coast Guard has ended its active search and rescue mission.

Here's what you should know about the historic bridge:

  • How old?: The Francis Scott Key Bridge, also referred to as just the Key Bridge, opened to traffic in March 1977 and is the final link in the Baltimore Beltway, according to the Maryland Transportation Authority (MDTA.) It crosses over the 50-foot-deep Patapsco River, where former US attorney Francis Scott Key found inspiration to write the lyrics to the Star Spangled Banner, the MDTA says.
  • How long?: The bridge was 1.6 miles long when standing, MDTA reports.
  • Traffic volume: More than 30,000 people commuted daily on the bridge, according to Maryland Gov. Wes Moore.
  • How much did it cost?: The bridge cost $60.3 million to build, MDTA says. Since its collapse, President Joe Biden said he’s committed to helping rebuild the bridge as soon as possible.
  • About the port: Baltimore ranks as the ninth biggest US port for international cargo. It handled a record 52.3 million tons, valued at $80.8 billion, in 2023. According to the Maryland state government, the port supports 15,330 direct jobs and 139,180 jobs in related services.
  • About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. Dali is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The ship is about 984 feet long , according to MarineTraffic data. That’s the length of almost three football fields.

Baltimore woman says bridge collapse was "like a piece of family dissolved"

For longtime Baltimore resident, Ceely, who opted not to share her last name, seeing footage of the Francis Scott Key Bridge collapse  Tuesday was deeply personal.

“I was very heavy-hearted,” Ceely told CNN. “Very tearful, thinking about the families whose loved ones may be in the water and just remembering when the bridge was constructed, and it was just like a piece of family dissolved.”

Ceely was at a prayer group Tuesday morning when she saw the news. She recalled being afraid when she first crossed the bridge while in Ford Maverick in 1975, but grew to like it because it saved time on the road.

“It was a main artery just like a blood line. It was a main artery to the other side of town. It was awesome. It beat going through the city all the time,” she said.

Elder Rashad A. Singletary , a senior pastor who led Tuesday night’s vigil at Mt. Olive Baptist Church told CNN that many church members watched the bridge's construction.

"It’s a part of the community. A lot of our individuals in our congregation drive that bridge to go to work, and so now it’s really a life changing moment,” he said.

More than 18 hours after the collapse of the Baltimore bridge, Maryland Gov. Wes Moore said it was a heartbreaking conclusion after the Coast Guard ended the search-and-rescue operation for the six people who were on the bridge when it collapsed.

It's a "really heartbreaking conclusion to a challenging day," he said.

"We put every single asset possible — air, land and sea" to find the missing people, he told reporters on Tuesday evening. "While even though we're moving on now to a recovery mission, we're still fully committed to making sure that we're going to use every single asset to now bring a sense of closure to the families," the governor added.

6 people presumed dead after Baltimore bridge collapse, Coast Guard says. Here's what we know

As the sun sets in Baltimore, six people are presumed dead after a major bridge collapsed overnight Tuesday, according to the Coast Guard. The Francis Scott Key Bridge came down around 1:30 a.m. ET after a cargo ship collided with it.

The Coast Guard said it has ended its active search-and-rescue operation for the missing construction workers who were on the bridge when it collapsed.

