Turning a yacht around after a person goes overboard (MOB) and heading back in the right direction to retrieve them isn’t always easy when you’re taken by surprise, particularly at night. As navigators we need to employ all the help available to us, and be able to use any electronic tools instantly.

Sadly, there have been MOB occurrences when the technology has been available and not deployed, or not deployed correctly. The obvious solution is to practice MOB drills.

Coming from a military aviation background I’m used to placing a great emphasis on practising emergencies. To survive military flying training you need to be able to maintain a cool head when things are falling apart. The focus is on developing ‘automotive actions’ to a crisis. Learning the correct initial actions to an emergency is essential for a pilot as these first actions are carried out in seconds.

‘Subsequent actions’ are carried out in a longer timescale, and often with the help of flight reference cards. These can also help confirm those vital ‘initial actions’. I can still remember how to shut down both engines of a Sea King in mid-air in the event of a fire, some 25 years since I last flew that type of helicopter! Sailors can also learn from this method of training.

Different MOB drills are needed for different yachts, depending on wind strength, sea state, number and experience of crew, point of sail, boat speed and time of day. There is good reason why the RYA doesn’t specify a single way to execute a MOB recovery. However, whatever type of yacht you sail, there are still some ‘initial actions’ for MOB that can be standardised.

The subsequent actions will vary depending on the conditions mentioned above. Practice helps a great deal, but even talking through these actions when alongside will help. Not many people go out and practise MOB drills at night.

Searching for a MOB in the dark is never easy. Apart from AIS PLBs, one of the best new ways of showing your position is to utilise ultra-bright LED flares. They are mesmerisingly bright. They last five to six hours and can easily be switched on and off like a torch. I’ve also trialled using an infrared camera.

Using technology

Modern technology can now help in an MOB situation more than ever before, from wearable transmitters that activate an alarm when a crewmember is out of range, to personal locator beacons (PLBs). Crew can now activate the MOB button not just on the chartplotter but also on a smart watch.

Clever boat instrument systems can also translate that information onto other displays that is easy to interpret. If you have AIS transposed onto your chartplotter or navigation software then it can pick up an AIS PLB. Some activate an audio alarm but it helps to know what to expect.

In last year’s RORC Caribbean 600 race , when the 53ft catamaran Fujin capsized at night, I was navigating on a Ker 56 reaching at 20 knots. I’d gone below to download weather data and could hardly hear myself think as the noisy carbon boat crashed through waves. But I heard a beeping sound coming out of the back of the laptop so I checked my power leads and struggled to find reason for it.

About to give up, I scrolled through several weather programmes and discovered it coming from the Adrena navigation software and found my only clue to Fujin ’s plight – an AIS PLB and a round red circle on the chart about three miles ahead.

Unable to transmit a Mayday or recover their grab bag in the windy conditions, a Fujin crewmember had initiated his AIS PLB. This was their initial alert. With an AIS PLB there is no boat name showing, so my initial suspicion was that we were looking for a single person in the water – but instead found a capsized catamaran with the whole crew waving torches hoping we’d see them. From this PLB activation a full recovery operation was launched and Fujin was eventually saved.

If you are overboard in the water, understanding how to activate your PLB or automatic identification system (AIS) transmitter is imperative. Some are set up to activate with your lifejacket and some people (me included) like to have my AIS PLB in my pocket should I happen to ‘sin’ and not wear a lifejacket when sailing in warm waters.

Knowing how to summon help on your VHF radio should also be part of your pre-sailing safety brief. Showing your crew how to push the distress button to utilise the digital selective calling (DSC) is a rapid way to send details of your identity and position.

Due to the annoying number of false alarms, if you press the red button in anger then you need to be ready to authenticate the message with voice or repeat the signal to give the coastguard the confidence to act on a genuine alarm.

Immediate man overboard actions

• Call out ‘Man Overboard’ to alert the rest of the crew
• Drop a lifebuoy/danbuoy/jonbuoy
• Get a crew member to point at the person in the water (where the helmsman can easily see them)
• Press the MOB button on chart plotter/smart watch
• By day, throw an orange smoke cannister (have one in easy reach of the helm), at night throw a floating torch
• Start your recovery manoeuvre

MAN Engines offers all globally important emission certificates for its yacht engines: These are specifically EPA Tier 3 recreational, China Marine Recreational Stage II, IMO Tier II and RCD 2013/53/EC (EU Recreational Craft Directive). In this way, shipyards and yacht builders secure worldwide sales markets and operators receive the greatest possible flexibility in the use and resale of their boats.

MAN Engines has received the latest type approval (homologation) for its twelve-, eight- and six-cylinder engines for the China Marine Recreational Stage II exhaust emission standard for yachts and sport fishing boats. With its limit values of 5.8 g/kWh nitrogen oxides (NO x ) and 0.12 g/kWh particulate matter (PM) – in the power class offered by MAN Engines – this complies with the EU and US limit values. The China Marine Recreational Stage II emission standard will come into force on 1 July 2022. The already applicable China Marine Recreational Stage I emission level is also covered by the current certificate.

