This tradition was greatly reduced when the railroad became the main way to transport both goods and people, but some riverboats remain in the South today. In Mississippi and Louisiana, especially, retired steamboats are now used for river cruising and for gambling in places like Vicksburg.

“I don’t know just how thick my old skull is, but I do know that it is pretty thick, or it would have been cracked many years ago, for I have been struck some terrible blows on my head with iron dray-pins, pokers, clubs, stone-coal, and bowlders, which would have split any man’s skull wide open unless it was pretty thick. Doctors have often told me that my skull was nearly an inch in thickness over my forehead.”

George H. Devol was the greatest riverboat gambler in the history of the Mississippi River. He was also a con artist, a fighter, and a master at manipulating men and their money.

Born on August 1, 1829, in Marietta, Ohio, George Devol was the youngest of six children. His father was a ship carpenter and was often away from home. Though Devol had good opportunities for early education, he didn’t like school and spent most of his time playing hooky. The unmanageable boy was also prone to fighting, coming home almost daily with scratches and bruises from his numerous scuffles. When a teacher attempted to discipline him with a hardy whipping, he would turn on them, hitting them with stones that he carried in his pocket. While his father was away building boats much of the time, his mother would be forced to call in a neighbor or passerby to help with his punishment.

Devol ran away at the age of ten, serving as a cabin boy on a riverboat steamer called the Wacousta .  Evidently, Devol did a good job in this capacity as he soon took a better-paying job on a boat called Walnut Hills .

Another boat came soon after – the Cicero , where Devol learned to play “Seven-Up” and the art of bluffing. Seeing the high lifestyle of the professional gamblers on the boat, Devol was determined to follow in their footsteps, and by the time he was in his teens, he could deal seconds, palm cards, and recover the cut.

Fighting would continue to be a natural part of his life, and he soon developed skills with a gun, never hesitating to pull it.

By the time the Mexican War broke out, he was on a boat called the Tiago . Soon, Devol thought it a good idea to go to war and got a job as a barkeeper on the Corvette , bound for the Rio Grande and Mexico.

While aboard the Corvette, he met a man who taught him how to “stock a deck.” Upon reaching the Rio Grande and joining the forces, he quickly utilized his newly learned skills to swindle the other soldiers. But he grew bored with soldiering, and with his pockets filled with his ill-earned gains, he returned to New Orleans, although not for long.

At the tender age of 17, Devol’s pockets were filled with almost three thousand dollars as he headed back home to Ohio, laden with gifts for his family.

While back in Ohio, he mastered the games of Faro and Rondo.  Devol continued to hone his skills and made hundreds of thousands of dollars in the years before the Civil War .  Working the steamboats of the South, he joined in with other card sharps, including Canada Bill Jones , Bill Rollins, Big Alexander, and many others over the years.

One trick that Devol liked to play was betting against ministers, who inevitably lost their meager wages to the professional gambler. However, Devol would always return their money, along with this advice: “Go and sin no more.” But to the many soldiers, paymasters, farmers, thieves, and businessmen, he was not so kind.

When the war was over, the railroads began to head west, with settlements sprouting up all along the way.  Many of these burgeoning towns, often filled with railroad workers, miners, and cowboys provided all manner of vices, including prostitution , numerous saloons , and the ever-present gambling halls. Supplying perfect opportunities for Devol’s operation, he followed the railroad expansion between Kansas City and Cheyenne in the early 1870s.

According to his account, Devol was working the Gold Room Saloon in Cheyenne when he encountered Wild Bill Hickok .  Devol tells the story that when Hickok placed a $50 bet, he lost.  He then placed another $50 bet, winning the hand that time; however, the dealer handed him back only $25.  When Wild Bill protested, the dealer stated that the house limit was $25. “But you took 50 when I lost,” said Hickok, to which the dealer responded, “Fifty goes when you lose.” The quick-tempered Hickok wasn’t about to accept those terms “sitting down” and quickly whacked the dealer on the head with his walking stick, turned over the table, and stuffed his pockets with the till.

On another occasion, when Devol was working the railroad route, he beat a railroad director out of $1,200.  This one-time winning game resulted in Devol’s profession being quickly curbed when the outraged official prohibited gambling on trains.  Further, the Pinkerton agency was hired to be on the lookout for the most notorious professional gamblers, including Devol.