  • What we know: Eight people were on the bridge when it fell, according to officials. At least two people were rescued — one was taken to the hospital and has been discharged . The Coast Guard has been searching for six other people. But, around 7:30 p.m. ET, the Coast Guard said it has transitioned to a “different phase” of operation, now it did “not believe we are going to find any of these individuals alive,” Rear Adm. Shannon Gilreath said.
  • About the ship: The bridge collapsed after a container vessel called Dali collided with one of its supports. The vessel is operated by Singapore-based Synergy Group but had been chartered to carry cargo by Danish shipping giant Maersk . The US Embassy in Singapore has been in contact with the country’s Maritime and Port Authority, a State Department spokesperson said.
  • The investigation: The National Transportation Safety Board is leading the investigation into the collapse. A team of 24 experts will dig into nautical operations, vessel operations, safety history records, owners, operators, company policy and any safety management systems or programs, said NTSB Chair Jennifer Homendy. A voyage data recorder will be critical to the investigation, she added. 
  • Vehicles on the bridge: Officials are also working to verify the numbers of how many cars and people were on the bridge, Homendy said. Gov. Wes Moore said the quick work of authorities in closing the bridge had saved lives . Radio traffic captured how authorities stopped traffic and worked to clear the bridge seconds before the impact . Maryland State Police Secretary Col. Roland L. Butler Jr. said there is a “ distinct possibility ” more vehicles were on the bridge, but authorities have not found any evidence to support that.
  • Looking ahead: NTSB will look into how the bridge was built and investigate the structure itself, including if it was flagged for any safety deficiencies , Homendy said. The federal government has also directed its resources to help with search and rescue, to reopen the port and rebuild the bridge, Vice President Kamala Harris said . Earlier, President Joe Biden said t he federal government will pay to fix the bridge.
  • The economy: Transportation Secretary Pete Buttigieg warned the collapse will have a serious impact on supply chains . Until the channel is reopened, ships will likely already be changing course for other East Coast ports. Ocean carriers are already being diverted from the Port of Baltimore, where the bridge collapsed, to the Port of Virginia to “keep trade moving."

Registration of Pleasure Craft

Purpose of the Register

Pleasure craft registered with the Singapore Registry is to be used exclusively by the owner, or guest of the owner, for sport or pleasure purposes only, and may not be deployed for commercial purposes or reward. If the craft is solely operating within Singapore waters, SZ-licensed suffice. A flag registry is not required.

New Requirements with Effect from 1 July 2020 

A new set of regulations, Merchant Shipping (Pleasure Craft) Regulations 2020, will come into effect  1 July 2020  which stipulates the requirements for registration of pleasure craft.  This requirement only affects the Singapore-registered pleasure craft.  The enhancements include expansion of registration conditions and implementation of safety requirements. These will be enforced under the  new regulations. To provide an overview of the key requirements under the new regulations, you may refer to:

Eligibility for Registration

Singapore-registered pleasure craft can be owned by a person who is ordinarily resident in Singapore or a Singapore business entity (whether for profit or not)  such as a body  corporate, a firm, partnership or associations.

New Conditions of Registration

With effect from 1 July 2020, the pleasure craft must comply with the new conditions of registration. Pleasure craft that do not meet the criteria in particular length and construction material will not be renewed or renewed but with conditions.

  • The pleasure craft must be at least 7 metres in load line length with an enclosed deck;
  • The pleasure craft must not be more than 17 years old at the point of registration;
  • The pleasure craft must not be constructed of wooden hulls;
  • The pleasure craft must not be used as a passenger ship (i.e. the craft cannot carry more than 12 passengers); and
  • The pleasure craft must not be constructed of inflatable design (including an inflatable craft with a rigid board

Name of Pleasure Craft

Craft bearing undesirable names which are likely to cause confusion in an emergency will not be registered. The owner must be prepared to change the craft's name should there be an existing one in the Register. No two craft should bear the same name.

Registration and Renewal

New Registrations : If your craft meets the above conditions, please submit the following documents (if available) for our assessment for new registrations, change of ownership or re-flag application:

  • Application form (as attached);
  • Full coloured photographs displaying the name of craft and its enclosed deck;
  • For Singapore individual, to produce NRIC. For foreigners who are ordinarily residing in Singapore, to produce passport/ work permit/ S Pass as well as official documents that provides proof of address (such as utility bills or bank/credit card statements issued to the applicant’s name)
  • For Business entities, to submit Accounting and Corporate Regulatory Authority (ACRA) Business Profile 
  • Proof of ownership of craft (Bill of Sale, Builder’s Certificate, Proof of Receipt);
  • Policy of insurance held by the owner of the pleasure craft with respect to the use or navigation of the pleasure craft;
  • Evidence of closure of foreign registry from former flag registry, such as Deletion Certificate or transcript showing closure of flag registry (where applicable);
  • Document setting out the carrying capacity, gross tonnage and specifications of the craft; and
  • Survey report by accredited organisations

Renewal : Please submit the application form, valid insurance certificate, as well as the registration documents above, if any of the documents above have not been previously submitted.

