U.S. Imposes Sanctions on Yacht Company That Caters to Russian Elites
The Treasury Department also identified four yachts as being linked to President Vladimir V. Putin of Russia.

WASHINGTON — The U.S. government leveled sanctions against a yacht management company and its owners, describing them as part of a corrupt system that allows Russian elites and President Vladimir V. Putin to enrich themselves, the Treasury Department announced on Thursday.
Imperial Yachts, which is based in Monaco and controlled by the Moscow-born Evgeniy Kochman, caters to Russian oligarchs. The Treasury Department said Mr. Kochman and his company provide yacht-related services to “Russia’s elites, including those in President Putin’s inner circle.” Imperial Yachts, the department said , conducts business with at least one person subject to sanctions.
The Treasury Department also identified four yachts linked to Mr. Putin: the Shellest, the Nega, the Graceful and the Olympia. The department said Mr. Putin used the Nega for travel in Russia’s north, and the Shellest periodically travels to his Black Sea palace. The department said Mr. Putin has taken numerous trips in the Black Sea on the Graceful and the Olympia.
The Treasury action did not name the 459-foot Scheherazade , an Imperial Yachts-associated ship that U.S. intelligence officials say could have been built for Mr. Putin’s use.
“Russia’s elites, up to and including President Putin, rely on complex support networks to hide, move and maintain their wealth and luxury assets,” said Brian Nelson, the under secretary for terrorism and financial intelligence at the Treasury Department.
“We will continue to enforce our sanctions and expose the corrupt systems by which President Putin and his elites enrich themselves,” he added.
The department also announced sanctions against four Russian government officials and Yury Slyusar, the president of a Russian state-owned company that supplies aircraft to Russia’s military.
The State Department separately imposed sanctions on Maria Zakharova, the spokeswoman for the Russian minister of foreign affairs, and Alexei Mordashov, a Russian billionaire. The Commerce Department announced that it was adding 71 organizations to its entity list, in an attempt to block Russia’s military from importing key technology.
Also put under sanctions was Sergei Roldugin, a Russian cellist and a longtime friend of Mr. Putin, described by the Treasury Department as “a custodian of President Putin’s offshore wealth.” Mr. Roldugin was added to the European Union’s sanctions list in late February, days after Russia’s invasion of Ukraine. He has been described as “ Putin’s wallet. ”
Mr. Kochman and Imperial Yachts were the focus of a New York Times investigation showing that the company was at the heart of what is essentially an oligarch-industrial complex, a network of companies including German shipbuilders, French designers, high-end Italian carpenters and Spanish marinas that serve Russian oligarchs and employ thousands of skilled workers.
According to a U.S. intelligence assessment, a group of investors led by one of Russia’s richest men, Gennady Timchenko, who has been under sanctions since 2014, provided the money to buy three ships: the Scheherazade, the Crescent and the Amadea, whose construction at a German shipyard was overseen by Imperial Yachts. Their combined cost of as much as $1.6 billion could have bought six new frigates for the Russian navy.
In addition to Imperial Yachts, the Treasury Department issued sanctions against four other companies owned or controlled by Mr. Kochman. Those include OOO Bilding Management, which is known as BLD Management, a company that builds and renovates villas in Russia as well as in Western Europe for oligarchs.
A lawyer for Imperial Yachts, Simon Clark, previously denied that the company had any connection to Mr. Timchenko.
In a statement released Thursday after the Treasury Department announcement, Imperial Yachts said the “accusations made against us by the U.S. government and in the press are false.”
“Imperial Yachts conducts all its business in full compliance with laws and regulations in all jurisdictions in which we operate,” the company added. “We are not involved in our clients’ financial affairs.”