In 1892, Devol published his autobiography, Forty Years a Gambler on the Mississippi , telling of his life and probably exaggerating much of it. Shortly after he published his book, the great days of railroad and riverboat gambling were over. At his new wife’s insistence, he retired from gambling for good in 1896 and spent the last years of his life selling his book.

It is estimated that Devol won over two million dollars in his forty years of gambling.  However, when he died in Hot Springs , Arkansas , in 1903, he was nearly penniless.

The mighty Mississippi river stretches from Northern Minnesota to the Gulf of Mexico. The second-longest river in the United States, the Mississippi is integral to the history of America — particularly in the state of Mississippi. Riverboats: The Early Days

While people have navigated the waters of the Mississippi River for centuries, steamboat technology was not viable until the early 1800s. The first steamboat to travel the Mississippi was the New Orleans, whose October 1811 maiden voyage began in Pittsburgh, PA, and ended in New Orleans after traveling along the Ohio and Mississippi Rivers.

The New Orleans stopped in Natchez in December 1811 before continuing to its final port in New Orleans. First established by French colonists and later ruled by the Spanish, Natchez was an important center of trade and cultural exchange.

The Golden Age of the Steamboat

By the 1830s, steamboats existed all along the Mississippi River and its major tributaries. The growth of Mississippi’s riverfront communities, such as Bolivar, Commerce, and Greenville, can largely be attributed to the riverboat trade. Riverboats also brought new settlers to the state, helping to speed up agricultural development in the fertile Mississippi Delta.

Propelled by steam-driven paddle wheels, steamboats could navigate the river more quickly and effectively than barges or flatboats. They carried goods such as cotton, timber, and livestock up and down the river, expanding trade throughout the growing U.S. However, steamboats could be dangerous — the boilers used to create steam could build up too much pressure and explode. Steamboats were also susceptible to hitting obstacles such as rocks or logs, which could cause them to sink. This created a growing industry for a smaller type of riverboat called a “snagboat.” Snagboats patrolled the Mississippi River looking for tree stumps, debris, or other hazards and removing them before they damaged larger steamboats.

Wealthy Mississippians could enjoy leisure travel on a showboat — a riverboat used for theater and musical performances. Showboats were ornately decorated and would announce their arrival at a port by playing music that could be heard for miles.

Riverboats During the Civil War

During the years after Mississippi’s secession from the Union, many steamboats were used to support the Confederate Army. Riverboats carried troops, provisions, and supplies along the Mississippi during the Civil War. Demand for ships was so high that both the Union and Confederate governments chartered steamboats. Riverboats also played a role in the defense of Vicksburg, an important Confederate stronghold that connected the South to the Western states.

Gaming on the River

Riverboat gambling became popular in the early 1900s due to legislation surrounding gaming. By keeping poker, roulette, and other games of chance restricted to a riverboat, business owners could evade the anti-gambling laws that were in effect on land in states along the Mississippi River. Riverboat gaming in Mississippi was legalized in 1993, but unfortunately, Hurricane Katrina destroyed many riverboat casinos. In response, Mississippi lawmakers allowed casinos to move 800 feet inland.

Riverboat Gaming On The Mississippi

Life on the Mississippi is changing for the bettor. Since Iowa first launched riverboat gaming on April 1,1991, four other states along the Mississippi have enacted similar legislation. Missouri became the latest state to legalize riverboat gaming on the Mississippi River, when voters overwhelmingly approved a statewide proposition on election day. In accordance with the new law, local municipalities or counties also have to approve gambling in separate proactive local referendums. St.

Louis, St. Charles, Ste. Genevieve, Jefferson City, Parkville, Jefferson county and Buchanan county did so on the same day.

Ironically, Hannibal, Mo., the hometown of Mark Twain, whose name is synonymous with the Mississippi riverboat era, was the only community to reject riverboat gaming in the recent Missouri vote.

Exhibit 1 shows highlights of the current riverboat gaming legislation in Illinois, Iowa, Louisiana, Mississippi and Missouri.