Period of Registration

The registration is valid for a  period of up to one year and will expire on the day before the anniversary date of the completion of the relevant survey. Please see example below:

Craft is SZ-licensed + SG-registered craft; Initial Registration: 15 July 2020

Initial Survey: 5 July 2020 (valid for 3 years); COR validity: 15 July 2020 to 4 July 2021. 

 ^Date adjusted to re-align with the inspection date 

  • Assuming the initial inspection was carried out on 5 Jul 2020, the craft has to undergo a renewal survey within 3 months window period from 5 Jul 2023 (expiry of initial survey), i.e. 4 Apr – 4 Jul 2023. 
  • If the subsequent renewal survey is carried out on 1 Jun 2023 (during window period), there will be no change in the COR anniversary date. If carried out outside of window period, there will be a shift in the COR anniversary to align with the anniversary date of the latest survey report.
  • If the survey is carried out after the expiry date of the COR, the registry of the craft will be closed. Should the owner wish to maintain the craft registry with us, the craft need to be registered again and comply with new registration requirements. New registration fees will be applicable, i.e. $200.

Registration Fees

The fee for initial registration and change of ownership is S$200. The fee for subsequent annual renewal is S$50. Owners are not liable for the payment of annual tonnage tax. 

Change of Ownership or Craft Particulars

The registered owner must notify the Registrar in writing, not later than 30 days after the change and produce the Certificate of Registry to him. If there is a change in ownership, the new owner must meet the eligibility requirement and submit the completed application form. 

Obligations

The owner shall ensure that within one month from the date of registration, the pleasure craft is properly marked as follows:

  • The name of the craft is clearly painted on or affixed to the bow and stern of the craft.
  • The word "SINGAPORE" is clearly painted on or affixed to the stern immediately below the name of the craft.
  • The markings must be effectively maintained and renewed when necessary during the period of registry.

Survey as part of Safety Requirements

All Singapore-registered pleasure craft must be surveyed once every 3 years according to the safety equipment requirements. The full sets of requirements are extracted in the  Second and Third Schedule of the Merchant Shipping (Pleasure Craft) Regulations . The information is also available in Annex A of  Shipping Circular No 7 of 2020 . Valid survey report to be submitted for the registration and renewal applications.

Who to Conduct Survey

Surveys of Singapore-registered pleasure craft must be conducted by recognised surveyors employed by accredited organisations (AOs).

The requirements to be an accredited organisation to survey Singapore-registered pleasure craft in accordance with Merchant Shipping (Pleasure Craft) Regulations 2020 are as follows:

  • ACRA of company
  • Professional indemnity insurance (coverage of more than S$50,000)
  • Name & NRIC (or passport/pass holder) of the surveyor (s) employed by your company
  • Class 1 Certificate of Competency (Deck or Engine Foreign-going)   or
  • Qualification from an Institution recognised in a maritime related field with specialised training (e.g Naval Architects)
  • Overseas Presence / Remote survey capabilities (new requirement for next review of AOs)

The surveyors from AOs will be required to undergo a Train-the-trainer programme conducted by MPA surveyors before the Letter of Agreement will be issued to the AOs. SRS Pleasure Craft Survey Checklist will be used in the survey by the AOs. 

Reporting of Incidents

The owner, master or the person-in-charge of a Singapore-registered pleasure craft must report to the Director of Marine immediately or, at the latest, within 2 hours of any of the following occurrences: 

  • Breaking-up, damage or loss of the craft;
  • Collision, accident, or other incident causing the breaking-up, damage or loss of the craft;
  • Accident, damage, pollution, injury or loss of life which the craft has caused or which occurs on board the craft from any other cause.

A full report must be subsequently made to the Director of Marine, MPA, within 24 hours of the event. Closure of Registry

The registered owner must notify the Registrar in writing and surrender the Certificate of Registry.