But Treasury officials disputed that contention in their announcement. U.S. and international authorities have moved to seize the three yachts connected to Mr. Kochman and his company. U.S. officials are fighting a court battle in Fiji to take control of the Amadea, which they contend was sold last year to Suleiman Kerimov, a Russian oligarch who is on a U.S. sanctions list. Feizal Haniff, a lawyer for the British Virgin Islands company that controls the Amadea, said the owner is Eduard Khudainatov, who is not under any sanctions.
Mr. Khudainatov is a protégé of Igor Sechin, the chief executive of the state-controlled oil company Rosneft and a close ally of Mr. Putin.
Mr. Khudainatov is also the owner — on paper — of the Scheherazade, according to documents the United States submitted to a Fiji court. The United States contends that he is a “straw owner” of the two vessels.
Last month Italy impounded the Scheherazade , after it appeared to be readying to set sail from the port of Marina di Carrara, on the northern coast of Tuscany. In March, Spain seized the Crescent in the port of Tarragona. Spanish police told Reuters that the superyacht is believed to belong to Mr. Sechin.
The United States added the Flying Fox, another yacht managed by Imperial Yachts, to its sanctions list. The 446-foot vessel is the world’s biggest yacht available for charter , at 3 million euros ($3.2 million) a week, according to Imperial’s website. Last year, Jay-Z and Beyoncé vacationed on the yacht.
Treasury Secretary Janet Yellen and other American officials are helping lead an international effort to seize the assets of Russians who have acted as enablers of the Kremlin and its invasion of Ukraine.
In an interview Tuesday, before the new sanctions were announced, Elizabeth Rosenberg, the assistant secretary for terrorist financing and financial crimes at the Treasury Department, said that international cooperation to go after Russian oligarchs and their assets was increasing.
“It feels like we’re experiencing a sea change right now,” Ms. Rosenberg said. “It’s a huge leap forward on international cooperation for hunting assets, for freezing them and for pursuing law enforcement investigations and activity, including seizure activities.”
Treasury officials say taking action against oligarchs and the companies that help them spend their wealth will ultimately hurt the Russian government’s ability to wage war against Ukraine.
“Suddenly some of these secrecy jurisdictions around the world are no longer so secret for Russian ultrahigh-net-worth individuals to hide and move their money,” Ms. Rosenberg said. “It will constrain Russia’s ability to make money to support their war effort.”

Bed and board: introducing the bespoke bed service offering the best night’s sleep on board your yacht
A luxury bed company is bringing an ultra-bespoke USP to getting the best night’s sleep on your boat, says Emma Love
It’s a no-brainer that some of the most successful design concepts are the result of demand, which is how Savoir Beds came to launch its new bespoke service, Savoir at Sea, last year. “A client asked for four Nº1 mattresses for their new yacht, but two of them were too large to fit through the windows of the cabins,” recalls Nic Alexandre, Savoir’s managing director. “They still really wanted them, so we arranged for our craftsmen to visit the Lürssen shipyard in Germany and build the beds in situ. That sparked the idea for Savoir at Sea.”
Of course, the company is used to working with interior designers and international shipyards, from Feadship and Benetti to Heesen Yachts , Baltic Yachts and Fitzroy Yachts . In fact, four of the 10 largest superyachts in the world exclusively feature Savoir mattresses. Whereas in the past the solution to navigating awkward spaces was often a zip-and-link mattress, this new offering means that any specification (shape, size, height) can be accommodated.
“Everything is handmade,” continues Alexandre, of the breathable mattresses and toppers. “We do that not for the sake of craft but because there aren’t machines that can do it better. Even tufting, if we used a machine, would damage the materials. The fact that we don’t have a production line, and each bed is made by a single craftsman, means that we can physically go to the yacht, whether it’s new or in a dry dock for a refit. We’re the only company to offer the service of handcrafting a natural mattress on board.”
At this point, the process is well practised; superyacht owners – especially those who haven’t had a Savoir bed before – typically have a three-hour private showroom consultation to work out which bed is best for them. Then CAD drawings are created. If the yacht has an existing frame or base, the mattress is shaped to fit, or alternatively Savoir can create one (on special request, a member of the team will even visit the yacht to measure the space and create a custom template).