There are a number of groups actively lobbying for legalization of riverboat gaming in Connecticut, Texas, Virginia, West Virginia and Wisconsin.

With five states already on-line and others seriously considering legalization, shipbuilders, naval architects, outfitters and suppliers are gearing up for a lucrative, multimillion-dollar market which should be sustained for at least the next five years.

Depending on their size and outfitting, the average construction cost of a new riverboat casino could be $6 million to $12 million, with proposed gaming boats in Louisiana more than $35 million.

Perhaps the only exceptions to this gage are the casino vessels that will operate in Mississippi, a market that will be predominately composed of refitted, existing barges.

There are currently 14 riverboat casinos operating, five each in Illinois and Mississippi and four in Iowa. Exhibit 2 provides details on riverboat casinos in operation, while Exhibit 3 shows new construction.

"It's going to be a very good market over the next few years," said Charles Burrell, whose company, Jennings, La.-based Leevac Shipyards, Inc., is a major player in the construction of casino boats. "And with the recent passage of Missouri gaming, a good market just got a little bit brighter." Leevac is currently in discussions with several parties interested in riverboat casinos.

The yard's most recent delivery was the DeJong & Lebet-designed President Riverboat Casino Mississippi, which is one of the few selfpropelled vessels currently in operation in Mississippi.

Fully outfitted with sophisticated surveillance and gaming equipment, the President Riverboat Casino Mississippi had a reported price tag of $17 million.

Admiral To See Action As A Casino Boat The approval of riverboat gaming in Missouri will have a dramatic impact on the St. Louis riverfront. Under special provisions written into the Missouri law, permanently moored vessels within a certain distance of the Eads Bridge will be allowed to offer gaming. This provision, especially written in for the idled Admiral, owned by John Connelly's Gateway Riverboat Cruises of St. Louis, would give the former steamer a new life. The old riverboat, which measures 374- by 92-feet and was at one time licensed to carry 4,400 passengers, has been shut down since late 1988. Mr. Connelly also owns the excursion vessel Belle of St. Louis, built by Leevac Shipyards.

When she was constructed, the vessel, an integrated power unit and barge, was prewired for slot gaming operations. Mr. Connelly has already indicated that he plans to utilize both these vessels in casino operations. According to preliminary plans recently outlined by Gary C. Frommelt, director of marine operations for Gateway Riverboat Cruises, the refurbishment of the Admiral would involve the removal of bulkheads and gift shop areas on the first deck.

The first deck would then probably be closed off. The main ballroom on the second deck would be widened to the full beam of the boat by removing the outer bulkheads.

This area would then be utilized as the main casino. The renovation of the Admiral is expected to be completed this spring.

In addition, according to one industry source, another gaming vessel is in the design phase for the Connelly Group.

Its intended area of operation is unknown at this time.

There are approximately 10 slots available near the Eads Bridge for permanently moored casino boats, six of which are reportedly controlled by the Connelly Group.

At the recent Riverboat Gaming Congress & Expo held in New Orleans, Mr. Connelly also announced that his firm, President Riverboat Casinos, Inc., had applied for registration for public trading on the NASDAQ exchange.

A stock offering would supply the firm with an infusion of capital to further expand operations.

The firm includes excursion vessel operator Gateway Riverboat Cruises, President Casinos gaming operations in Iowa and Mississippi, and gaming equipment manufacturer International Gaming Technology. Proposals For The St. Louis Riverfront In the space of one week of the approval of riverboat gaming in Missouri, there were no less than a half dozen projects proposed for the St. Louis riverfront by would-be casino operators.

One of the most ambitious projects came from Jumer Hotels & Casinos, the operator of the successful Illinois gaming vessel Casino Rock Island.

Jumer's proposal calls for the construction of two new casino boats and a 250-room hotel at Laclede's Landing, an historic district north of the Eads Bridge currently under renovation.

As laid out by Jumer, the two casino boats would be near replicas of the steamers J.S. Deluxe and Capital, which served St. Louis in the early 1900s.

The J.S. Deluxe II would be permanently moored at the site, while the Capitol II would make regular gaming excursion trips. The 320- foot J.S. Deluxe II, with a restaurant on its upper deck and casinos on its second and main decks, and a 195-foot pavilion barge, featuring gift shops, recreation area and offices, would be built first and open in the spring of 1994.