Man gets realistic picture of his boat painted on a fence intended to hide it

A California man who was ordered to keep his boat out of sight has had the last laugh by commissioning an artist to paint a realistic image of it on the fence that obscures it.

Local government officials told Etienne Constable, of Seaside, California, in July that he had to build a 6-foot fence to hide the boat from view of his neighbors.

In a light-hearted jibe at officialdom, Constable decided to follow the directive, which said nothing about how the fence should be decorated, and asked local artist Hanif Panni to create a mural that makes it look as if the fence isn't there.

"I’m not a rule-breaker, but I like to make a political statement as necessary, as well as a humorous statement and a creative statement," he told NBC affiliate KSBW of Monterey Bay .

He is yet to have had any contact from the city about the mural — but he said he considers it to be covered by the right to freedom of expression as enshrined in the First Amendment.

"The reaction is extremely more than we ever expected, and we’re both just tickled about it," Constable said, referring to the stir the image has made on social media, where it has been shared many times.

Panni, who paints images across the Central Coast area, told KSBW: "I’m a big proponent of public art in spaces. It engages people in ways that reaching out and having conversations doesn’t sometimes."

And Panni added that since the Seaside boat mural has gone viral, other boat owners have approached him to see whether he can do the same for them.

Boat operator who fatally struck a 15-year-old girl in Florida has been identified, officials say

MIAMI (AP) — Investigators have identified the man who was operating the boat that fatally struck a 15-year-old girl off a South Florida beach and then left the area, but no criminal charges have been filed, according to a report released Wednesday.

The 78-year-old man owns the Coral Gables home where Florida Fish and Wildlife Conservation Commission officers found and seized the docked boat Tuesday afternoon. The man was the only occupant in the boat at the time of Saturday’s hit-and-run crash that left Ella Adler dead, according to the commission’s report.

A Florida Fish and Wildlife Conservation Commission spokesperson said the investigation was active and they couldn’t speculate on what charges might be filed.

Adler and another girl were wakeboarding behind a 42-foot (13-meter) Hanse Fjord walk-around near Key Biscayne, just south of Miami, on Saturday afternoon before falling off at different spots, officials said. A dozen people had been on the boat pulling Adler. Before the vessel could return to collect her, Adler was hit by another boat, which immediately sped away, officials said. Witnesses described the hit-and-run craft as a center console boat with a light blue hull, multiple white outboard engines and blue bottom paint.

A funeral service for Adler was held Monday morning at Temple Beth Sholom in Miami Beach. Adler was a freshman at Ransom Everglades School in Coconut Grove and a ballerina with the Miami City Ballet.

Man responds to city ordinance with boat mural on his fence in Monterey County

A Monterey County man who was told to get his boat out of public view did as the city asked, but then he had an artistic epiphany. 

In response to an ordinance in the city of Seaside, Etienne Constable built a fence and had his neighbor paint a photo-realistic version of the boat on the fence. Pictures of the mural have since gone viral online. 

Constable told KSBW that he received a letter from the city in 2023 instructing him to build a six-foot fence to conceal his boat from public view. Adhering to the directive, Constable collaborated creatively with his neighbor, an artist, to construct a fence featuring a lifelike boat mural.

The owner and the artist who made the painting happen were profoundly surprised at how big of a reaction the painting received. 

"The reaction is extremely more than we expected, and we were just tickled about it. It's pretty cool," Constable said.

Artist Hanif Panni, known for his murals around the central coast, strongly advocates for art in public spaces and loves creating such works. Since the painting became a viral sensation, other homeowners who have received similar letters from the city have reached out to Panni to create murals at their homes.

"I love creating public art in spaces, Panni told KSBW. "I think it engages people in ways that reaching out and having conversations doesn't sometimes. Or if you are not there, it just kind of inspires conversation."

Ordered to put his boat out of sight behind a 6-foot-tall fence, a Seaside resident and his artistic neighbor decided to paint a photorealistic mural of the vessel on the fence.

The idea for the little jab at City Hall was sparked a year ago when Etienne Constable received a notice from the city of Seaside requesting that he comply with a municipal code regarding parking restrictions for non-passenger vehicles, such as boats.

According to the municipal code , the boat needed to be behind a 6-foot-high fence, so it wouldn’t be visible from the street.

Constable has been a resident of Seaside for 29 years and previously parked a sailboat on his property long before he put this vessel in the driveway. The 19-foot-long Arima 19 Sea Ranger, named Might as Well, has been on his property now for the last four years.

He said he was surprised and unaware of the city code about non-passenger vehicles.

“We’ve been here for a long time,” Constable said, “and nobody had ever said anything before.”

Last year, the city hired a community enhancement staffer to identify code enforcement violations throughout the city that needed to be remedied, said Nick Borges, acting city manager and Seaside police chief.