“Often beds on yachts don’t have a base, partly because of the risk of corrosion, but we use galvanised springs and stainless-steel screws to counteract that,” says Alexandre. At the end of their life, the natural materials will biodegrade and the springs can be recycled, reducing waste and impact on the environment.
Savoir also designs and makes bespoke headboards and, with its long-established history as a heritage brand, has relationships with all the top fabric houses – whether a client fancies a Loro Piana velvet or a Pierre Frey floral, the team are easily able to source and supply a favourite fabric.
The Savoir story has its origins in London’s Savoy Hotel when, in 1905, opera producer and hotelier Richard D’Oyly Carte couldn’t find a bed to match his exacting standards so commissioned an upholsterer, James Edwards Limited, to make one instead (and to ensure exclusivity, he later bought the company and renamed it The Savoy Bedworks).
The result was the famous Savoir N°2, slept on by each of the hotel’s illustrious guests, from Winston Churchill to Marilyn Monroe and the late King Hassan II of Morocco. The latter was known to always travel with his own furniture but on one occasion his mattress was damaged in transit; forced to use a Nº2 bed, he declared it “like sleeping on a cloud” and immediately ordered 24 for his palace.
Still sold today, the N°2 comes with a topper that’s filled with loose South American horse tail and encased in a layer of soft wool. It’s finished with Savoir’s trademark Trellis ticking pattern, originally designed by Lady D’Oyly Carte in the early 20th century. Fast forward to 1998 and, with growing demand from hotel clients, the N°4 was launched, made using simpler hand-crafted techniques.
The company had changed hands a year earlier and become Savoir Beds, with its new owners pledging to continue with the same time-honoured craft techniques. Special commissions from private clients flooded in, including for private jets and yachts, and in 2005 the N°3 was born. More luxurious that the N°4 and less complex to make than the N°2, it was followed five years later by the N°1, Savoir’s deepest mattress yet. Russian President Vladimir Putin arrives in Beijing at the start of a 2-day state visit to China
From CNN's Abel Alvarado
Russian President Vladimir Putin arrived in Beijing early Thursday morning local time to begin a two-day state visit to China, according to TASS and Chinese state media CCTV.
Russia is stepping up disinformation campaign against Zelensky, US intelligence shows
From CNN's Alex Marquardt
Russia has stepped up its disinformation efforts to discredit Ukraine’s President Volodymyr Zelensky and raise questions about his legitimacy in recent months, US intelligence agencies have observed.
A recently downgraded intelligence assessment shared with CNN says that Russia has seized on various recent events to fuel criticism about Zelensky’s abilities and place as Ukraine’s leader, a senior Biden administration official said in an interview.
Russia has spread disinformation about Zelensky since before the war started but recent intelligence shows “it’s definitely increasing,” the official said.
Russia has highlighted two main areas in this recent disinformation push, the intelligence indicates: Ukraine’s painful withdrawal from the eastern city of Avdiivka and the fact that Ukraine postponed its presidential election scheduled for this Spring due to the war.
Wider impacts: The US is more concerned about the impact of the disinformation on countries abroad than on Ukrainians’ confidence in Zelensky, the official said.
“That’s why we’re briefing our allies and partners about this,” the official said. “We want to make sure that this type of Russian disinformation doesn’t take hold and other countries that might not realize, ‘Oh, of course, they can’t hold elections because they’re in a state of martial law as a consequence of Russia’s war.’”
Dive deeper into Russia's disinformation campaign and what it could mean.
Blinken visits Kyiv and reaffirms US support for Ukraine as fighting in Kharkiv intensifies. Here's the latest
From CNN staff
US Secretary of State Antony Blinken concluded his trip to Kyiv on Wednesday, where he reaffirmed the Biden administration's support for Ukraine as Russia's advances continue in the Kharkiv region of the country.