The 293-foot Capital II would be completed in the fall of 1995. The hotel would be open by late 1994. Jumer expects to draw over 3.1 million people to the complex upon its completion.

The total cost of the project would be more than $90 million.

According to figures released by the company, this unique attraction would create jobs for 2,250 employees with a payroll of $67 million and produce a projected $163.9 million in city and state revenues over its initial five years.

Other proposals for Laclede's Landing came from: Ashfari Enterprises, Casino Magic Corporation, Kuhlmann Design Group, St. Louis Riverport Resort, and Skyline Casinos, Inc.

City officials are expected to decide late this month which of the firms would receive the mooring lease for Laclede's Landing. Queen of New Orleans: A $35 Million Riverboat "Hilton has long been at the forefront of the gaming industry and as gaming proliferated across the country, we plan on taking advantage of appropriate opportunities," said Barron Hilton, chairman and president of Hilton Hotels Corporation. Sticking to its philosophy, Hilton Hotels Corporation and its partner New Orleans Paddle wheels, Inc., are soon expected to announce the award of the contract to construct a 3,500-passenger, 400- by 90-foot casino paddlewheeler for Louisiana.

According to Duncan McKenzi, president, Hilton's Queen of New Orleans Riverboat Casino, the short list of yards in the running for the contract has been narrowed to Halter Marine, Inc., a part of the Trinity Marine Group; Avondale Industries, Inc.; Bender Shipbuilding & Repair Co., Inc.; and McDermott, Inc.

Many insiders believe that Halter Marine, which provided the design work for the vessel, will be awarded the construction contract. The $35 million project, which will involve 200 jobs for ship workers, is expected to be completed approximately 12 months from the start of construction.

Some industry sources suggest that the cost of the vessel might exceed $35 million, once specialized surveillance, coin counting and gaming equipment is installed. Upon completion, the Queen of New Orleans would feature a 30,000-squarefoot casino containing nearly 1,500 slot machines and 60 table games. "We are going to award the contract to a Louisiana-based yard to stay within the spirit of the law, which was to create jobs locally," said Mr. McKenzie. "Three of the yards are based right here in New Orleans, while Bender just recently purchased the Bergeron Shipyard in Braithwaite." Conservative estimates by Mr. McKenzie project that the vessel will carry over one million passengers per year, generating revenues of about $40-45 per person per trip. If a lease can be obtained, the Queen of New Orleans would operate out of a new open air pavilion located at the Canal Street Wharf.

New Orleans Paddlewheels, Inc., will own 50 percent of the project and manage the operation of the vessel. Hilton Gaming Division will manage the operation of the casino. According to joint venture partner Warren Reuther, president of New Orleans Paddlewheels, Inc., the two firms are also considering operating vessels out of the cities of Lake Charles and Shreveport.

These vessels would be smaller than the Queen of New Orleans, with a length of250 feet and beam of 60 feet, carrying 1,500 passengers. The paddlewheelers, of Rodney E. Lay design, would be similar in style to the Players Riverboat Casino under construction at Leevac Shipyards, Inc., in Jennings, La.

"Riverboat gaming will have a major impact on tourism to Louisiana," said Mr. Reuther. "The project [Queen of New Orleans] will work to enhance the existing charm and excitement New Orleans is renowned for . . ." As many as 15 licenses are expected to be issued in Louisiana, with a maximum of six vessels operating out of any one Parish.

By law, gaming operations have been limited to: the Mississippi, Red, Calcasieu, Mermentau, Ouachita and Atchafalaya Rivers, Bayou Bienvenue, Lake Pontchartrain, Lake Maurepas and the Gulf Intracoastal Waterway.

All the vessels must be paddlewheelers and of at least 150 feet in length. Up to 60 percent of the passenger square footage can be devoted to gaming.

What Next For The Mississippi Belle Riverboat Casino?

In 1994 The Robert Kehl family spent $14million on building a floating casino named the Mississippi Belle riverboat casino. This was to replace a former riverboat that they owned with the same name.