If the boat wasn’t concealed, the notice stated noncompliance was punishable by a first offense of a $100 fee, according to Constable.

He started to look around his neighborhood and noticed that homes with fenced-in boats “didn’t necessarily look good in my estimation,” Constable said. But he didn’t want to disregard the notice, either.

With a little brainstorming on how to put a creative spin on the situation, Constable reached out to his next-door neighbor, Hanif Panni, an artist who works with different mediums including murals.

Panni said he saw how upset his neighbor was by the situation, especially because Constable had to pave his driveway to install the fence.

“He kept asking for my input on the design of the mural and what it could possibly look like,” Panni said.

At first they joked about having him paint a boat on the fence, a funny way to make the “eyesore” visible. Then they decided to do just that.

The feedback was almost immediate from neighbors and social media users who applauded the pair for their creativity and humor. Other neighbors have already asked Panni if he would paint their boats on their fences.

“Creativity is always a good tool to use against bureaucracy,” Panni said, “if it’s done thoughtfully and with the rules in mind.”

Borges isn’t offended by the mural, saying the creative response to the city’s municipal code helped create a better relationship among neighbors.

“It does help cities like us get better” and identify whether some city codes should be enforced a certain way, he said.

Constable said he’s tickled by all the positive attention the mural has gotten. He’s seen drivers slow down to get a better look at it, and friends have called saying they’ve seen pictures of the mural online and recognize his boat.

“I’ve been laughing continuously for the last few days,” he said. “It’s just hilarious to me that so many people appreciate my sense of humor and way of looking at the work.”

Annoyed by code violation, homeowner commissions mural to spite local officials

A California boat owner's ingenuity is gaining attention after he commissioned a mural of his vessel to sidestep demands from officials while complying with city codes in his own "tongue-in-cheek" way.

Officials in Seaside, California, told Etienne Constable the boat parked in his driveway needed to be hidden from view or Constable could face a $100 fine. So, the homeowner erected a fence in the middle of his driveway, hiding the boat.

Because the fence showcases a hyper-realistic mural depicting the 19-foot Arima Sea Ranger, the view from the street hasn't changed much. The "illusion," as the mural's artist describes it, lines up perfectly with elements of the real world, like shrubs, as well as the side of Constable's home, which is just northeast of Monterrey.

"This struck me as the right way to go, and something that makes my house unique," Constable told USA TODAY.

Next-door neighbor and longtime artist Hanif Panni painted the mural − and Constable paid him far more than $100 to do so, the artist said.

City Hall officials, rather than feel defeated by Constable's roundabout compliance, celebrated his idea.

"I applaud the constituent's creative approach, which not only addresses compliance but also showcases a community-driven solution," City Council member Alexis García-Arrazola told USA TODAY.

Artist relied on photos for hyper-realistic look

Panni said he was motivated to paint the mural because he wanted to help Constable jump through a "bureaucratic hoop" while complying with the rules in a creative way. Now, he said, passersby will be able to view art that didn't exist before, he said.

Panni, 42, and Constable, 61, took photos of the boat sitting in the driveway and the artist sketched out an outline on the fence before he began painting.

"It's kind of this illusion where you can see the boat, and what's behind it is mixed with the mural," he said, describing the final product, completed May 3.

Code violation for parking boat 'in public view'

In 2023, a Seaside code compliance specialist sent Constable a notice telling him he was in violation of a rule prohibiting residents from parking boats, RVs and trailers in public view − including vehicles parked on private property.

To avoid a fine, Constable needed to erect a screen or other covering shielding his boat from the street.

Such ordinances ensure large vehicles, which can be difficult to maintain, are hidden from sight to keep overall property values high, City Manager Nick Borges told USA TODAY. Sometimes, Borges said, vehicle owners don't do a job good of cleaning up leaking oil and other sanitary problems tied to vehicles.

“There’s an importance to some of these codes, so that doesn’t occur," Borges said.

At the time Constable received his notice about the boat, Borges said, the city was ramping up its code enforcement efforts after years of letting violations fall by the wayside. As a result, Constable was notified of his violation for the first time in July 2023 after having parked the boat in the same spot for around four years, Constable said.

It makes sense that Constable was frustrated, Borges said, because his boat has always appeared to be well-maintained. In the end, the mural was a fun solution, the city manager said.

"The only action to take at this point is a high-five to the owner," Borges said.

'I hit a sweet spot'

Constable said he wanted to make a point about "ridiculous" city codes without getting into a legal battle with the mayor's office.

"I did it to stick my thumb in your eye, but I did it in a way that's nonoffensive, doesn't hurt anybody, doesn't take anything from anyone," Constable said. "I feel like I hit the sweet spot, and got my point across."

Constable got the boat four years ago, and often takes it out into Monterrey Bay and toward Santa Cruz and Big Sur, he said. He's a fan of fishing, often hunting for halibut and rockfish, and when he can, salmon and tuna, he said.

Now, having the mural be a public, artistic part of the neighborhood "is something I'm very proud of," he said.