Earlier Wednesday, Blinken announced $2 billion in foreign military financing for Ukraine and said much-needed ammunition and weapons are being rushed to the front lines. The US State Department acknowledged that the $2 billion in foreign military financing is coming primarily from the recently passed Ukraine Security supplemental and $400 million of it is coming from existing Foreign Military Financing (FMF) that had not previously been allocated to Ukraine.
Blinken also said that the US remains "committed" to helping Ukraine win the war against Russia, but it is not encouraging strikes on Russian territory. Blinken added that Washington strongly supports a Ukrainian peace summit set to take place next month in Switzerland.
Here are more of the latest headlines:
- Kharkiv and Russian gains: Ukrainian officials suggested further gains by Russian forces on Wednesday in the Kharkiv region, as Moscow continues its push into northeastern Ukraine. The town of Vovchansk, located about 60 kilometers (or about 37 miles) northeast of Ukraine's second-largest city of Kharkiv, is seeing some of the most intense battles in areas near the border, with one police official saying Russian forces are already in the town.
- Zelensky: Ukrainian President Volodymyr Zelensky will halt all international events scheduled for the coming days, his office announced, as Russian troops push into the northeastern Kharkiv region .
- UNICEF report: At least 1,993 children in Ukraine have been killed or wounded since Moscow launched a full-scale invasion in February 2022, according to the UN's children's agency (UNICEF), reiterating calls for a ceasefire. On average, at least two children lose their lives in Ukraine every day, UNICEF reported on Tuesday.
US not encouraging Ukrainian strikes on Russian territory, Blinken says
From CNN's Radina Gigova in London
Secretary of State Antony Blinken said the US remains "committed" to helping Ukraine win the war against Russia, but it is not encouraging strikes on Russian territory.
“We’ve not encouraged or enabled strikes outside Ukraine but ultimately Ukraine has to make decisions for itself about how it's going to conduct this war, a war it's conducting in defense of its freedom, of its sovereignty, of its territorial integrity and we’ll continue to back Ukraine with the equipment it needs to succeed," Blinken said on Wednesday during a joint news conference with Ukrainian Foreign Minster Dmytro Kuleba in Kyiv.
Blinken also announced that the US will provide an additional $2 billion in foreign military financing for Ukraine, adding "we put this together in a first-of-its-kind defense enterprise fund."
The fund will have three components, Blinken said, including:
- Providing weapons for Ukraine now
- Investing in Ukraine's defense industrial base
- Financing military equipment purchases from other countries
"Of course, everyone's eyes are focused on the situation in the east and northeast, Kharkiv in particular. And so the newest support that I just announced, but particularly the $60 billion supplemental, we know is coming at a critical time," Blinken said.
Zelensky condemns shooting of Slovakia's pro-Russian prime minister
Ukrainian President Volodymyr Zelensky called a shooting attack on Slovakian Prime Minister Robert Fico "appalling."
"We strongly condemn this act of violence against our neighboring partner state's head of government. Every effort should be made to ensure that violence does not become the norm in any country, form, or sphere," Zelensky wrote in a post on X Wednesday.
Fico was shot multiple times, according to a statement on his official Facebook page, adding he is currently in a life-threatening condition.
"We sincerely hope Robert Fico recovers soon and express our solidarity with the people of Slovakia," Zelensky continued.
For context: Fico won a third term as Slovakian prime minister last October after running a campaign that criticized Western support for Ukraine. Ahead of the election, Fico made no secret of his sympathies toward the Kremlin and blamed “Ukrainian Nazis and fascists” for provoking Vladimir Putin into launching the invasion, repeating the false narrative Russia’s president has used to justify his invasion.
Fico, who began his fourth term last October, has shifted Slovakia’s foreign policy toward pro-Russian positions and initiated reforms in criminal law and media regulations, raising concerns about the erosion of the rule of law.