After 2 years with the Schadlers and their Celebration River Cruises the boat attracted interest from Cl Travel of Norfolk Va. Heading up a group of investors with a vision to pump new life into the boat with a makeover and change of identity, they bought the boat from the Schadlers with the expressed purpose to sink $3 million of their capital in to making various renovations. Their new little jewel would be given a new lease of life as a dinner cruise boat and renamed the Philadelphia Belle dinner cruise boat.

Whether they did significant research is questionable. The new operation got underway in the early part of 2011 with the Delaware River to be its new home. Gambling was now no longer the pleasure it offered its public, but a dining experience whilst cruising the river in an eight mile loop.

It took just a handful of months the writing was on the wall, the envisaged throngs of hungry dinners never materialised and in July 2011, Cl travel pulled the plug on their enterprise with the boat returned to the Schadlers who then put it on the market for $4.5 Million. What now awaits its future we wonder? We shall have to wait and see.

Riverboat casino that sank in Mississippi River resurfaces amid historic drought

MEMPHIS, Tenn. - Record-low water levels in the Mississippi River have unearthed a flurry of rare finds . The latest? The nation’s first riverboat casino that sunk during a storm last year.  

The Diamond Lady, America’s first riverboat casino, set sail in 1991 and operated for a few years before a bigger riverboat replaced it. Wheel of Fortune’s Vanna White reportedly christened the paddlewheel boat before its maiden voyage took off from Bettendorf, Iowa 31 years ago.

It had been stored on the Mississippi River in Memphis, Tennessee , since 2008, but the Diamond Lady sank in 2021 during a winter freeze, according to WPSD. It wasn’t seen again until the Mississippi River receded to its lowest levels in 10 years.

River levels are so low, saltwater from the Gulf of Mexico is moving in, FOX Weather reports.

Drought has driven the Mississippi River to historic low levels, impacting the agricultural exports. The crisis has increased shipping prices, and that cost may fall on consumers and creating problems for barges.

According to the Lower Mississippi River Forecast Center, water levels are at or below the low-water threshold along a nearly 400-mile stretch of the river from near where the Ohio River meets the Mississippi River south to near Vicksburg, Mississippi.

Also in Memphis, history lover and relics collector Riley Bryant made a fascinating discovery along the banks of the drought-stricken Mississippi River.

Bryant said the artifacts — a Civil War-era Union army cartridge box plate and bullets — were just sitting there among the rocks under the I-55 bridge waiting to be picked up.

Just weeks before Bryant made his discovery, a Baton Rouge, Louisiana, resident was walking along the Mississippi River there and found a shipwreck that’s more than 100 years old, FOX Weather reports.

According to Louisiana state archeologist Chris McGimsey, it belongs to a ferryboat called the Brookhill, which started sailing in the late 1880s or early 1890s. It was originally 250 to 300 feet long.

You may have seen riverboat gambling ships or are at least familiar with riverboat gambling along U.S. waterways. My Friend and I went on the Riverboat Twilight and it was the most perfect/awesome adventure! From reserving our trip to our final walk to our car after the two day cruise, all was perfect! Staff are amazing, from the Captain to the servers, to the musical entertainers. The food is suburb and generous! Everything is very well organized, from our luggage/hotel in Dubuque/seating for meals, free shuttles in Dubuque, etc! The scenery and info along the way from the captain was wonderful! This was an absolutely perfect two day cruise, and we are going again in Mid October as we loved it so much!!.

The service by all involved was first class all the way!

We were very impressed by the personal service we received by the staff and everyone involved. The trip was very nice from a sightseeing perspective, interesting from a historical perspective and very relaxing overall. Plus the food was plentiful and excellent. We highly recommend this cruise to everyone!

Wonderful relaxing two days....

Extremely enjoyable trip. The cruise itself was delightful as you slowly moved up and down the river enjoying the wildlife and listening to the Captain explain the view and history. Unless you are a very big eater you have to be selective as they feed you FIVE times a day. Not only is the food plentiful but it is also very good. The Grand Resort in Dubuque was a nice stay as we had a view of the river. There was adequate time to explore some of the sights In Dubuque. I think we will do this trip again in the future…….