Fico also had pledged an immediate end to Slovak military support for Ukraine and promised to block Ukraine’s NATO ambitions in what would upend Slovakia’s staunch backing for Ukraine.
Ukrainian officials suggest there are more Russian gains amid ongoing push in Kharkiv region
From CNN's Radina Gigova and Maria Kostenko
Ukrainian officials suggested further gains by Russian forces on Wednesday in the Kharkiv region, as Moscow continues its push into northeastern Ukraine.
The town of Vovchansk, located about 60 kilometers (or about 37 miles) northeast of Ukraine's second-largest city of Kharkiv, is seeing some of the most intense battles in areas near the border, with one police official saying Russian forces are already in the town.
"The situation in Vovchansk is extremely difficult. The enemy is taking positions on the streets of Vovchansk," said Oleksii Kharkivskyi, chief patrol officer of the Vovchansk Police Department, urging residents to evacuate.
Gen. Serhii "Marcel" Melnyk, the commander of the Kharkiv city defense forces, also suggested there have been changes in Ukrainian positions in Vovchansk and a possible tactical withdrawal.
"Heavy fighting is ongoing. In some areas, near Vovchansk and Lukiantsi, Ukrainian defenders were forced to move to more favorable positions to more effectively use their forces and defend the region from the offensive," Melnyk said Wednesday.
At least 24 people, including four children, were injured as a result of Russian shelling in various parts of the Kharkiv region on Wednesday, Melnyk said.
The Ukrainian monitoring group DeepStateMap indicated on Wednesday that Russian forces have reached northeastern parts of Vovchansk as they continue to push further south into Ukrainian territory. Russian forces have taken control of more than nine villages near the border in recent days.
Mandatory evacuations continue from all northern border settlements, according to Roman Semenukha, deputy head of Kharkiv Regional Military Administration. Nearly 8,000 people have been evacuated from these areas since May 10, when Russia launched its push.
Nearly 2,000 children have been killed or injured since Russia invaded Ukraine, says UNICEF
From CNN's Sana Noor Haq
At least 1,993 children in Ukraine have been killed or wounded since Moscow launched a full-scale invasion in February 2022, according to the UN's children's agency (UNICEF), reiterating calls for a ceasefire.
On average, at least two children lose their lives in Ukraine every day, UNICEF reported on Tuesday.
“Ukraine’s children urgently need safety, stability, access to safe learning, child protection services, and psychosocial support," the agency said in a statement. "More than anything, Ukraine's children need peace."
Mental health impact: The war in Ukraine has "harmfully affected" the mental health and wellbeing of children , UNICEF said, adding that half of teenagers report trouble sleeping. At least one in five suffer intrusive thoughts and flashbacks.
Loss of education: Almost half of children enrolled in school in Ukraine have been robbed of in-person education, according to the report. Nearly one million children across the country cannot access any in-person learning "due to insecurity," UNICEF added.
Earlier this year, CNN reported on Ukrainian children attending newly built bunker schools in the northern city of Kharkiv, as daily Russian strikes rained down overhead.
US secretary of state announces $2 billion in foreign military financing for Ukraine
From CNN's Radina Gigova in London
US Secretary of State Antony Blinken announced Wednesday the provision of additional $2 billion in foreign military financing for Ukraine and said much-needed weapons and ammunition are being rushed to the front lines.
"Ukraine is facing this renewed brutal Russian onslaught," Blinken said during a news conference in Kyiv, speaking alongside Ukrainian Foreign Minister Dmytro Kuleba, adding he discussed weapons deliveries with Kuleba and President Volodymyr Zelensky.
"We are rushing ammunition, armored vehicles, missiles, air defenses. Rushing them to get to the front lines to protect soldiers, to protect civilians," Blinken said, pointing out that air defenses are "a top priority."
Blinken also said Washington strongly supports a Ukrainian peace summit set to take place next month in Switzerland.