We will continue to maintain our increased sanitization efforts of the TWILIGHT and our boarding facilities, and we continue to provide hand sanitizer aboard the boat and employ a strong air purifier that uses UVC lighting that has been proven to destroy viruses and other bacteria.

For the safety of our passengers and crew and to maintain proper cleanliness, we have implemented the following guidelines for parents of children under the age of 14. While onboard the vessel and when making use of our food and beverages services, children must be accompanied by an adult at all times. 2 more former Mississippi 'Goon Squad' deputies sentenced in torture of 2 Black men

JACKSON, Miss. — A Mississippi federal judge is sentencing additional former law enforcement officers to serve significant prison time in a disturbing brutality case in which the six white lawmen pleaded guilty to federal civil rights charges for torturing two Black men last year.

They were part of a self-styled "Goon Squad" known locally for using violent and aggressive tactics in Rankin County, a suburb of Jackson, Miss.

On Wednesday, U.S. District Judge Tom Lee sentenced former Rankin County sheriff's deputy Christian Dedmon to 40 years in federal prison, and ex-deputy Daniel Opdyke to 17.5 years for their roles in the racist attack on Michael Corey Jenkins and Eddie Terrell Parker during a no-warrant house raid. The Black men were targeted after a neighbor complained about them staying in a white woman's home.

2 ex-officers in Mississippi get yearslong sentences for torturing 2 Black men

Tuesday, Judge Lee sentenced former ex-deputy Hunter Elward to 20 years in prison, and former Lt. Jeffrey Middleton to 17.5 years for their actions in the January 2023 incident.

The white deputies beat, tortured, and sexually assaulted the men for hours. Elward shot Jenkins in the mouth when a mock execution went awry, and the officers also planted drugs and guns to try to coverup their actions with false charges. The white lawmen used stun guns and racial slurs, and told Jenkins and Parker to "go back to their side of the river," meaning the majority Black city of Jackson. Rankin County, to the east, is a largely white community.

Judge Lee called the former officers' actions "egregious and despicable" and said it justified the top of the range under sentencing guidelines. Ex-deputy Brett McAlpin and a former policeman from the town of Richland, Joshua Hartfield, are scheduled to be sentenced on Thursday.

6 white ex-officers in Mississippi plead guilty to assault on 2 Black men

More details emerged during Tuesday's sentencing hearing on how the "Goon Squad" operated. Prosecutors said it was Lt. Middleton who devised the plan to coverup the raid and the accidental shooting, and that he told his fellow officers if anyone told what really happened, he had no problem having them killed.

"Let this be a warning to all police officers in the United States of America," said attorney Malik Shabazz, who represents the victims. "If you allow deputies and officers under your command to go rogue, to commit crimes and to abuse persons you will be held equally as responsible as the shooter and the abuser."

The victims had called for the stiffest of sentences, and were in court for the sentencing hearings. Eddie Parker said he still struggles with the lasting effects of that night. Michael Corey Jenkins said he felt like justice was beginning to be served, and that he's desperate to put this behind him.

The shooting left Jenkins with a broken jaw and a lacerated tongue. "They did some unimaginable things to me," he said in a statement. "They tried to take my manhood from me."

He called Dedmon the worst. "Deputy Dedmon was the most aggressive, sickest and the most wicked," he said through a statement from his lawyer. Federal prosecutors described Dedmon sexually assaulting the men.

During his hearing, Elward spoke to the victims directly. "I see you every night," he said. "I can't go back and do what's right. I am sorry for what I did."

Parker replied "I forgive you."

Lt. Middleton, who did not look at the victims, apologized for tarnishing the reputations of Rankin County, law enforcement, and his family. "I will never forgive myself for failing to protect innocent victims and my family."

Opdyke cried in court. "The weight of my actions and the harm I've caused will haunt me every day," he said. "I wish I could take away your suffering."

Dedmon also did not look at his victims when he apologized for the pain he caused.

Dedmon and Opdyke also pleaded guilty in a separate incident for beating a white motorist during a traffic stop in December 2022.

Jenkins and Parker have filed a civil lawsuit against Rankin County and Sheriff Bryan Bailey. The NAACP and other civil rights groups have called for Bailey to resign or be removed from office, for overseeing a "poisonous culture" of police brutality.
